Solicitation # 12FPC426Q0062 USDA NRCS Puerto Rico Office Relocation
Questions and Answers
Q1. Is the requirement a brand new contract or was an incumbent performing these services?
A1. This is brand new requirement. There is no incumbent.
Q2. If not brand new, please provide the current / previous contract number?
A2. This is brand new requirement; there is no prior contract number. Federal procurements can be found on SAM.GOV.
Q3. The floor plan appears limited. The conference room and storage rooms are blocked out, and those areas may involve the greatest inventory and logistical considerations. Can you provide a more detailed floor plan, including these spaces?
A3. We are including a more detailed floor plan to address the areas mentioned. The document titled “For question 3 Floor Plan Piso 6 BOMA Record Drawings 654 Plaza Building 5.4 4” provides additional information and shows the full layout of the floor. In this plan, the area of our office to be cleared is identified as A1. The main storage space is labeled A 1.08, and the adjacent conference room is labeled A 1.07, both with their respective access points clearly marked. The plan also shows two smaller storage areas identified as A 1.06 and A 1.25.
We are also including the floor plan titled “For question 3 State Office Working Station LAYOUT_NRCS”, which provides measurements for the access points to both the large storage area and the conference room.
Q4. Will designated Government points of contact be available during packing to identify and label box contents? This would help ensure the labels accurately reflect the contents and intended destination.
A4. A Government point of contact will be present during the moving activities to assist the movers by identifying the boxes and answering any questions they may have. However, the movers are responsible for labeling each box and ensuring that the label accurately reflects the contents and the correct identification, based on the information provided by the Government point of contact. The contractor may develop its own preferred method for organizing, labeling, and identifying boxes to ensure an efficient and accurate packing process. The Government point of contact will only provide information and clarification as needed and will not participate in the physical packing or labeling of any boxes.
Q5. Please provide the specifications for the mobile filing system, including brand, model, dimensions, quantity, and any special handling or disassembly requirements.
A5. Filing Cabinet Information:
• Brand: Universal Filing System Inc.
• Dimensions of the whole system: 148"D X 75" W X 80"H
• The unit consists of five shelves with two different dimension types:
o Two shelves (outer shelves): 18" D X 75" W X 80" H o Three shelves: 36" D X 75" W X 80" H o Special handling or disassembly requirements: The rails are riveted to the floor, and the shelving units must be fully disassembled into individual components before they can be moved. The rails must also be removed in the same careful manner, ensuring they remain in a condition suitable for reinstallation on the same floor once the renovation is completed.
o This shelving system will not be reinstalled on the temporary floor (Floor 21), and this contract does not include the reinstallation of the system on Floor 6 after the renovation.
The Contractor’s responsibility is limited to the disassembly, removal, packing, and relocation of all system components.
The point of contact for the company that installed the shelving system is listed below, just for reference.

Q6. Please provide specifications and photographs for the “metal safe” identified for disposal, including dimensions, approximate weight, and whether it is secured or anchored.
A6. The two metal safe box identified for disposal are not anchored or secured to the floor, and it is currently empty and open. The general information and dimensions are as follows:
o Brand: Fireking o Model: Safe50 o Weight (Approx): 200lb o Dimensions: 18.5"D X 26"H X 18" W
Photos are provided in the document named “Photos of furniture and items to be moved from floor 6 to the 21” specifically in page 53 (second-to-last page). The combination safe boxes must be disposed of in an environmentally responsible manner, in accordance with applicable regulations and best practices.
Q7. Can you confirm that all furniture currently in storage has been fully accounted for and is available for use in building the additional cubicles in the temporary space?
A7. Yes, all furniture currently stored on the 12th floor has been fully accounted for and is available for use in assembling the additional workstations in the temporary space. This furniture originates from a field office that our agency closed last year, and we understand that all components, parts, and pieces are complete and stored together in the same location on the 12th floor.
mailto:Fernando@universalfiling.com
If any small items are missing—such as screws, minor anchors, or simple connectors— the contractor will be responsible for providing them to ensure each workstation is safely assembled for employee use. If a major component is found to be missing, the contractor will coordinate with the Agency and the Government point of contact so the Agency can acquire the necessary part or authorize the partial assembly of that workstation.
