Q&A Responses

NOAA Ship Fairweather – FY24 Drydock – Pre-Bid Survey Bidder’s Questions

7/31/23 Dutch Harbor, AK.

Questions by potential bidders in attendance, response by Fairweather Port Engineer Henry Holtz

1.

Q:

What is the required level of testing and QA-NDT on sewage piping repairs? (WI 3.19)

A:

Level II QA to provide visual examination of joints

Testing per ABS surveyor requirements, expect air or hydro as practical

2.

Q:

Spec requires 300A NATO shore tie plugs vs. 400A, is this a typo? (WI 3.6)

A:

Yes, shore power receptacle is 2x400A, assume 400A plugs for new (3.6.4.d.6) and modified cables (3.6.4.d.5)

3.

Q:

Significant mast cable penetration is on the STBD side, spec calls for port side modification. Is this a typo? (WI 7.1)

A:

Yes, Primary mast transit penetration is STBD. NOAA would like to convert this to MSC style “doghouse” enclosure on Rox penetration, other options may be proposed by contractor.

4.

Q:

Does NOAA want to modify the port side Roxtec Penetration as well? (WI 7.1)

A:

Not currently, port side Rox penetration is smaller and does not indicate any leakage. Contractor may propose in CFR after start of contract if justification is found.

5.

Q:

What are the inspection port locations for main exhaust louvers? (WI 3.13)

A:

Reference WI 3.4.4.v.3.a, ABS has requested a single port on aft of stack. This supersedes port requirement in WI 3.13.

6.

Q:

Where is transformer cleaning mentioned in specification? (WI 3.6)

A:

Reference WI 3.6.4.b.2.b

7.

Q:

Do bunks need to be removed in staterooms for flooring installation? (WI 7.6)

A:

No, permanently installed furniture such as lockers, desks, and beds may remain in place. Appropriate fairing and rolling of edges must be incorporated to protect against water pooling under furniture.

8.

Q:

Please define the location titled “potable water cofferdam”. (WI 3.11)

A:

Potable water cofferdam is shown in “FA_S0201-1_Booklet of General Plans_Rev C” sheet 5 of 9. It includes the entire deck in the potable water space.

9.

Q:

Please provide a list of expansion joints to be replaced. (WI 3.8)

A:

Main SW Suction (pumps 1 & 2): 4 ea Suction/Discharge 3x10

Main Fire Pump: 2 ea Suction/Discharge 2x7

Main Engine JW: 2ea Suction 6x12. 2ea Discharge 5x12

AC Plants – ASW: 4ea Suction/Discharge 3x6

These are existing fittings observed by the port engineer on 7/31/23 and should supersede the list in 3.8.4.d.1.b.1. Note spec lists an additional two joints beyond what was observed. Contractor to provide allowance for additional two joints discovered during repairs, unknown size, estimate cost as largest size listed in spec.

10.

Q:

Please clarify if galley deck drain piping is to be included in sewage repairs. (WI 3.19)

A:

Yes, piping to be replaced is marked in red on attached reference “FA-S4801-11_SEWAGE AND PLUMBING DRAIN PIPING SYSTEM Rev - (Revised with comments)” (WI 3.19 Reference B). Any galley drain cups are to be understood as the bulkhead penetration and not to be replaced under this work item.

Fairweather DD FY23 Question and Answers 001

Responses and/or comments in red by H. Holtz 09AUG23.

“Attached” to mean documents will be provided to NOAA contracting officer for delivery to bidders.

001 Question: WI 3.2 Temporary Services

Will the vessels crew be inhabiting the vessel at all during the period of performance?

Answer: No, it’s safe to assume the ship will not meet the legal definition of habitability while undergoing repairs. The contractor’s work schedule will be used to determine when the ship’s crew will be housed elsewhere.

Will NOAA confirm that guard services are required during normal work hours (0600hrs- 1430hrs) Monday through Friday?

Answer: Yes, assume guards will be used the entire PoP

Will an OSHA approved crane and man basket an acceptable means for high reach assist?

Answer: Yes, assume up to 80 hours (10ea 8-hour days) of aloft time including a two-man basket with a contractor-employed rigger riding with the NOAA technician. These 80 hours are at NOAA’s discretion and do not include time required by subcontractors for work item completion.

