(RFP, Attachment #, etc.)Page Number and Paragraph Header from SourceQuestionAnswer
RFP Section C
Attachment 1Pg 92 SurveyIs there any information available that can be used to estimate the radionuclides present/likely to be present within the line sections subject to removal to use for ALARA planning and WAC compliance purposes?Likely Cobalt-60, Cesium-137, Ce-144/Pr144, Tritium
RFP Section C,
Attachment 1Pg 11, Para 2.13 NIST HP support and Oversight; pg 83 support including PPE.Will NIST provide temporary radiation shielding, contamination control materials, and negative pressure HEPA systems as part of Health Physics Support?NIST does have ~500 lead bricks and about a dozen lead sheets (4'x4'x.25"), but contractors should plan to bring shielding.
RFP Section C,
Attachment 1Pg 92 SurveyThere is significant temporary shielding around the base of the line section along with lead bricks banded to the pipe. For ALARA planning purposes, what are the unshielded contact/30 cm dose rates in these areas?Unshielded dose rates are not known.
RFP Section C
Pg 9, Para 2.4 General RequirementsDoes the facility have administrative control limits for internal/external dose established at levels below 10 CFR 20 limits?100mrem/week that can be exceeded based on management approval
RFP Section C,
Attachment 1Pg 92 SurveyFor system breaches on this nature, what are the typical levels of PPE and respiratory protection used by NIST?NIST does not have an NRC approved respiratory protection program. In almost all cases external dose rates greatly exceed potential for uptake doses. Our preference is to use engineered ventilation controls.
RFP Section CPg 79, Para 4.2 Fuel Transfer Valves, and Pneumatic ActuatorsWe are currently experiencing difficulty getting quotations from vendors to supply the specific valves and actuators identified in the RFP. For the purposes of pricing the Mock Task Order, can we take exception to pricing these components at this time, and after contract award, we will work with NIST on sourcing with cost, schedule and lead times? No, price is part of the evaluation. NIST requires a best estimate and how you came up with it if legitimate quotes are not able to be provided.
RFP Section CPg 79, Para 4.2 Fuel Transfer Valves, and Pneumatic ActuatorsWould NIST consider sourcing the valves and actuators themselves, and providing to the contractor, as Govt Furnished Equipment? No, NIST will not consider sourcing the valves and actuators.
RFP Section CAttach 1Can a cask that is loaded on truck trailer be loaded in truck bay? Please provide design information on the truck bay and it's loading designThe area inside truck door (Floor plug) load limit is 1,000psf. Local live loading approaching this limit will require specific case-by-case analysis.
RFP Section CAttach 1What is distance from hook on 15 Ton polar crane to the floor? Is polar crane rated for 15 Ton? Please provide technical information/drawing, last inspection, and load testing identifying requested information. In addition, please provide same information for the 20 Ton crane and the 2 Ton crane as well. The cranes are inspected and tested monthly IAW OSHA standards, with a more complete inspection performed annualy. Load test is only required to be re-performed after structural modification to the crane. The C-100 polar crane is rated for 15T and the height underhook is 164". C-200 (20T) underhook height is 310" from C-200 floor. Basement 2T crane is 168" underhook
RFP Section CAttach 1What electrical/pneumatic power sources are available and how far are they from where work will be performed? Areas of interest are the RCA, areas designated for use outside the RCA, and designated fab/set up areas.100psi compressed air is available. 120v electrical source is available. 480 for welding available
RFP Section CAttach 1Roads to-from NIST, what is the load max on roads used? Please provide public road load information, and NIST property road informationLoad for a standard tractor trailer will be fine. Anything heavier will need a follow up question.
RFP Section CAttach 1What is crane capacity for loading waste at the steel rack where contractor personnel will stage the waste liner?NIST prefers a smaller, wheeled container be staged at the pool area, then moved to C100 and placed in a cask with the C100 (15T) or C200 (20T) crane. If cask bridge is used, it capacity is 20T however this is preferred.
RFP Section CAttach 1Please confirm the dimensions of the bldg opening that is used for bldg access/exit truck bay into bldgThe dimensions are 12x14 ft.