Most of the furniture stored on the 12th floor will require wall anchoring during assembly to ensure proper stability and safe use of each workstation to be installed in the 21st floor.
Q8. Please provide a floor plan for the temporary space so we can confirm that the proposed cubicle configuration can be completed with the available product.
A8. We are including a floor plan for the 21st floor, which will serve as the temporary office space for USDA agencies. The document is titled “For Question 8 Floor 21 Distribution Floor Plan for the temporary office space for USDA Agencies.” The area designated for NRCS has a total capacity of 4,324.95 sq ft. In the floor plan, the section highlighted in pink represents the space assigned to our agency as the temporary office area.
The furniture to be moved from Floor 6 directly to Floor 21 consists of new items;
therefore, they must be handled with extreme care to prevent damage and ensure they can be reinstalled and used again on Floor 6 once the renovation is completed. This contract does not include the return or reinstallation of these new furniture items to Floor 6.
Q9. Are the existing workstations powered? If so, please clarify the power configuration and whether FCS will be responsible for coordinating or providing electrical support for disconnects and reconnects
A9. The workstations currently in use are capable of being powered, as each partition includes receptacles located at the bottom of the panel. The standard base feed is the power source designed to connect to the wall through a power whip that extends from each cubicle. However, these power whips are not connected to the wall at this time.
Instead, the devices in each workstation are plugged into a battery backup unit, which is directly connected to a wall outlet. Because the power whips are not in use and connected, no electrical support is required from FCS for disconnecting or reconnecting the workstations currently in use.
The furniture to be moved from Floor 6 directly to Floor 21 consists of new items;
therefore, they must be handled with extreme care to prevent damage and ensure they can be reinstalled and used again on Floor 6 once the renovation is completed. This contract does not include the return or reinstallation of these new furniture items to Floor 6.
Q10. For employee-owned or employee-packed items completed before our arrival, will FCS be responsible for inventorying and moving those items?
A10. Employee-packed items will consist only of personal belongings such as headsets, decorations, computer mice, keyboards, docking stations, phone and tablet charging cables, and other individually owned items. Each employee will label their own box and prepare their own inventory of its contents. The contractor will not be responsible for inventorying these employee-packed items. However, the contractor will be responsible for moving the already packed and labeled boxes to the temporary office space.
Q11. Which floor will be used for storage during the project?
A11. The 21st floor will be used both as the temporary office space and as the designated storage area during the project. Within the section assigned to our agency, there is a specific storage area clearly marked as “Storage Area” in the document titled “For Question 8 Floor 21 Distribution Floor Plan for the temporary office space for USDA Agencies.” Storage Area for our Agency is labeled in the mentioned floor plan as NRCS Storage Area in the section highlighted in pink.
Q12. What is the expected timeline for the KD, relocation, and rebuild work? Will employees remain working in the area during that time, and will certain workstations need to remain operational throughout the project?
A12. The expected timeline for the relocation is no more than 45 days after contract is awarded. Any extension to this timeline would require prior approval from the Agency and the Contracting Officer, and a contract modification would be necessary if the period of performance is changed.
Employees will not be working in the area during the relocation process. Only a limited number of agency personnel, specifically the Government point of contacts and the Office Director, will be present onsite. Because employees will be teleworking during this period, no workstations need to remain operational throughout the project.
Q13. Can you provide clearer photographs of the furniture and other product involved in the move?
A13. Photos of the furniture and other product involved in the move are provided in the document named “Photos of furniture and items to be moved from floor 6 to the 21”. This document is not absolute. The photo package was prepared by an agency employee with the intention of capturing images of all items and office areas to be relocated;
however, some components may not have been photographed. For this reason, it is important to clarify that the photo document—just like the inventory—is not exhaustive.