002 Question: WI 3.4 Abs Load Line Survey and Inspection Report

What % of touch up paint should be assumed in the chain lockers?

Answer:

3.11.4.d Assumes 5% of area will require tooling to bare metal and primed, then fully coated.

3.4.4.t

Includes a requirement for a stripe-coat prior to the full top coat

Will the Contractor only be responsible for ABS inspections specifically outlined in the statement of work?

Answer: NOAA will contract ABS survey services directly. The contractor is responsible for scheduling callouts with the local survey office on work accomplished or inspections required. Work beyond what is listed in the specification but required by survey would be addressed as a change order through the CFR (condition found report) process.

Will lead, ACM's, or zinc chromate be encountered, abatement of these hazardous materials will be the subject of a change order?

Answer:

Lead paint has not been found on Fairweather.

Zinc chromate (yellow) was heavily used in the ship’s interior. Interior spaces have not been subject to blasting/tooling over the life of the ship to the extent exterior spaces have. Incidental contact through steel repairs is the most common disturbance of the original primer system. Incidental contact is typically dealt with by providing organic respirators and negative ventilation for work crews (not remediation). Because respirators and ventilation are typical for these tasks regardless of coating composition, this would not be grounds for a change order.

Asbestos is primarily occurring under perforated metal as loose sheeting facing of fiberglass insulation. Work items requiring removal for completion and not requiring abatement in the specification would be grounds for a CFR.

Occasionally, it is preferable to leave these materials undisturbed rather than go through the time/expense of removal.

003 Question: WI 3.5 Propulsion Equipment Maintenance

In paragraph 4h. 1 thru 7 pulling Port and Starboard shafting (4 total), are all four shafts to be put in the lathe for checking runouts?

Answer: No, alignment survey and bearing clearances will indicate if shaft deflection is present. Machine work beyond listed requirements would be addressed in a CFR.

004 Question: WI 3.6 Electric Plant Maintenance

Ship currently has two 400-amp NATO plugs for shore power connection. Does NOAA wish to have shore power cable cut to two 150' lengths and contractor to purchase and install two male and two female 400-amp connectors to cables?

Answer: Yes, the item 3.6.4.d.5 requires taking an existing cable, cutting in half, and installing new NATO plugs (2 male, 2 female).

005 Question: WI 3.7 Machinery Controls Maintenance and Repairs

Provide part #'s for Woodward Easygen controls /Woodward main engine Governors?

Answer: Main switch board (3ea) and emergency switchboard (1ea) use Woodward easYgen-3500XT controllers.

Main engines use Woodward 723 Plus Digital Controls and Woodward PG-EG actuators

006 Question: WI 3.10 Life Raft and Immersion Suit Maintenance and Certification

What is the definition of "items nearing expiration"?

Answer: Items that will expire prior to the next winter service, assume December 2024.

007 Question: WI 3.25 Davit Maintenance And Inspection

008 Question: WI 3.27 Crane Service and Repairs

Please provide Reference g. CFR 1919 – Gear Certification?

Answer: Publicly available at: www.ecfr.gov/

In paragraph 3.27.3.d – on the two forward cranes, Define “Full Rebuilds”?

Answer: Removal and total disassembly, remanufacturing, reinstallation, testing.

Booms have extensive corrosion inside the hollow beams.

The Contractor can disassemble, clean, inspect, measure parts for wear, but not knowing everything that needs to be replaced or repaired on these two cranes is yet to be determined. Can Paragraph – 3 a. – On the Aft Crane Slew Bearings, does the bearing have to be removed and disassembled to degrease and inspect wear surfaces?

Answer: Only as needed to determine bearing wear/condition. Full disassembly is not expressly required.

In Paragraph – 4 a. through e. Slew Gear and gear Boxes - Are they to be removed?

Answer: Removal not expressly required, minimal disassembly to clean, inspect, and replace bearings would be allowed.

On Paragraphs – 5. Pivot pins, 7. Sheaves, 9. Limit switch and Limit switch valves, what is the Contractors direction of work to be accomplishing on these items?

