SF30 (continued) 1305M219QNMAN0345 Amendment 0003
1. SOLICITATION 1305M219QNMAN0345 IS AMENDED AS FOLLOWS:
A. Reference Attachment D.1, specification titled “NOAA SHIP GORDON GUNTER FY20 DRY DOCK SPECIFICATION August 2019—CH1”: delete the attachment and replace it with the new Attachment D.1, specification titled “NOAA SHIP GORDON GUNTER FY20 DRY DOCK SPECIFICATION August 2019—CH2”. Revisions made are noted in the back of the document.
B. The revised specification and additional reference documents have been uploaded with this amendment to fbo.gov.
2. QUESTIONS AND ANSWERS:
All questions and responses/clarifications given to date are identified below and, if necessary, have been further addressed in this Amendment and/or Attachments hereto. The following questions and answers are provided for informational purposes only.
QUESTION: Item 3.17-More definition is needed to price the steel bulkhead and deck inserts that may be required. Pricing for interferences is a concern. Can you provide more specific details for the doors the yard is to purchase? Specific model, weld-in, bolt-in, etc.? What are the specifics of the doors already purchased that we are to install?
ANSWER: Revised the steel requirement. Changed 2 GFE doors to CFE doors. The doors provided can be either bolt-in or weld-in design. The 2 GFE doors are bolt-in and stainless steel construction.
QUESTION: Item 3.16.3.4-What size insert, any interferences, or crossing any structure? Could you provide a drawing or detailed description of the required insert (plate size, thickness and stiffeners)?
ANSWER: Revised inserts to be 18” x 18”. NOAA cannot determine if stiffeners will be in way of the inserts. The vessel has frame spacing at 24” (2 feet). Reference 3.16.2.10 is added for plate thickness information.
QUESTION: Item 3.16.3.4.2-What size insert, any interferences, or crossing any structure? Could you provide a drawing or detailed description of the required insert (plate size, thickness and stiffeners)?
ANSWER: Revised inserts to be 18” x 18”. NOAA cannot determine if stiffeners will be in way of the inserts. The vessel has frame spacing at 24” (2 feet). Added References 3.16.2.10 and 3.16.2.11 for plate thickness information
QUESTION: Item 3.16.3.4.5-What size insert, any interferences or crossing any structure? Could you provide a drawing or detailed description of the required insert (plate size, SF30 (continued) 1305M219QNMAN0345 thickness and stiffeners)? Please provide specifics on, or at least a photo, of the anchor handling station.
ANSWER: Added insert assumption to specification. Added References 3.16.2.10 and
3.16.2.11 for plate thickness information
QUESTION: Item 3.16.3.4.5.3-Please indicate size and location of multi-cable transit being required.
ANSWER: Specification updated to provide additional details. MCT must fit inside the foundation.
QUESTION: Item 3.16.3.4.5.7-How much steel renewal is required? Insert sizes, plate thickness, stiffener details, etc.?
ANSWER: Assume 10% of bulwark structure to be cut out and replaced with new steel.
QUESTION: Item 3.16.3.4.5.9-Can you provide a drawing and/or picture of the port and starboard forward stern chocks bases? What’s the plate thickness for fabrication purposes?
ANSWER: Pictures of existing chock and foundation. Clarified the type or look of new foundation. Foundation is 10.2# Plate (1/4” Plate).
QUESTION: Item 3.16.3.5-It appears the requirement, in addition to UT shots, is to replace any two (2) fuel oil vents. Can you provide a reference for the fabrication of these vents? Pipe size, schedule, vent height, ball check required, etc.?
ANSWER: Of all the vents servicing the 3 fuel tanks, the contractor shall price in the replacement of a minimum of 2 vents. For bidding purposes assume that the vent for 4-72-4 venting on the Upper Deck will be replaced completely. If more vents fail UT analysis, a CFR shall be issued to address the additional vents. NOAA Drawing 506-6633845 – Overflow, Vent and Sounding Tubes Diagram T-13 Class provided show a typical vent on Detail 26-A and 27-A.
There is no additional information that can be located.
QUESTION: Items 3.16.3.5.1-Please provide more details for pricing purposes, including number of vents to replace, pipe spans/routes and sizes of pipes. Are these the same valves mentioned in 3.16.3.5? The reference drawings provided are diagrams, not detail construction drawings.
ANSWER: No, one are fuel fill lines and the other is Fuel Vent Lines.
QUESTION: Items 3.16.3.5.2-Reference 3.16.1.8 is a diagram and does not appear to provide sufficient information to complete the required fill line replacements required by this item. Please provide the details required.
SF30 (continued) 1305M219QNMAN0345
ANSWER: Excerpt of installation
QUESTION: Item 3.16.3.6-It appears this item is requiring a change from steel deck drains to schedule 80PVC deck drains? Can you please provide more details regarding this requirement?
ANSWER: What details do you request? Using the provided reference replace the steel deck drains with Schedule 80 PVC of the same dimensions. These are external to the ship.
