About this file

This is Amendment 0003 to Request for Quote 1333ND26QNB610122, issued by the National Institute of Standards and Technology (NIST) on March 27, 2026, providing the government's response to contractor questions regarding Roll Up Door Maintenance & Repair Services.

The amendment addresses three key areas of contractor responsibility and contract administration. First, contractors are required to provide all necessary aerial lifts, scaffolding, and fall protection equipment for work in elevated conditions, with NIST providing no on-site equipment support. Second, regarding the $10,000 annual Not-to-Exceed (NTE) limit for labor and materials, if a major component failure threatens to exceed this cap, contractors must submit a repair estimate with justification to NCNR for review. Upon approval, NIST will secure additional funding through the contracting office, and a bilateral change order modification will be processed to increase contract funding accordingly. Third, the contractor's responsibility for remote door operation extends to troubleshooting door indication and control circuits within the Reactor Control Room, with clarification that no software components are involved in the door control system. These responses establish clear boundaries for contractor obligations, equipment provisions, and change order procedures for potential cost overruns.

Amendment 0003 Request for Quote Number: 1333ND26QNB610122 Requirement: Roll Up Door Maintenance & Repair Services Purpose: Provide the government’s response to submitted questions.

Date: 03/27/26

Question 1: Regarding the 'elevated conditions' mentioned in the Experience requirements and SOW, is the contractor responsible for providing all necessary aerial lifts, scaffolding, or fall protection equipment, or will NIST provide on-site access to such equipment?

Response 1: The Contractor is responsible for providing all necessary aerial lifts, scaffolding, and fall protection equipment. would be responsible for all of this.

Question 2: The solicitation sets a $10,000 annual Not-to-Exceed (NTE) limit for both labor and materials for all repairs. In the event that a major component failure (e.g., multiple motor or deicing system failures) exceeds this $10,000 cap, what is the government’s process for a contract modification or supplemental funding?

Response 2: In the event there is the possibility of an exceedance of the NTE for repairs, the contractor will provide the estimate for the repair with the justification of why it is needed. NCNR will review this submittal and make a determination to proceed or not with the contracting office. NIST will then proceed with securing the additional funding and applicable approval. A bilateral change order modification would then be processed to add the funding to the contract.

Question 3: Does the contractor’s responsibility for 'remote operation' extend only to the physical limit switches and wiring at the door, or is the contractor also responsible for troubleshooting the software/interface within the Reactor Control Room itself?"

Response 3: The Contractor’s responsibility for remote operation includes troubleshooting of door indication and control circuits within the Control Room. There is no software in any part of the door control scheme.
