PROJECT TITLE:

NIST 215 Cleanroom Rebalance 6/25/2026

Pre-Bid RFIs

ID # RFI Title Request for Information GOVT Response

1 HEPA Integrity Testing Methodology

Specification Section 130003, Paragraph 3.3, requires HEPA filter integrity testing utilizing DOP aerosol. DOP is no longer permitted for testing in Maryland. Please provide the approved HEPA filter integrity testing procedure and challenge aerosol (e.g., PSL or equivalent) that shall be used for this project, including any applicable acceptance criteria.

PSL or equivalent shall be utilized for HEPA filter integrity testing

2 HEPA Filter Model Confirmation

Section 2.1.A references Camfil filter model 5053828. The balancing reports indicate approximately five different HEPA filter sizes throughout the facility. Please confirm that replacement filters matching the physical dimensions and performance characteristics of the existing units are acceptable, provided they meet or exceed the specifications associated with Camfil model 5053828.

Confirmed

3 Spare HEPA Filters

Section 234000, Paragraph 3.4, requires ten (10) complete extra sets of HEPA filters of a standard size. Since the project includes multiple HEPA sizes, please clarify the intended spare filter requirement. We recommend carrying 5–10% spare inventory of each HEPA size due to potential shipping damage, installation defects, and unforeseen replacement needs during a project of this magnitude. Please provide the desired spare quantity for each filter size to be included in the base bid.

Contractor is responsible for ordering sufficient HEPA filters to account for damaged or failed filters at no additional cost to Govt to ensure that the requirements of the drawings and specifications are achieved. Additional "Attic" stock will not be required.

4 Corridor A Phasing

Page 6 of the Phasing Plan suggests splitting Corridor A into multiple phases to minimize disruption to the lithography modules. If field investigation confirms that Corridor A utilizes a continuous pour-in-place gel seal ceiling grid system, would NIST find it acceptable to complete the corridor in a single phase to reduce overall project duration and complexity? We recommend pouring an entire grid whenever possible to avoid leak paths.

No exceptions are taken to proposed phasing, assuming it still meets the outage time durations outlined in the RFP and phasing documentation.

Existing AHU Filtration and Preventative

Maintenance

The rebalance documentation references development of a preventative maintenance schedule for HEPA and carbon filters associated with this project. Please provide the current make, model, efficiency rating, and quantity of all prefilters, final filters, carbon filters, and

HEPA filters installed within the associated AHUs.

Additionally, will the successful contractor be permitted to coordinate directly with NIST's current filtration supplier and/or maintenance provider regarding existing system conditions?

As the gel-curing process is sensitive to temperature, humidity, particulate levels, and gaseous contaminants, please confirm whether the selected contractor may provide recommendations for temporary AHU operating conditions and filtration improvements during the HEPA replacement process.

Ensure that the Specifications are followed, specifically 017823, for equipment provided under the drawings and specifications.

The successful contractor will be permitted to coordinate directly with NIST regarding system conditions.

The selected contractor may provide recommendations for AHU operating conditions and filtration improvements during the construction of this project. Any recommendations will need to be approved by the Cleanroom, COR, and maintenance division if and before recommendations are implemented. If approved, implementation and "return to normal" conditions shall be performed by the selected contractor.

6 Alternative Low-Pressure-Drop HEPA Option

One of the project goals is to reduce AHU fan speed and VFD operating frequency. Since the original installation approximately twenty years ago, HEPA filter technology has advanced significantly. Camfil currently offers media capable of achieving substantially lower pressure drop while maintaining required filtration performance, potentially reducing overall cleanroom static pressure and energy consumption.

If the supply AHUs require a minimum efficiency of 99.99% at 0.3 microns, would NIST consider an alternate bid utilizing this technology? If so, would NIST accept a separate energy analysis and life-cycle cost comparison demonstrating projected return on investment over a

20-year period?

If this alternative is of interest, please provide the facility's current electrical rate ($/kWh) for energy savings calculations.

An Energy analysis or life cycle can be provided at no cost to the GOVT. Contractor may provide low-pressure-drop HEPAs as pricing alternative if a Best Value can be demonstrated for alternative filter media.

The current electrical rate at NIST is approximately $0.17/kWh

PRE BID RFIs

7 Exhaust System Filtration

This project includes rebalancing of multiple exhaust systems serving laboratory spaces.

Please confirm whether any systems have filters/HEPAs installed within these systems. If exhaust filters are present, should replacement of these filters be included as part of this project to ensure accurate system balancing?

If so, please provide the make, model, serial number, filter quantity, and room location for each affected exhaust system.

Replacement of exhaust filters are not within the scope of this project.

8 Packaging Materials Within the Cleanroom

Replacement HEPA filters are typically delivered in cardboard cartons and individually sealed in plastic packaging. Please confirm whether cardboard packaging and plastic wrapping will be permitted within the cleanroom during filter replacement activities

Cardboard will not be allowed within the cleanroom.

9 Removal Procedures Please confirm whether each existing HEPA filter must be bagged and sealed prior to removal from the cleanroom space.

Confirmed

10 B106-2 and B107 Scheduling

Rooms B106-2 and B107 appear to contain overlapping HEPA coverage and shared work areas. Please confirm whether additional project duration may be allocated for these rooms due to the increased complexity and sequencing requirements associated with simultaneous work activities.

Cleanrooms B106-2 and B107 do share HEPA devices. It is anticipated that these spaces will be completed within one single outage. Outages shall adhere to outlined requirements as presented in the scope of work.

11 Gel Seal Grid System Documentation

As this facility utilizes a pour-in-place gel seal ceiling grid system, does NIST possess the original as-built drawings, shop drawings, or manufacturer's installation documentation for the grid system?