That said, the vast majority, if not all, of the large components such as furniture, filing cabinets, chairs, tables, whiteboards, TVs, storage units, window shades, kitchen appliances, racks, framed artwork, and boxes were included in the photos.
Q14. Are there any identified local requirements or site restrictions regarding manpower, equipment, trucking, loading access, or deliveries in San Juan that we should account for during planning?
A14. All site requirements and restrictions are outlined in the document titled “Bldg Particulars
State Office PR,” which is attached to the contract opportunity on SAM.gov. At this time, no additional special restrictions are in place.
Q15. Will there be a need for local personnel to assist with installation, translation, or site coordination? Local installers could be particularly helpful with the KD and rebuild portions of the work.
A15. The contractor awarded this project will be fully responsible for all installation, coordination, and movement of equipment, furniture, and any other items described in the Statement of Work. The contractor is also responsible for subcontracting any qualified personnel needed to perform the tasks outlined in the SOW and for ensuring that all instructions and technical information are communicated clearly and effectively to those subcontractors.
Government personnel will not be available to translate instructions or relay information between the contractor and local subcontractors. All communication, coordination, and clarification responsibilities rest solely with the contractor.
Q16. Can the approved disposal facility for the metal safe and any other disposal items be identified in advance? If so, please provide the location and any disposal requirements.
A16. The disposal facilities for the metal safe and any other items identified for disposal will not be provided in advance. It is the contractor’s responsibility to identify disposal facilities in Puerto Rico that comply with all applicable State and Federal regulations.
These facilities generally include State-authorized recycling centers and permitted landfills operating under valid regulatory approvals.
There are several authorized recycling centers and compliant landfills across the island that may be used for the disposal of the items listed in the SOW and identified by the Government point of contact. The contractor is fully responsible for selecting an appropriate facility, ensuring regulatory compliance, and covering any fees charged by these centers or landfills for receiving and processing the disposal items.
Q17. Would after-hours or weekend work be permitted for the KD, moving, and rebuild portions of the project to minimize disruption to normal operations?
A17. No. After-hours or weekend work is not permitted for moving or implementation of the project. Please refer to Section 2.4 of the SOW for the specific hours during which work is authorized.
Q18. Deliverable Timeline Circularity (SOW Section 4): Deliverables 3 (Relocation) and 4
(Assembly) are listed in the SOW Section 4 schedule as due "Within 45 calendar days of completing relocation". This creates a logical circularity as the relocation tasks cannot be contractually due after their own completion. Please clarify the intended due dates for Deliverables 3 and 4 relative to the contract award date or the completion of SOW Section 3.1 Task 1 preparation.
A18. Please see the updated Section 4 Deliverables/Schedule in Statement of Work.
Q19. Workstation Components and Parts Availability (SOW Section 1.3 & Section 3.3): SOW
Section 1.3 states that the Contractor must prepare and assemble 23 workstations on the 21st floor, which includes assembling 10 disassembled workstations currently stored on the 12th floor. Please clarify whether all necessary panels, hardware, electrical whips, and connectors for the 10 stored workstations are currently complete, accounted for, and in working condition. If missing components are discovered during the pre-move evaluation, will the Government supply replacements, or is the Contractor expected to source and price these parts?
Most of the furniture stored on the 12th floor will require wall anchoring during assembly to ensure proper stability and safe use of each workstation. However, these units do not include electrical whips. All equipment, such as computers, battery backup units, and other devices will be connected using standard electrical outlets directly from the wall.
Q20. Discrepancy in Workspace Assembly Requirements (SOW Section 1.3 vs. Section 3.3):
SOW Section 1.3 mandates that the Contractor "shall prepare and assemble a total of 23 workstations in the designated temporary office space located on the 21st floor".
Conversely, SOW Section 3.3 (Task 3) instructs the Contractor to "ensure a minimum of 18 usable workstations". Please clarify the exact total of fully functional workstations required to be assembled on the 21st floor for final acceptance.
A20. The Government’s preferred and most desirable outcome is to have 23 fully assembled and functional workstations installed in the designated temporary office space on the 21st floor, as stated in Section 1.3 of the SOW.
