About this file
This document appears to be an amendment to a Request for Proposal (RFP) for the Oscar Dyson FSV Midlife Extension Program. The amendment provides responses to several questions related to the contract, including the vessel's expected displacement, allowance for equipment removal, invoicing options, and the contractor's facility location.
The key details are:
- The vessel is expected to have a displacement of 2200-2300 MT upon arrival, with 35% fuel and full ballast load.
- Only equipment specified for replacement/removal in the work scope can be removed to lighten the vessel.
- Invoicing options must follow the RFP's stated method of payment and invoicing instructions.
- The contractor's facility location will be evaluated as part of the overall technical proposal, per the RFP clauses.

The purpose of Amendment 0001 is to provide questions and answers:
1. Question: What is the lightest displacement the vessel can be before drydocking?
Answer: The ship will arrive with 35% fuel & full ballast load. The FSV’s are stern heavy and removal of all fluids is not possible as some is required to correct trim.
Approximate displacement will be between 2200 – 2300 MT.
2. Question: Can we remove equipment from the vessel to get a lighter displacement?
Answer: Only equipment that is being replaced/removed in the work specification.
4. Question: Will advanced invoicing for larger work items such as the new engines to be installed be allowed? There is a significant outlay of funds required for large scale purchases.
Answer: See CAR 1352.271-71 Method of Payment and Invoicing Instructions for Ship Repair in the RFP.
5. Question: Will NOAA allow invoicing at the following percentages of work complete 5/10/20/40/50/75/100? This will help maintain a steady flow of production as well as not overburden the contractor as a small business in cash flow.
Answer: See CAR 1352.271-71 Method of Payment and Invoicing Instructions for Ship Repair in the RFP.
6. Question: Will the location of the contractor’s facility prove to be an issue in awarding and or execution of the project?
Answer: Please review the following RFP clauses - CAR 1352.246-70 Place of Acceptance, FAR 52.212-1 Instructions to Offerors – Commercial Products and Commercial Services - Volume II Technical Proposal to provide the required information regarding the shipyard facilities, and FAR 52.212-2 Evaluation – Commercial Products and Commercial Services of how the contractor’s facilities will be evaluated.
