RA DD Q&A Amendment 3 NOAA Ship RAINIER
FY 2023 DRYDOCKING REPAIR SPECIFICATIONS
Solicitation: 1305M222QNMAN0056
| Work | ||||
| Item | Paragraph | Contractor Inquiry | Government Response | |
| Period of Performance (PoP) | Contractor requests that the performance period for the project be modified to permit commencing shipyard repairs on or about September 1, 2022. | The PoP start and completion dates to remain 3-OCT-22 through 14-JAN-23. | ||
| 3.4 | a. Most of the Co2 cylinders are requiring hydro test and recharge this year, which is written in the scope of work. The cylinders are currently fitted with C-O-T-W-O brand valves, which are obsolete, and to be replaced with Ansul CV98 style valves. This will also require new CO2 discharge hoses, actuators, time delays, and other system components and materials. Would NOAA like us to incorporate the costs for these additional items in the bid, or would this be addressed during time of service as a change order request? |
b. Are any of the CO2 systems equipped with pneumatic control heads or heat detectors for actuation?
a. Shall be addressed via CFR if needed.
b. No, CO2 systems are manually actuated by cables from a remote lever.
| 3.22 | 3.22.4 | |
| Line B | On item 3.22 or Rainier spec paragraph 3.22.4 item “b” breaker relocation, we request this be changed to a separate work item. This breaker relocation will need to be engineered, drawing will need to be made with BOM and will need to be ABS approved before we can just go in and butcher up the board to hash in bigger frame breakers in a section that doesn’t have provision for these breakers. NOAA is aware of this as the contractor in Newport last winter called us last minute with some idea we could come down and make this work in a few days. We cannot bid this item as written. | |
| Can this portion of the specification along with the fabrication of the switchboard cover be changed to a separate item? | For clarification: RAINIER is an ABS load line only classed ship. It is unclear why breaker location needs to be engineered w/ a new drawing as there is space to accommodate lowering the position of the the breakers as the engineering for these breakers were completed during the design process of the AC CW plant. ABS approval of the drawing is NOT required. |
See revised specification.
3.30 8.f.1 It states to perform UT readings on the propellers. Does NOAA want UT shots done on the propeller blades? What locations on the blades and how many are to be done on each blade?Does NOAA want the propeller blades to be Dye Penetrant Tested to check for cracks instead of UT shots?
| See revised specification. | ||

50 gallons of oil is required.
See revised specification.
| 3.42 | 3.42.1.b States the pumps and motors are to be renewed in kind and section 3.42.4.e. states renew but describes rebuilding the units, Are these being renewed or overhauled? | Overhauled. See revised specification. | ||

| 3.72.4 -5 | Can NOAA supply NOAA Standard Specification S2603, “Inspection, Repair, and Preservation of Ground Tackle” that is in paragraph 3.72.2. a. in References? |
In paragraph 3.72.4 – 5 on page 198, it states to blast and paint the anchor and anchor chain in accordance with STL-1 of reference b. There is no reference b. in the specification with STL-1. Can NOAA supply STL-1?
Will NOAA tell the Contractor which reference we are to follow or tell us what we are to do far as the blasting and painting of the anchors and anchor chains?
S2603 uploaded to SAM.gov See revised specification.
Contractor to use both references as guidance for blasting and painting of the anchor chains.
3.79 Is there a list indicating the type, range size of the gauges and thermometers to be calibrated? A current list of gauges and thermometers is not available at this time. Prior to start of this work item Prime and Sub-contractor to walk through with the COR to identify the gauges and thermometers to be calibrated. Gauges range from 0 - 15 to 0 - 6000 psi and thermometers range from -50o to 100o F. Gauges and thermometers found to exceed the amount requested to be calibrated or replaced subject to a CFR. See revised specification.
