About this file
This is an Evaluation Criteria document for Broward County, Florida's Request for Proposals (RFP BLD2131488P1) for a Risk Management and Claims Administration System. The County seeks a qualified vendor to deliver, implement, and maintain a turnkey Risk Management Information System (RMIS) capable of tracking claim costs, deadlines, documents, dispositions, and related data with integration capability to the County's Third-Party Administrators' information systems. The system must accommodate the migration of approximately 400,000 historical claim records from the County's current RMIS, including claim records, financial details, Medicare-related data, EDI First and Subsequent Reports of Injury, member and customer records, events, custom letters, reports, and associated data elements. Proposals are due November 13, 2026 at 2:00 PM EST, with an optional pre-proposal conference scheduled for October 23, 2026. Questions must be submitted by October 27, 2026 at 5:00 PM EDT. The contract structure includes a five-year initial term with five one-year renewal options.
The evaluation criteria are weighted as follows: Ability of Professional Personnel (10 points), Project Approach (10 points), Past Performance (15 points), Functionality Checklist and Demonstrations (30 points), Location Certification (5 points), and Pricing (20 points), for a total of 100 points. Price scoring is calculated using the formula (Lowest proposed price/Vendor's price) x 20 = Price Score. No pricing information, estimated contract value, or bonding requirements are specified in the evaluation criteria document. Vendors must comply with Broward County's Service Level Agreement, Enterprise Technology Services Security Requirements, criminal history screening practices certification, and standard certifications. Office of Economic and Small Business Development (OESBD) procurement preferences for small business enterprises and county business enterprises apply where qualified vendors respond. All responses must be submitted electronically through BPRO, the County's electronic bidding system, and must include a bid table, vendor proposal addressing all evaluation criteria, and a completed functionality checklist in Excel format.