Answer: If service is not expressly stated, the header provides direction. The service level on items 5/7/9 would inspection. Required repairs would be addressed via CFR.

On Paragraph – 8. HPU are the motor and the pump to be rebuilt, remanufactured or replaced with new? Describe what work is to be done to the motor and pump?

Answer:

Paragraph - f.-3. – On the A-Frame and J-Frame “Rebuild Hydraulic cylinders including all damaged components, wear parts”. Does NOAA know what damage there is to the components?

Answer: Systems are operational. A/J Frame wear parts are pins/washers/bushings. Hydraulic cylinders have external corrosion and require a shop disassembly/paint/rebuild with new seals.

Other than opening, inspecting, reporting, reassemble with new seals, test and touch up paint on the hydraulic cylinders, would anything additional be addressed as a change order?

Answer: Cylinders will need more paint support than “touch up”. If cylinders require bore/hone/machining this would be included in item. Fabrication or replacement of major cylinder components is not expected and would be addressed via CFR if found.

On paragraph - .g.1 and 2 on the Forward and Aft ships service HPU’s, Define “Remanufacture Motors and Pumps” - Does NOAA want to rebuild or renew?

Answer: Renew

Other than opening, inspecting, reporting, reassemble with new seals and gaskets, test and touch up paint, would anything additional be addressed as a change order for the motors and pumps?

Answer: CFR if damage is found that requires replacement of major equipment components (i.e. bent shaft, cracked frame, etc.).

009 Question: WI 3.30 Underwater Hull and Freeboard Preservation

Are we correct in our interpretation of the specifications regarding freeboard coatings (top of boot stripe to top of bulwarks), that other than cleaning the freeboard and recoating distinguishing figures, there is no other surface preparation or coating application to be performed on the freeboard?

Answer: Freeboard is included with underwater hull item, reference 3.30.0 Scope

Will NOAA revise the specification to eliminate "within 3 hours after dry-docking" and replace this with "In accordance with direction of the Paint Manufacturers Representative".

Answer: Intent is for water wash to occur immediately after block inspection. Item is time critical for paint application integrity as well as anode, equipment, and hull inspections. Accommodations will be made for other work in progress and good-faith effort to meet the spirit of the specification.

Will NOAA revise the specification to eliminate "within the first hour" and replace this with "First, immediately upon initiation of the washing process ". REASON FOR PROPOSED

MODIFICATIONS: Set-up of scaffolding, man lifts, pressure washers and wash water treatment necessary to initiate requires several hours to complete.

Answer: Accommodations will be made for other work in progress and good-faith effort to meet the spirit of the specification.

Will NOAA change "If the top black coat is soft and is washing off exposing any of the red AF coat, then perform high pressure wash sufficient to completely remove all of the AF top coat that is degraded (soft)" to indicate that "the contractor should anticipate that a secondary pressure was shall be applied to remove degraded black AF. For bidding purposes this shall be limited to 20% of the black AF coating".

Answer: Intent of WI is a total sweep blast and renewal of top coats (UW hull and freeboard), 20% allowance is for localized base coat repairs. Specifics of criteria and application details may be proposed in the contractor’s paint plan subject to acknowledgment of warranty burden.

010 Question: WI 6.2 Tank Vents

Paragraph 6.2.1 states to remove and replace all goose neck piping, valves, vent labels, and pipe hangers exterior to the vessel. Install new flanged inverted check valves. The Fairweather has approximately 42 tank and void goose neck vents of various sizes as shown in Reference a.

On the list of inverted check valves in Reference:

a., there is 69 inverted check valves (53-2.5”, 9-1.5”, 1-4”, 6-2”). Is the Contractor to replace all 69 inverted check valves with associated piping, labels, and hangers?

Answer: No

If not all 69 valves and piping to be replaced, can NOAA give us a list of valves and sizes and which tanks that will be effective by the replacements?

Answer: External main (“D”) deck vents are of primary concern. Contactor to estimate as 42ea 2.5” for bidding purposes and measure onboard after vessel arrives for exact sizes.

Will the Contractor need to clean & pump out each tank effected to a gas free state before cutting and welding to replace the piping and valves?