However, if for any reason the full set of 23 workstations cannot fit within the agency’s assigned area on the 21st floor, the Government will accept a minimum of 18 functional workstations, as referenced in Section 3.3 (Task 3). This minimum also accounts for the possibility that some of the 10 workstations currently stored on the 12th floor may be incomplete or not in usable condition once inspected and prepared for assembly.
In summary, the Contractor shall make every effort to assemble 23 workstations, but final acceptance requires no fewer than 18 fully functional units installed within the assigned temporary office space.
Q21. Confirmation of Place of Performance and SCLS Wage Determination (Solicitation vs.
SOW Section 1.2): The solicitation text under "Service Contract Labor Standards" states that "the place of performance for this contract is currently unknown". However, SOW Section 1.2 explicitly identifies the Las Brisas Building at 654 Muñoz Rivera Avenue in San Juan, Puerto Rico as the performance site. Please confirm that San Juan, Puerto Rico is the sole place of performance, and that Wage Determination No. 2015-5707 is the only applicable wage schedule for this contract.
A21. Las Brisas Building, located at 654 Muñoz Rivera Avenue in San Juan, Puerto Rico, is the sole place of performance for this contract. However, recycling centers or authorized landfills used for disposal may be located outside the San Juan area. The determination of which recycling center and/or landfill to use is entirely the responsibility of the Contractor.
There are authorized recycling centers and landfills within the San Juan area, but it remains the Contractor’s responsibility to identify compliant facilities—whether inside or outside San Juan—that meet all applicable State and Federal regulatory requirements.
Since the publication of this solicitation, the Wage Determination has been updated to WD 2015-5707 REV 31 dated 08/27/26.
Q22. Disposal of Heavy Metal Safes (SOW Section 1.3 & Attachment 3 Inventory): Attachment
3 (Physical Inventory List) catalogs two metal safes under "Item needs disposed of:
Yes". Disposing of commercial-grade security safes involves significant logistical complexity, specialized rigging equipment, and precise security protocols. Please confirm that these safes are empty, unlocked, and completely free of any sensitive documents, classified materials, or hazard-related contents. Additionally, please clarify if any agency-specific security certifications are required for their disposal.
A22. The two metal safes listed in Attachment 3 as items requiring disposal are empty, unlocked, and completely free of any sensitive documents, classified materials, or hazard-related contents. They have been fully cleared by the agency prior to being identified for disposal.
No agency-specific security certifications are required for the disposal of these safes.
The contractor is responsible for handling their removal and disposal in accordance with applicable State and Federal regulations, using qualified personnel and appropriate equipment as needed.
Photos are provided in the document named “Photos of furniture and items to be moved from floor 6 to the 21” specifically in page 53 (second-to-last page).
Please refer to the response to Question No. 6 for additional information.
Q23. Non-Reserved Elevator Access and After-Hours Shift Authorization (Attachment 6, Sections 3 & 6): Attachment 6 (Building Particulars) indicates that the freight elevator and loading dock operate strictly on a "first-come, first-served basis" during standard hours and cannot be reserved. However, Section 6 restricts all relocation work to standard business hours (Monday–Friday, 8:00 AM to 4:30 PM). If elevator wait times and dock congestion restrict SOW execution during standard business hours, is the Contractor authorized to perform moving activities after hours or on weekends? If so, will the building lessor require any facility fees for after-hours access?
A23. The Contractor is not authorized to perform moving, relocation, or assembly activities after hours or on weekends. All work must be conducted strictly during standard business hours, Monday through Friday, from 8:00 a.m. to 4:30 p.m., excluding federal holidays, as stated in the Building Particulars document and reinforced throughout the SOW. Please refer to the response to Question No. 17 for additional information.
Because after-hours work is not permitted, the building lessor will not authorize nor assess any facility fees for after-hours access. The Contractor must plan and execute all moving and rebuild activities within the standard operating window, taking into account the first-come, first-served nature of the freight elevator and loading dock.
