The purpose of Amendment 0003 is to provide questions and answers:

1. Question: Can you please confirm if there will be an Inner Port Differential used for the Oscar Dyson FSV MEP?

Answer: NOAA is not using an Inner Port Differential calculation.

2. Question: There is conflicting information in the solicitation regarding when the performance bonds execute the solicitation states after contract award and at another point states before the work commences. Could NOAA please clarify?

Answer: The performance bond is due 10 days after contract award. FAR 52.228-16 has been updated.

3. Question: Will NOAA reduce the performance bond requirement of 20%?

Answer: Yes, the Performance and Payment bond is reduced to 10%. FAR 52.228-16 has been updated.

4. Question: WI 20803 – New Equipment Spare Parts and Special Tools – Could NOAA please clarify what the deliverable is for this work item? The current description is ambiguous, particularly concerning the spare parts that NOAA expects.

Answer: Per the specification the contractor is to purchase and provide spares as required by the regulatory bodies for propulsion system and related components. The cost/purchasing of these spares should be included in the proposal pricing from the SSV and other component manufacturers.

Per the specification the contractor is to provide a list of recommended spare parts for all equipment purchased and installed by the contractor (this includes GFE).

5. Question: WI 20614 – Modify Berthing 2nd Deck – This work specification seems to contain conflicting requirements. Paragraph 4.2.2.1 directs the contractor to procure joiner doors however paragraph 4.2.2.3 indicates the joiner doors will be provided as GFM. Paragraph 4.2.2.3 also conflicts with the material list in Table 3. Will NOAA please clarify whether the joiner doors are CFM or GFM?

Answer: The contractor is to supply all joiner material including the doors. The government will provide the furniture. WI 20614 Paragraph 4.2.2.3 is updated.

6. Question: Several items necessitate engineering support for design prior to commencement.

Will the Government accept a quote for engineering services for these items and allow for work pricing post-contract award to facilitate the engineering design?

Answer: No

7. Question: Will NOAA please provide clarification on the warranty period after delivery of the vessel. The solicitation contains CAR 1352.271-88 which states the Guarantee is 90 days.

With the amount of new equipment and modifications, please confirm what the warranty period is and when it would start? At delivery of the equipment? At Sea Trials? At Acceptance by the Government?

Answer: As per paragraph A of CAR 1352-271-88, it is within 90 days from the date of redelivery of the vessel to the government.

8. Question: For all items in the RFP that use the term "shall" to specify certain vendors, will the Government permit the use of authorized or experienced alternative technicians/companies to perform the work?

Answer: No
