About this file
This document is an amendment to a solicitation for drydock repairs to the NOAA Ship OKEANOS EXPLORER. The amendment provides responses to vendor questions to clarify the scope of work. Repairs and services are needed for items including removal of piping in specified areas, installation of steel plates in engine rooms, and insertion of fittings in potable water tanks that are approximately 10 feet by 16 feet. Training requirements are outlined for a new radar system, involving 12 hours of operational instruction for up to eight crew members. Inspection and maintenance needs are identified for electrical switchboards, breakers, and panels. Replacement bunk beds requiring drawings are also specified, with dimensions including width of 42 inches and height of approximately 54 inches. References with additional details are attached.

The purpose of this Amendment is as follows:
1. Address questions submitted by vendors.
Q1: Please provide interior pictures of all spaces named in paragraph 3.5.4.1 and the exact pipe sizes and amount to be removed in paragraph 3.5.4.5.
Also indicate the amount of ceiling panels, insulation, interferences in way of all work.
A1: This additional reference has been therefore added to the RFQ. Reference
15 is attached.
Q2: Please provide interior pictures of all spaces to be affected in item 3.8 and indicate the amount of ceiling panels, insulation, interferences. Paragraph
3.8.4.3 has no interferences? Paragraph 3.8.4.4 has no interferences?
A2: Contractor should anticipate no interference for 3.8.4.3 other than getting steel into and out of the tank. For 3.8.4.4, contractor should anticipate no
"hot work" interferences, but will need to get the steel plates into and out of the from under Engine Room grating. This additional reference has been therefore added to the RFQ. Reference 16 is attached.
Q3. Paragraph 3.19.4.7.4 indicate potable water tanks to be addressed but do not give any dimensions. The accompanying sketch indicates several inserts and the paragraph 3.19.4.7 identifies several interferences that are not depicted on the sketch. See below. Paragraph 3.19.4.8 indicates there are 15 inserts not 2, as in 3.19.4.3. Paragraph 3.19.4.2 identifies the large inserts but provides no dimensions. Please clarify the interferences, need for staging, gas freeing requirements and provide pictures of all intended areas for inserts to be installed.
A3. The two large rectangles are approximately 10 feet by 16 feet. This additional reference has been therefore added to the RFQ. Reference 17 is attached.
Q4: Item- 3.27 Radar Replacement.
In regards to 3.27.4.2.7 -- Please provide more info in the nature of the informal training during sea trial.
A4: The Training shall be up to 12 hours (as specified in 3.27.4.2.7) for up to

Q5: Para- 5.24.4.4---- Rack out, remove arc chutes, inspect contacts, clean, lubricate and adjust the following circuit breakers, (breakers are needing to be removed from ship and serviced in an authorized breaker shop.)
Question- Is your intent in this work scope to be removed to an authorized breaker shop?
A5: Not necessarily, if work can be done by a field engineer who has experience with similar GE plant components, that field engineer can be used. The name and contact info of an acceptable source can be provided if needed.
Q6: Para- 5.24.5.2---- All switchboard, breakers, panels and transformers will be jointly inspected by the contractor and COR prior to acceptance.