A contract extension may be granted if circumstances outside the Agency and Contractor’s control occur during the period of performance, subject to prior approval by the Agency and the Contracting Officer.
Q24. Is there a separate deadline and time for vendor questions under the current solicitation?
If so, please provide the controlling date/time.
A24. Please refer to the Combined Synopsis/Solicitation document, page 12 of 15, for the requirements regarding the submission of vendor questions.
Q25. For the September 1, 2026 site visit, may an authorized proposed subcontractor or local representative attend on KCAMOW’s behalf and provide site notes/measurements to the prime?
A25. Yes, any interested party or their authorized representative may attend the scheduled site visit.
Q26. Please confirm that site-visit attendance is not mandatory for quotation eligibility/responsiveness, although it is highly encouraged.
A26. As stated in the Combined Synopsis/Solicitation, site visit attendance is not mandatory for quotation eligibility; however, it is highly and strongly encouraged.
Q27. Will the USDA employees pack their personal belongings and desk items in boxes prior the move?
A27. USDA employees will only pack their personal and individually used items, such as headsets, computer mice, charging cables for cell phones and iPads, and other similar personal belongings. All other office items, equipment, records, and materials identified in the SOW will be packed, inventoried, and handled exclusively by the Contractor.
For additional details regarding employee-packed items and Contractor responsibilities, please refer to the response to Question No. 10.
Q28. Are we required to move any floor printers / photocopy machines?
A28. Yes. The Contractor is required to move the printers and photocopy machines with one exception. The two large Xerox-brand commercial printers identified in the office must be removed and relocated exclusively by Xerox Company. These units cannot be moved, disconnected, or transported by the Contractor under any circumstance.
All other printing devices, including the small office printers and the large-format plotter used for poster printing, must be moved by the Contractor as part of the relocation tasks described in the SOW.
Q29. Are we required to install curtains / rolling blinds at the 21st floor?
A29. No. Curtains or rolling blinds are not required to be installed on the 21st floor.
Q30. Regarding electronics, will USDA personnel disconnect and connect all electrical facilities? (Ex. IT Room / Cubicles wiring / Computer plug in)
A30. USDA personnel will not disconnect or connect electrical components as part of this relocation. All tasks involving electrical disconnection, reconnection, and workstation power setup fall under the Contractor’s responsibility, with the following exceptions and conditions:
1. Server Room – Suite 605
All equipment located in the server room must be moved only under the direct supervision of the Agency’s IT personnel.
o The server itself will be disconnected exclusively by USDA IT staff.
o Once disconnected, the physical relocation of the server will be performed by the
Contractor, following IT guidance and ensuring proper handling.
o No other IT room equipment may be disconnected or moved without IT oversight.
2. Cubicles and Workstations The cubicles currently in use are not powered through wall-connected electrical whips.
o All workstation devices (computers, monitors, battery backups, peripherals) are connected using standard wall outlets.
o The Contractor is responsible for disconnecting and reconnecting all workstation electrical devices, except for the server as noted above.
3. Reference to Prior Clarification
For additional details regarding electrical responsibilities and workstation handling, please refer to the response to Question No. 9.
Q31. Are we required to remove / install any carpets? (Rolling File Cabinet rails are installed over a carpeted floor)
A31. No. The Contractor is not required to remove or install any carpets as part of this project.
The existing carpeted flooring will remain in place, including the areas where the rolling file cabinet rails are currently installed. The rolling file cabinet rails will not be re-installed on floor 21.
All tasks related to the moving and workstation assembly must be performed without removing or replacing carpet materials.
Q32. De-commission / Disposal of items, will it be informed what items are to be disposed of before or during the relocation process?
A32. Yes. The Government point of contact will identify all items authorized for disposal. The Contractor is not permitted to dispose of any item without prior approval or explicit identification by the Government point of contact.
Q33. In case we need to proceed with service during a Weekend, how is that going to be handled?
A33. The Contractor is not authorized to perform any work on weekends. Please refer to the response to Question No. 23 for additional information.
Q34. In case elevators fails or power goes out during the process, how it will be handled?
