About this file
The document is a Requests for Clarification file for Oregon Parks and Recreation Department's (OPRD) Saddle Mountain Forest Health Management and Hazard Tree Mitigation project (ITB #13098, OregonBuys #S-63400-00014120). The project involves a timber sale and forest management services at Saddle Mountain State Natural Area in Clatsop County, targeting approximately 306 MBF of sawlog conifer timber and 351 tons of pulp timber. The solicitation includes ground-based mature forest thinning, equipment washing, biomass removal, timber harvest, landing and skid trail construction, slash treatment, and grass seeding. A mandatory pre-bid meeting was scheduled for August 12th, 2025, with final bids due on August 22nd, 2025. The contract term is from November 2025 through April 2026, with all timber operations to be completed by April 1, 2026.
The project has a total estimated value of approximately $555,155.91 ($234,698.01 for timber and $320,457.90 for operational costs), with a mandatory performance bond equal to 25% of the bid value. Bidders must provide three reference projects from the past three years and demonstrate compliance with minority business enterprise requirements, Oregon Revised Statutes, and the Forest Resources Conservation and Shortage Relief Amendments Act of 1993. The solicitation allows for potential negative bid pricing, meaning the agency might pay the contractor depending on operational considerations. The contract includes specific environmental protection requirements, such as minimizing soil disturbance, protecting cultural resources, and maintaining ecological sensitivity around streams and reserved tree areas.

Saddle Mountain Forest Health Management and Hazard Tree Mitigation
REQUESTS FOR CLARIFICATIONS
1. QUESTION: How is the diameter of the trees measured? Stump/DBH?
OPRD RESPONSE: Measured at DBH
2. QUESTION: Will they be able to get an extension of the contract if log markets shut down this winter and mills stop accepting logs?
OPRD RESPONSE: Yes
3. QUESTION: Will there be any trees over 26” in diameter harvested?
OPRD RESPONSE: Yes, but not many. Trees larger than 26” will be hazard trees needing removal.
4. QUESTION: Are we requiring biobags in ditches where roads cross streams?
OPRD RESPONSE: No
5. QUESTION: Are there depth restrictions for spreading chips into forest?
OPRD RESPONSE: 6 inches or less
6. QUESTION: During operations in winter, if it snows, can we blade the snow off the road to continue operations OPRD RESPONSE: Yes
7. QUESTION: Will rain require us to shut down?
OPRD RESPONSE: Puddling of water may cause shut down. Will work together to decide if rainy conditions will require shut down.
8. QUESTION: What happens if we find artifacts/cultural resources?
OPRD RESPONSE: An inadvertent discovery plan will be in place which will provide guidelines on how to handle any historic/cultural artifacts.
9. QUESTION: Can we cut down trees with chainsaws?
OPRD RESPONSE: Yes, trees can be hand felled.
10. QUESTION: Can we haul logs to Washington?
OPRD RESPONSE: Yes.
11. QUESTION: Can we put a new culvert in and make the crossing wider to access the operation area at the alder patch cut area?
OPRD RESPONSE: Yes but time and materials will not be compensated and this will depend on Forest Practices Act regulations.
12. QUESTION: Can we camp on site?
OPRD RESPONSE: Approved via the Park Manager but we need to check prior to camping due to Saddle Mountain technically not being a campsite anymore.
13. QUESTION: How to create the bid estimate?
OPRD RESPONSE: Saw log estimated value + pulp estimated value – operating cost= total bid
14. QUESTION: Will historic stumps be flagged?
OPRD RESPONSE: Yes.
15. QUESTION: Can we clean up blown down material and removed the logs?
OPRD RESPONSE: Yes, if they are painted blue. If they are not painted blue and need to be removed due to operations/safety hazards, tree removal will need to be approved by the contract administrator.
16. QUESTION: Do the trees need to be whole tree yarded?
OPRD RESPONSE: No.
17. QUESTION: Is there any cable logging?
OPRD RESPONSE: No.
18. QUESTION: Can a contractor put their own lock on the gate at the bottom of Saddle Mountain Rd or can the contractor get a key for the gate?
OPRD RESPONSE: Park manager would prefer that keys to the gate are not handed out but OPRD will see if putting a contractor lock on the gate is feasible. Will need to check with other private timber companies that have locks on the gate.