RFP Section CAttach 1What is floor loading lbs. per sq ft. at the truck loading bay inside bldg and outside approach to door opening? Please confirm floor loading requirementsThe floor 1,000psf. The door is 12x14 ft.
RFP Section CAttach 1Are there any energized interferences for segmentation for the planned SOW of piping removal? Please provide design information as to any conduit/cable, high energy lines in the work area. Any of these type interferences may need to be removed and replaced and this needs to be addressed in the estimate.Any control wiring not related to the dropout chute will be removed by NCNR staff, if necessary.
RFP Section CAttach 1Are staging areas available near building for cask /Connex staging during project execution and completion.Yes, staging areas available near building for cask /Connex staging during project execution and completion.
RFP Section CAttach 1What areas are available for parking at work location for contractor employees? Are permits for personnel parking and contractor vehicles required?Parking is available at building 235. No permits are required.
RFP Section CAttach 1Are break rooms for Plan of the Day meetings, Pre Job Briefings, lunch break available for use for our personnel, or should we provide these temporary facilities?Yes, there are break rooms available.
RFP Section CAttach 1What temp power is available at site for contractor office trailer setups, and would NIST provide electrical support for hook ups?NIST does not anticipate a need for contractor office trailer setups.
RFP Section CAttach 1Is temp power available 120 vac? 220 vac? 480 vac-3phase? And load max each voltage?120v and 480v electrical source is available.
RFP Section CAttach 1Is there a potential for Berylium in work area? If yes, what controls available from client? No, there is not potential for Berylium in the work area.
RFP Section CAttach 1Is secure radio use allowed, i.e walkie talkies? Will to be used for the project and inside the RCA as well.Concrete walls will make walkie talkie use difficult. Building page phone and telephone systems are available.
RFP Section CAttach 1Is cell phone use in work area allowed?Cell phone use is allowed. Photos are restricted for security purposes.
RFP Section CAttach 1What support staff will be provided by NIST?NIST will provide HP physics support and oversight, but contractors are free to provide additional support if they choose.
RFP Section CAttach 1Can the work hours be extended by contractor for project efficiency, complete work in progress, etc ?Site access is restricted to 7am-7pm at the front gate.
RFP Section CAttach 1What time frame will be required to notify client of expected overtime to support completion of work in progressScheduling will be handled on a task order basis. It will be discussed prior to award of individual tasks
RFP Section CAttach 1Please provide information on the badging process and expected duration. Background checks, inprocess training and General Employee Training (GET), including Level 1 and Level 2 and respirator training.Badging varies based on an individual's expected length of time on site. This will be handled on a task order basis after award. In general, individuals expected to be onsite for 10 days or fewer in a calendar year will expect 2-3 days processing and require 100% escort. Individuals expecing to be onsite for 6 months or fewer will receive a limited access badge. Individuals expected to be onsite for more than 6 months will go through a 2-3 month process including fingerprinting and vetting. For unescorted access in the NCNR, a separate badge is required. Proof of Radiation Training per 10 CFR 19 and onsite training/briefing is required. This will be discussed more after award. There is no respirator training.
RFP Section CAttach 1What areas will be available for fabrication needs on site during project execution? This will be determined on a task order basis as it is dependent on the work. Space is available for welding and minor fabrication.
RFP Section CAttach 1What areas will be available for tooling and equipment storage? This will be addressed with the contract awardee, prior to award of individual task orders.
RFP Section CAttach 1Please provide requirements for "like for like" equipment replacement in the event the specific equipment ( valves, operators) are obsolete, or unavailable.A like-for-like replacement is defined as the replacement of an item with an item that is identical. For example, the replacement item would be identical if it was purchased at the same time from the same vendor as the item it is replacing, or if the user can verify that there have been no changes in the design, materials, or manufacturing process since procurement of the item being replaced. If differences from the original item are identified in the replacement item, then the item is not identical, but similar to the item being replaced, and an evaluation is necessary to determine if any changes in design, material, or the manufacturing process could impact the functional characteristics and ultimately the component's ability to perform its required safety function.