A34. The building is equipped with a full-capacity emergency generator that automatically powers the entire facility in the event of a commercial power outage. Because the generator supports all critical building systems, no interruptions to elevator operations are expected, and vertical transportation should remain fully functional throughout the relocation process.
If an unforeseen elevator malfunction occurs for reasons unrelated to a power outage, the Contractor must pause any movement of equipment or furniture until building management restores elevator service. The Contractor shall notify the Point of Contact (POC) immediately if this occurs. If the elevator repair extends for a prolonged period, the Contractor must request an extension to the period of performance.
Q35. In the 12th floor that have a bunch of disassembled cubicles and desk parts, in case the hardware isn’t available or there’re missing pieces, how we’re to proceed?
A35. Please refer to the response to Question No. 7.
Q36. Regarding the requirements / tasks, is that the logistical order they want us to proceed during the service?
A36. The logistical order described in the requirements and tasks serves as the initial sequence for performing the relocation. However, this order may be improved or adjusted in coordination with the Government Point of Contact (POC). The Government POC is open to receiving suggestions and recommendations from the Contractor, as long as such adjustments:
o Provide a benefit to the Agency, o Improve efficiency or safety during the relocation, and o Remain fully compliant with all terms, conditions, and limitations established in the contract.
Any proposed changes must be reviewed and approved by the Government POC and Contracting Officer before implementation.
Q37. In case we’re awarded the service, are we able to schedule a walkthrough with the moving crew before the service is started?
A37. Yes. A walkthrough with the moving crew can be scheduled with the selected contractor before the service begins, but only after the contract has been awarded. In fact, this step aligns directly with the first task described in the SOW, specifically under Deliverables/Schedule – Section 4, which states:
“Evaluate the current office space to ensure that all items requiring relocation, storage, disassembly, or assembly are accurately reflected in the inventory list.”
This evaluation must be completed before the moving services start, and conducting a walkthrough with the crew is an appropriate and expected part of fulfilling this initial deliverable.
The Government POC will coordinate the walkthrough and ensure access to all required areas so the Contractor can complete this first task properly and in accordance with the
SOW.
Q38. Disassembled Workstations Currently Stored on the 21st Floor
During the site visit, our representative observed a number of disassembled workstation components stored together in a corner of the 21st-floor storage area.
Please confirm whether the contractor is expected to assemble these existing disassembled workstation components as part of the contract.
If assembly is required, please confirm whether the Government can verify that all necessary hardware, fasteners, brackets and components required for assembly are currently present.
If components or hardware are missing, damaged, incompatible or otherwise unavailable, please confirm that the contractor will be responsible for making a reasonable assembly effort using the Government-furnished components available onsite, but will not be responsible for supplying unidentified or unavailable proprietary workstation components unless separately authorized by the Contracting Officer.
A38. Please refer to the responses in Questions No. 7 and 19. For clarification, the furniture storage referenced in this question is located on the 12th floor, not on the 21st floor.
Q39. File Cabinets and Packing of Government Files
Our representative observed file cabinets that will need to be relocated. For safe handling, the file cabinets will need to be emptied prior to movement.
Please confirm whether the contractor is responsible for removing, boxing, labeling and subsequently replacing the Government files/documents contained in these cabinets.
If the contractor is responsible for packing these files, will NRCS provide a representative to identify or direct the labeling/sequence of the boxes so that the documents can be maintained in the appropriate order and returned to their proper cabinets/locations?
Please also confirm whether any files or records involved require special handling, chain-of-custody procedures, privacy protections, security requirements or restrictions on contractor personnel handling the documents.
A39. Yes. The Contractor is responsible for emptying, packing, boxing, labeling, and relocating all Government files and documents contained in the file cabinets identified for movement. All files must be packed in an organized manner and returned in the same order and sequence in which they were originally found once relocated to the 21st floor.
A Government Point of Contact will be available to provide information, clarification, and guidance as needed; however, the Contractor is fully responsible for developing and implementing the labeling, sequencing, and organizational method used during packing.
