FERDINAND HASSLER FY24 DRYDOCK

RFQ# 1305M223QNMAN01111

The purpose of this Amendment is as follows:

Answer questions submitted by interested contractors.

Q1. Gauge List – The provided gauge lists “Gauge Calibration List.xls” and “Gauge Calibration.xls” do not provide enough valve information. They do not provide size/descriptions of the gauges. Can this please be provided?

A1. Rated gauge pressure and manufacturer is provided. Is most cases the system fluid can be gleaned from the gauge nomenclature. Posted on SAM.gov see file name Gauge Calibration List.

Q2. Item 3.13 – Will NOAA please provide the latest inspection certificates for the Life rafts?

A2. Posted on Sam.gov See file name Life raft Certification and Sample Reports

Q3. WI 5.2.5 Auto Pilot- Furuno has requested the following information in order to quote the correct configuration of the FAP3000 system. Please provide below information in order to quote the correct system configuration.

A3. Contractor is responsible to verify via drawings, ship-checks, etc...

The current AP is a Sperry Marine Navipilot 4000

Note that the gyros, ECDIS and radars are all planned for upgrades within this package. As such, the contractor is advised to review the technical specifications for the new equipment and how it will interface with the FAP3000 system, as necessary.

System Configuration information requested as follows:

1. Normal Cruising Speed (max speed.

12.0/12.5 knots

2. Number of AEU?

3. Number of MIP?

4. Number of Rudders?

5. Number of Isolation amplifiers in AEU? (0-4)?

Undetermined

6. Rudder Order scale-factor (V/Deg)?

0.3-3 (“rudder gain”, per Sperry)

7. Number of Gyro Inputs to AEU611 (see Notes sheet)

Posted on Sam.gov named “Supporting Documents.”

8. Primary heading source Format? HDT or THS or HDG?

Currently HDT

9. Primary Speed source Format? Pulse or VBW or VTG or WHW or PESSD?

10. Secondary speed source Format? Pulse or WBW or VTG or WHW or PESSD?

11. Course mode reference? (VTG) Y/N

Y

12. Is a Feedback unit attached? Y/N

13. If a Feedback unit is attached is rudder super vision needed? Y/N

Q4. WI 5.6 – Please provide reference 5.6.2.3 Ferdinand Hassler Crane Replacement?

A4. Specifications Revision 1 removes this reference and address it in the notes section. The reference is a work in progress (WIP).

Q5. WI 3.20 - Para 3.20.4.1.1.3 replenish refrigerant levels to OEM RECOMMENDATIONS. What type of refrigerant does the system have?

A5. R22

Q6. WI 3.20 - Para 3.20.4.3.1 Replace galley chiller and freezer roof top condensing units and evaporators. Could you provide the model and Serial # for both condensing units along with both evaporators?

A6. Pictures condenser nameplates provided in specifications. Poste on SAM.gov file “Galley

Chiller and Freezer Plate Image”.

Q7. WI 3.19 – Can NOAA provide an image of the pump face plate (not the unit face plate) on the

Alfa Laval FO purifier?

A7. Posted on Sam.gov in file named “Pump Image”.

Q8. WI 3.7- Paragraph 3.7.6.3.2 states “Gauge propellers using dial indicators.” Can this requirement be clarified? This does not appear to be a standard request.

A8. Posted on Sam.gov in file named “Gauge Propeller Sample Reports.”

Q9. Is there an electrical bill of materials for the cabling required for the installation of the SSDGs?

I am going through the drawings, and it only seems to show the components and not the cabling required.

A9. No

Q10. WI 3.1.4.5: Is there an estimated volume of sewage and turbid water for disposal per day that the contractor should estimate for?

A10. It is anticipated that the sewage system will be offline for a large portion of dry docking, until ship’s power distribution network is restored from WI 3.10. Otherwise, assume industry standard for 12 people per day on the ship while inhabitable.

Q11. WI 3.10: Will NOAA be providing the caterpillar representative for installation?

A11. NOAA will provide a Caterpillar representative for start-up and commissioning.

Contractor is responsible for any further CAT assistance.

Q12. WI 3.10: Do the foundations / skids on the GFM generators already have resilient mounts attached installed on them?

A12. The generators come with resilient mounts from the factor see diagram below.

Q13. Appleton has stated that the GFM crane that NOAA is to provide is not going to be available for installation until after the period of performance. Does NOAA intend for the contractor to continue as if this item will still be completed during the scheduled period of performance?

A13. The crane is listed as an option item and will be awarded at the Government’s discretion.

The contractor should bid the item as normal.

Q14. 3.17.4.2.6 - The 12 batteries requested for the Galaxy 3500 Mission UPS - This unit uses Battery Units each of which has 8 batteries, and the voltage of the unit requires at least 4 of these battery units. The individual batteries are 12V 7.5Ah Batteries. Does NOAA want 12 each Battery Units with 8 batteries each for each UPS for a total of 24 battery units, totaling 192 individual 12V batteries, or do they just want 12 each 12V batteries?

A14. The intent is to provide all new batteries for UPS’, no spares. The intent is to replace 3 battery units, each battery unit containing 4 batteries (12 total batteries).

Q15. 3.17.4.2.5 - Requirement for MER lighting is 4 ea 4 foot and 1 ea 2 foot light. That would only cover the lower level of the engine room by the main propulsion engines. Is that all that NOAA requires?

A15. The intent is to only do the lower, main engine, level. However, the requirement stated within the question is incorrect. Please see 3.17.4.2.5.2.1 and 3.17.4.2.5.2.2

Q16. Galley lighting does not identify a quantity. The galley has 8 lights and the mess deck has 3 light each 4'. Does NOAA want the galley only or mess deck too?

A16. Replace each overhead lighting fixture in the galley. Mess deck is not included.

Q17. The other missing information there is Lumen Values for the lights. Is there a minimum Lumen value for the lights? 1 row of LEDs vs 2 rows of LEDs?

A17. Per 3.17.4.2.5.1 new LED lighting shall be comparable to existing. Reference 3.17.2.3 on the existing lights.

For example: A light fixture with 2ea 24W T5 bulbs can be expected to produce ≥4000 lumens. The new, LED fixture should also provide at least that lumen value.

Per 3.17.4.2.5.5 the contractor will submit to their recommended lights and Government will review and approve or deny use of said lights.

Q18. 3.17.4.2.7 - Will all new cameras be mounted on the exterior of the ship in the open deck areas or will some be mounted below decks? This will impact cable lengths and, and routing through MCTs, and stuffing tubes

A18. The new cameras are external in the elements type per specifications 3.17.4.2.7.3.

External in the elements.

Q19. 5.5.4.10 Machinery Space Preservation. The last time we did this item it was specked 1 ea. 10 mil coat and then 2 ea. 20 mil coats of the Mascoat material. Do you want us to put that material on the bare steel or a primer under it? Spec has no info. Is the intent to SP-11 the entire space?

A19. The spec says to apply the new paint system IAW the paint manufacturer’s instructions.

Blasting will not be accepted in engineering spaces.
