About this file
This is an Equity in Contracting Plan form from the Austin Independent School District (AISD) that proposers must complete as part of their solicitation response for project 26CSP070-Bryker Woods ES. The plan requires proposers to demonstrate their commitment to utilizing HUB (Historically Underutilized Business) certified Minority and Women-owned Business Enterprises (M/WBE) as subcontractors. The document outlines a scoring system worth 15 total points across three categories: HUB participation meeting district aspirational goals (8 points), equity strategy assessment and approach (5 points), and HUB subcontractor references from the past two years including one MBE and one WBE (2 points). Proposers must designate a high-ranking individual responsible for HUB compliance, describe how they will divide project scopes into economically feasible units to achieve HUB goals, demonstrate strategies to minimize financial challenges to HUB firms, and outline systems to increase participation with new HUB firms.
Failure to meet HUB contractual commitments constitutes a material breach of contract and may impact future contract award considerations with AISD. The district requires submission of completed HUB Utilization Reports (HUR), equity assessments documenting company practices that support HUB contracting, and detailed approaches for achieving stated goals. The evaluation includes verification of company policies supporting HUB firms, collaboration with minority associations and chambers of commerce, internal training programs, and efforts to encourage non-certified firms to pursue HUB certification. The plan must be signed by an authorized agent and submitted by the solicitation due date to be considered for evaluation, with the district reserving the right to request supporting documentation for verification purposes.