Based on site observations, the gel appears to extend into both the HEPA filter locations and blank-off panels. As a result, replacement of the HEPA filters will require replacement of gel throughout the affected grid sections. Access to the original documentation would assist in accurately estimating gel quantities and replacement procedures.

Shop drawings and manufacturer installation documentation are not available at this time.

12 Original HEPA Certification Reports

Does NIST have the original room-by-room HEPA certification reports associated with the initial construction and commissioning of this facility? If available, please provide these reports as supplemental project documentation.

Reports are not available at this time.

13 Corridor A and Corridor B Filter Coverage

Corridor A and Corridor B appear to utilize a 5.5-foot by 37-foot gel seal grid system.

Please confirm that these corridors do not contain 100% HEPA filter coverage and that the base bid shall include only those HEPA filters identified within the contract documents and balancing reports.

Confirmed

14 Undersized HEPA Filters in B104

The balancing documentation indicates several non-standard HEPA filter sizes in Room B104, including approximately:

o 45.27" × 23.62" o 23.62" × 11.81" o 23.62" × 23.62"

If possible, please provide the original Camfil part numbers, model numbers, and performance specifications associated with these filters.

Sizing shall match existing filter sizes. Performance shall meet or exceed requirements as specified.

15 Total HEPA Counts Confirmation

Please confirm that the base bid shall be based around 1200 replacement HEPAs. We are locating approximately 5% more than this number, please advise if the base bid should be based around the total counts that appear in the AECOM report.

Pricing shall be based on the base bid replacement quantities. Provide unit prices for 1) standard filter sizes and 2) custom filter sizes should the base bid differ from conditions uncovered during construction.

16 Alternative Gasket Seal HEPA Option

During discussions, the Government expressed interest in evaluating gasket-seal HEPA filters as a potential alternative to the existing gel-seal design.

The existing ceiling grid system was specifically designed and constructed for gel-seal with knife penetration HEPA filters. Conversion to a gasket-seal system would require a redesign of the filter-to-grid sealing interface, including modifications to blank-off panels and other ceiling components to ensure proper system integrity and leak-free operation. To our knowledge, this specific conversion approach has not been field-tested within this cleanroom configuration of a project of this magnitude.

Given the critical nature of the facility and the proven performance of the existing gel-seal design, we would not recommend implementing a gasket-seal conversion as part of this project without additional engineering evaluation and validation.

If NIST wishes to pursue this alternative, would NIST consider a phased approach that includes design development, mock-up testing, and performance validation in a less critical cleanroom environment prior to implementation within Building 215? Additionally, would NIST consider extending the project schedule to accommodate the engineering, testing, and certification activities required to properly evaluate this alternative solution?

Contractor shall implement gel-seal due to the critical nature of the cleanroom and its current grid configuration.

Which Controls Contractor is responsible for the current facility and has the capabilities to integrate into the existing system?

Alteron Envision for BACtalk is the approved building automation system (BAS). Controls contractor under this requirement shall be an authorized provider of the existing BAS and sign the NIST rules of behavior form. Albeiro has an existing maintenance contract at the facility.

18 Is welding stainless-steel ductwork on site allowed during the construction process?

Welding is allowed on-site but proper burn permits, and safety protocols will be required, including all requirements and limitations for activities performed within the cleanroom

The drawings call out for existing terminal units to be cleaned in place and reused. If they are found to be deficient, then they will be replaced (unit cost provided at Bid). This could take 8-10 weeks for a new unit and could throw a wrench in any schedule. Please confirm this will be taken exception to in regards to Liquidated damages

Replacement of existing VAV boxes shall be included in the base bid. Refer to Part 3 -

Scope (page 7 of the solicitation) for additional information.

What is the weight rating for the ceiling system above the clean room spaces? Can a platform be laid across the structure to work?

Shop drawings and manufacturer information are not available at this time.

21 Please confirm expected initial mobilization date.

Cannot be provided at this time. Will be contingent upon contract award date, equipment lead-time, security badging, etc..

22 Please provide specifications for all tools that will require rebalancing.

Refer to Drawings. There may have been some minor updates to tool balancing since the design was completed, and those shall be coordinated after award.

23 Please confirm the project will be prevailing wage. Comply with the Solicitation requirements

24 Will any replaced devices (i.e. AFM, VAV, etc.) be repurposed, or are all being disposed of?

No equipment is anticipated to be salvaged, however Contractor shall coordinate with the

NIST COR for final direction on disposal of equipment.

25 Please confirm current control system details. Alteron Envision for BACtalk is the approved building automation system.

Regarding the controls system, are the tools to change a program, add controllers, or change graphics are available there on site?

Confirmed. Alteron Envision for BACtalk is the approved building automation system.

Controls contractor must be an authorized provider of the existing equipment and sign the

NIST rules of behavior form.

27 Please clarify the specification for temporary safety showers. Temporary Safety Showers shall comply with ANSI

28 Should/are future tool requirements be considered during this scope of work? No

29 Please confirm if filter challenge testing is required in addition to velocity/flow testing. Yes. Confirmed.

Please clarify if pre-demolition testing of mechanical equipment/controls can be defined as function testing.

Pre-demolition testing would consist of airflow and waterflow testing, in addition to documentation of existing equipment operation

31 Will additional HEPA filters (i.e. Attic stock) filters be required to be provided?

No. Contractor is responsible for ordering sufficient HEPA filters to account for damaged or failed filters at no additional cost to Govt.

For Factor 2 (Experience) and Factor 5 (Past Performance), will the Government permit offerors to rely on the experience and past performance of proposed subcontractors in demonstrating compliance with these evaluation factors?

No, the government will not permit the experience of proposed subcontractors. Per Section

L, Factor 2.II.a.ii.3, Offeror must have performed as either the prime or subcontractor.