RFP Section CAttach 1During walkdown on 2-19-25 there were some P&ID and PFD drawings taped to hallway wall near access to RFP sow piping. Please provide copies of those drawings in the RFP.See Attachments to this Amendment.
RFP Section CAttach 1The door way to the work area has 2 I-beam cross members at top of access. Can NIST supply the lifting rating on same I-beams?These should be standard I-beams, but directive is not to use these for lifting.
RFP Section CAttach 1There are lifting eyes in work area above piping. Are these lifting eyes rated with calculations? Will there be a load testing requirement by NIST prior to use, and will NIST perform that load testing?Contractor is prohibited from using the ceiling lifting eyes.
RFP Section CAttach 1Are the rigging eyes in the ceiling of room outside the reactor opening suitable for use in project execution?Contractor is prohibited from using the ceiling lifting eyes.
Amendment 4Page 1, L.5Given the extent of questions asked and the timeframe to accomodate NIST answers into our proposal, we are requesting consideration of a proposal due date extension day-for-day for any answers received after Thursday/2-27.NIST has extended the proposal due date to no later than 5pm, Friday, March 14, 2025.
GeneralGeneralIf the vendor could supply a bare stem valve so that it would mate up with the existing actuators, would that be a desirable option (this has been done for other plants)? The intent is to have new actuators installed.
GeneralGeneralFor the actuators, are there accessories that the vendor would also need to provide (solenoids, regulators, switches, tubing) or would that be outside of the scope?Refer to section 3.2.2 of the SOW.
GeneralGeneralThe Mock Task Order CLIN is 00010 which is the same as the Project Manager rate for the first twelve months. To avoid confusion, can this be changed to 00050?No, the IDIQ contract and any resulting task order would be two separate contracts so this should not cause confusion once awarded.
GeneralGeneralThe following questions are requested for clarifications of the mock task:
Where is the piping stack-up supported? See figure to the right for additional detail.FTV3 and the Pool Transition Dropout Chute are supported by the cover plate. The pipe section is through-bolted to the FTV. Photos included.
What is the width of the access door? The door to process room is 42" x 78". Door to subpile room is 36" x 66".
Is the flange above FTV-1 a raised face?Contractors should assume raised face for the mock task order
What does section 4.7.4 recheck mean? Is it only for the expansion joint? For purposes of the mock task this is only for the expansion joint.
What is the survey report referenced as task #4 on page 81 refer to? Metrology? Will the scaffold get removed to support? The ask is for the Contractor to perform a site visit ahead of disassembly to verify as-built conditions and dimensions
What does NDT, Leak & pressure Test of Assembly referenced as task #4 on page 81 refer to? For post installation welding?NDT is non-destructive testing. Requirements as outlined in step 5.3.6.
What bolting is used between valve 3 and the plate? Does it bolt to the flange below? How is the lower piping supported?Pool Transition Dropout Chute is through-bolted through the lower plate and the lower flange on FTV-3. Photos to be sent.
GeneralGeneralCould you please clarify the quality requirements? Typically, work is performed under either NQA-1 (safety-related) or commercial (non-safety-related) standards. Would a graded approach to NQA-1 be acceptable?NCNR is not held to NQA-1standards and is not required to use items with commercial grade dedication. A graded approach to NQA-1 is likely to meet or exceed all requirements of the SOW, however may result in un-necessary costs.
GeneralGeneralRegarding the mock task order, should we leverage our RP license structure, or will we be using NIST’s license? This will be under NIST's license.
GeneralGeneralDoes NIST have a preferred radioactive waste disposal partner or company? The contractor may use their own preferred partner.
GeneralGeneralWill the fuel transfer tube be accessible via the reactor vessel? Specifically, will the cover be open at the top, or can it be opened during the mock task order project? For purposes of this mock task order, there is no need to access the top of the chute. It should be assumed the NCNR would plug the top of the chute to isolate the work area from the reactor vessel.
GeneralGeneralWould NIST consider granting a two-week extension to the proposal deadline?NIST has extended the proposal due date to no later than 5pm, Friday, March 14, 2025.