The Government POC will not participate in the physical packing or labeling of files but may confirm the appropriate order when necessary.
All files and records involved in this relocation are standard administrative documents and do not require special handling, chain-of-custody procedures, privacy protections, or security restrictions beyond normal care and safeguarding during packing and transport.
Contractor personnel are authorized to handle these documents as part of the relocation tasks.
Q40. Rolling/Mobile File System and Floor Channels
During the site visit, our representative observed a room containing a rolling/mobile filing system that operates on floor channels/tracks.
Please confirm whether the required floor channels/tracks for this system will already be installed by the Government or another contractor at the destination location.
If the channels/tracks will not already be installed, please clarify whether installation of the floor channels/tracks is included within the moving contractor's scope of work.
Please also confirm whether the moving contractor is responsible for disassembling, relocating and reassembling the rolling/mobile filing system itself.
A40. The rolling/mobile file system located on the 6th floor operates on floor-mounted rails. As part of this project, the Contractor is responsible for fully disassembling the rolling/mobile filing system, including the removal of the rails/channels from the 6th-floor carpeted surface, in order to relocate all components to the 21st floor.
Please note the following clarifications:
1. Floor Channels / Tracks Installation The Government will not install floor channels/tracks at the destination location.
Installation of rails or channels on the 21st floor is not included in the Contractor’s scope of work. The rails must also be removed in the same careful manner, ensuring they remain in a condition suitable for reinstallation on the same floor once the renovation is completed.
2. Reinstallation Requirements The rolling/mobile file system does not need to be reinstalled on the 21st floor.
Only disassembly, removal, transport, and delivery of all components are required.
3. Contractor Responsibilities
Disassemble the entire rolling/mobile file system on the 6th floor.
Remove all rails/channels currently riveted to the floor.
Transport all components to the designated area on the 21st floor.
No reassembly of the rolling system is required at the destination.
For additional context regarding disassembly and movement of this filing system, please refer to Question No. 5.
Q41. Inventory and Actual Onsite Quantity
During the site visit, our representative observed that the volume of property and overall scope visible onsite appeared greater than what could reasonably be determined from the solicitation photographs and inventory information.
Please confirm whether the inventory provided with the solicitation represents the complete estimated quantity of property to be packed, relocated, stored, assembled and/or disposed of.
If there are additional items onsite that are not specifically identified in the provided inventory, please confirm whether offerors are expected to include those additional items within the firm-fixed-price quotation.
A41. The inventory provided with the solicitation represents a near-complete list of the items expected to be packed, relocated, stored, assembled, or disposed of. However, it is not possible to capture absolutely every single component present in the office spaces. For this reason, the inventory should be considered substantially complete, but not absolute.
As part of the Contractor’s responsibilities, all items located in the office, whether or not they appear in the inventory, must be moved to the 21st floor. This requirement is the reason a site visit was strongly recommended, allowing offerors to evaluate the full scope of items present and ensure an accurate understanding of the relocation effort.
It is also important to note that the SOW explicitly addresses this limitation. The first task listed under Deliverables/Schedule – Section 4 requires the Contractor to:
This evaluation is intended to reconcile any discrepancies and ensure that the Contractor accounts for all items during the relocation process.
Based on this, offerors are expected to provide their best firm-fixed-price for the service, taking into consideration that the inventory includes the vast majority of items to be moved such as furniture, equipment, files, monitors, whiteboards, blinds, kitchen utensils and appliances, tables, supplies, and other office contents.
Any additional items present onsite but not explicitly listed in the inventory must still be included in the relocation effort.
Q42. Contractor Packing Responsibilities
Please confirm our understanding that the contractor is responsible for packing and labeling Government office supplies, files, records, equipment and other designated Government property, while NRCS employees are responsible for packing only their personal office items using the boxes provided by the contractor.
If this understanding is incorrect, please identify which categories of property will be packed by NRCS personnel.
A42. The understanding is correct. The Contractor is responsible for packing and labeling
Government office supplies, files, records, equipment, and other designated Government property, while NRCS employees are responsible for packing only their personal office items using the boxes provided by the Contractor. Please refer to the responses to Questions No. 10 and 27 for additional information.