QUESTION: Item 3.16.3.9-Please provide sizes for coaming to be renewed.
ANSWER: 4” deck coaming using 10.2# plate
SF30 (continued) 1305M219QNMAN0345
QUESTION: Item 3.16.3.19.1-Please provide more details of the NBC system.
ANSWER: There is no information on the system. The work requires that the contractor remove the subject location, insert the deck and cap off below.
QUESTION: Item 3.21.3-Please provide details of piping required to be installed. Pipe size, material, schedule, lengths, etc.
ANSWER: For bidding install use 1 inch pipe between the existing header and new LP Air Compressor.
QUESTION: Item 3.21.3.4-Can you provide some idea (written description or wire way routing drawing) of the cable route that should be taken for power cabling from the Scientific Lab to the HPU Room?
ANSWER: NOAA is unable to provide those specific details and that is up to the contractor to decide. NOAA cannot confirm that there is space in any of the existing bulkhead or deck penetrations. In the past there is sufficient space but it is up to the contractor to map out the route and NOAA allows the use of existing penetrations and cable ways for this purpose.
QUESTION: Item 5.2-This item reads like a design/build contract with performance requirements mandated to be met. We cannot provide fixed pricing for this improvement until the design has been completed. Completing design work is not usually part of the bidding process (also, we are not engineers/designers).
ANSWER: NOAA disagrees as there are existing supply trunks (Port and STBD), flow rate performance criteria is provided such that the size of duct work can be estimate and using rough order of magnitude (ROM), contractor can estimate the material with a safe margin of error.
QUESTION: Item 5.3.1.1-Reference not provided
ANSWER: Reference has been added to recent Mod.
QUESTION: Item 5.6-Please provide quantity, material specs, length and other required information to replace the hydraulic hoses and fittings.
ANSWER: There are 4 hoses, each approximately 6 feet long and 1-1/4” to 1-1/2” diameter.
System operating is 2800 PSI.
QUESTION: Item 5.7-This item is not clear as to what is exactly required. The redline diagram reference doesn’t appear to have any redlines. Additionally the references are diagrams, not arrangement and detail drawings. The item requires the contractor to “modify as necessary” the existing FW/SW piping for each main engine including but not limited to relocation of components and piping, replacing valves, expansion pieces, etc. Please provide specific tasks that can be understood and priced by the shipyard.
SF30 (continued) 1305M219QNMAN0345
ANSWER: Corrected reference provided in recent Mod.
QUESTION: Item 5.7.3.3-We are having a problem finding a subcontractor that will complete citric acid washing; additionally, this is even more difficult to get quoted without details of the footage of pipe to be cleaned and of the piping arrangement (see item above). Do you have a preferred sub previously used for this type of work? Is internal pipe water jetting an allowable alternative?
ANSWER: No to internal water jetting. Havard Construction, 5219 MAIN ST, LUCEDALE, MS 39452, 601-770-1070, has done this on isolated sections of the Gray and Black Water systems in the past.
QUESTION: Item 5.8.3.2.4-We are having a problem finding a subcontractor that will complete citric acid washing. Furthermore, we require more details about the “entire” scientific seawater water system to obtain quotations for washing this system.
ANSWER: Havard Construction, 5219 MAIN ST, LUCEDALE, MS 39452, 601-770-1070, has done this on isolated sections of the Gray and Black Water systems in the past.
QUESTION: Items 5.8.3.2.7 & 8-More details are required to understand the requirements here.
ANSWER: Deleted paragraph and revised need and contractor responsibility
QUESTION: Item 5.8.3.2.10-Regarding the section of pipe to be cropped out and renewed, please provide pipe size, material, schedule and length.
ANSWER: Pictures of the current and section of pipe to be replaced.
QUESTION: Item 5.8.3.2.11-Please provide the detail of the route this new cable circuit needs to follow. Details such as the number of transits to unpack/pack, overall length of cable, special termination requirements, etc.? Will this be an owner provided cable?
ANSWER: Provide SEA-BIRD Part No. 801450. See above on routing and NOAA response.
QUESTION: Item 5.8.3.4-Our subcontractor for this item is asking how many monitors are to be installed? At this late point, I do not know if this subcontractor quote will be back in time to support the bid due date and time.
ANSWER: Provide 3 monitors and we understand they might take longer to be received. We will address with Contract Mod if needed.
QUESTION: Item 3.23-We cannot find a subcontractor that will perform the citric acid washing required by this item. Our subcontractor is asking the following: what is the age of the
SF30 (continued) 1305M219QNMAN0345 piping system, when was it last cleaned, and will Biodegradable Food Grade Phosphoric Acid be acceptable?
ANSWER: Havard Construction, 5219 MAIN ST, LUCEDALE, MS 39452, 601-770-1070, has done this on isolated sections of the Gray and Black Water systems in the past.
3. DUE DATE/TIME FOR RESPONSES: The due date/time of September 9, 2019, 10:00 a.m. local time (Norfolk, VA) remains unchanged.
4. Except for the changes stated herein, all else remains unchanged.
