About this file

This document is an amendment to a solicitation for drydock repairs to the NOAA Ship OKEANOS EXPLORER. The amendment provides additional references and drawings requested by vendors, answers seven questions submitted regarding the solicitation requirements, and revises the price schedule attachment. The solicitation is for ship repair services during drydocking including fuel locker replacement, array and transducer upgrades, ballast tank preservation, cathodic protection system work, and superstructure painting. The NOAA is the contracting agency and responses were due by the date specified in the original solicitation. The amendment emphasizes that no ship inspection will be allowed due to COVID-19, but vendors should submit any questions to obtain information normally acquired during an inspection.

DRYDOCK REPAIRS TO NOAA SHIP OKEANOS EXPLORER

This amendment is being issued to make changes to the RFQ OKEANOS EXPLORER DRYDOCK REPAIRS, Attachment D6: PRICE SCHEDULE and includes additional references.

X

The purpose of this Amendment is as follows:

1. Address questions submitted by vendors.

Q1:

I have been reviewing the RFQ for the Okeanos Explorer and have noted a disparity between the excel spread sheet issued for pricing and the specification item titles and numbers in the 3 items. Notably Item 3.1 through 3.22. Please review and confirm the use of the excel spreadsheet is expected.

A1:

The price schedule is revised to include changes to the specification work item titles. Attachment D.6 Price Schedule (Rev-1) is attached.

Q2:

Please clarify that the following CAR means Inter-port Differential is to be calculated on just the trip from Kingstown RI to Pascagoula MS. See the highlighted below.

CAR 1352.271-74 on page 34, paragraph (b)These elements of foreseeable costs consist of the following:(1)Vessel Transit:(i)Vessel delivery costs will be based on one round trip from the vessel's homeport of North Kingstown, RI to the contractor's facility at a cruising speed of 10 knots. Distances will be based on the NOAA publication, “Distance between U.S. Ports”.

A2:

CAR 1352.271-74 states the foreseeable costs will be based on one round trip from North Kingstown, RI which has been changed to Port Canaveral, FL (Amendment 1) to the contractor’s facility and from the contractor’s facility to Port Canaveral, FL which is a round trip.

Q3:

Paragraph 2.2.3 of the repair specification states:

“Contractor shall be responsible for verifying all current configuration, construction, and arrangement changes, as necessary, to comply with and perform the work requirements of these specifications. Contractors are encouraged and expected to review ship’s drawings and to perform a field inspection to inspect the locations and shipboard conditions where services are to be performed aboard the Okeanos Explorer prior to submitting a bid proposal. This inspection should satisfy potential contractors regarding all general and local conditions, (including locations, interferences, tolerances and necessary “work-arounds, etc.)

that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the sites constitute grounds for a change order or claim after contract award.” Paragraph 2.2.19 reflects the same criteria regarding ship checks. “Frame numbers and space names are derived from ship’s drawings. All equipment changes and space modifications over the ship’s life span may not all be reflected in the referenced drawings. Contractors are encouraged to review all referenced drawings and to perform a field inspection of the ship prior to submitting a bid.” However the RFQ paragraph B.1 SPECIFICS, SUB PARAGRAPH 2, indicates that no ship check inspection will be available. Paragraph 2.2.19 reflects the same criteria regarding ship checks. “Frame numbers and space names are derived from ship’s drawings. All equipment changes and space modifications over the ship’s life span may not all be reflected in the referenced drawings. Contractors are encouraged to review all referenced drawings and to perform a field inspection of the ship prior to submitting a bid.”

We take it that paragraph 2.5.7 overrides all requirements stated for ship checks in all work item paragraphs. Is this correct?

A3:

Yes, Paragraph 2.5.7 overrides all requirements or options to perform a ship check due to the ongoing COVID-19 Pandemic. The drawings and references are to be consulted as much as possible. However, questions are highly encouraged. Please submit any questions for information that would normally be obtained during a ship check and the drawings/ references do not address. Every effort will be taken to obtain requested information.

Q4:

Paragraph 2.2.23 “The Ship’s crew will empty all tanks to the lowest point possible using the ships systems. All remaining fluid in the tanks that must be removed by the contractor to complete the tasks associated with these specifications will be the responsibility of the contractor at no additional cost to the Government.” Is this supposed to read “will be the responsibility of the contractor and covered under the tank cleaning requirements necessary for the ABS survey identified as the Load Line Survey and addressed in item 3.13.4.10”?

A4:

Emptying all tanks for the ABS inspections will be the responsibility of the contractor. Paragraph 2.2.23 was included just to indicate that the ship's crew would use the shipboard systems as much as possible to help in the movement and removal of tank liquids.