Q43. IT and Electronic Equipment
Please clarify the contractor's responsibilities regarding computers, monitors, printers, televisions, servers, server cabinets, VTC equipment and other electronic equipment.
Is the contractor responsible only for packing, protecting and physically relocating this equipment, or is the contractor also responsible for disconnecting, reconnecting, cabling, configuring or testing any IT/electronic equipment?
A43. The Contractor is responsible for packing, protecting, and physically relocating all Government electronic equipment, including computers, monitors, printers (except the Xerox printers), televisions, servers, server cabinets, VTC equipment, and other IT-related devices identified for movement.
To clarify the scope:
• The Contractor is responsible for:
o Packing and protecting all electronic equipment o Labeling and organizing these items for relocation o Physically moving the equipment to the designated floors (temporary floor
-21st floor) Handling IT items with care as part of the relocation process and under supervision of the IT personnel. Specifically, equipment located in Suite 605 where the server is located.
• The Contractor is not responsible for:
o Disconnecting or reconnecting the server or any equipment in the server room o Cabling, configuring, or testing any IT or electronic equipment
As previously stated, all electrical disconnection and reconnection of the server fall under USDA IT personnel, with the sole exception that the Contractor may move the server only after it has been disconnected by IT staff. No other IT configuration or testing is included in the Contractor’s scope.
For additional details regarding electrical responsibilities and IT handling, please refer to Question No. 9 and 30.
Q44. Anticipated Project Schedule
Please provide, if available, the anticipated contract award date, mobilization/start date, physical relocation start date and required final completion date.
Please also clarify the applicable 45-calendar-day completion requirement contained in the Statement of Work, including the event that begins the 45-day period.
A44. Please see the updated Section 4 Deliverables/Schedule in Statement of Work.
The anticipated starting date between late September (September 28) and early October (October 5) but no later than October 12, 2026. The exact date will be coordinated and provided at contract award.
Q45. Insurance Requirements
Please identify all insurance types, minimum limits, endorsements and certificates required of the prime contractor prior to commencement of performance.
Please also confirm any insurance requirements that must be maintained by or flowed down to subcontractors performing the onsite moving services.
A45. Please refer to Section 5.6, Insurance in the SOW.
Q46. Puerto Rico Licensing Requirements
If the prime contractor utilizes a properly licensed and insured Puerto Rico moving company as a subcontractor to perform the physical onsite relocation services, please confirm whether the prime contractor itself is required to maintain a Puerto Rico moving, transportation, motor-carrier or similar local operating license or permit.
A46. At this moment, the Government cannot provide guidance or interpretation regarding Puerto Rico’s local licensing or permitting requirements. It is the prime contractor’s responsibility to ensure compliance with all applicable Commonwealth laws and regulations. Contractors should consult the appropriate Puerto Rico authorities to determine whether any local moving, transportation, or motor-carrier licenses are required for their operations or subcontractors.
Q47. Limitations on Subcontracting
Please confirm whether FAR 52.219-14, Limitations on Subcontracting, will apply to the resulting award under this Total Small Business Set-Aside.
The clause appears in the solicitation clause listing; however, we request confirmation of its applicability so that offerors utilizing subcontractors can ensure their proposed performance structure complies with all applicable small-business requirements.
A47. FAR Clause 52.219-14 Limitations on Subcontracting is not applicable to this solicitation.
Q48. Service Contract Labor Standards/Wage Determination
Please confirm that Wage Determination 2015-5707, Revision 29, dated May 13, 2026, is the applicable wage determination for this requirement and that the applicable wage and fringe-benefit requirements apply to covered subcontractor employees performing onsite services.
A48. Since the publication of this solicitation, the Wage Determination has been updated to WD 2015-5707 REV 31 dated 08/27/26.
Q49. Additional Work/Changes After Award
If property, packing, assembly, disposal or other work is identified during performance that was not included in the solicitation documents, inventory, Government responses, or conditions reasonably identifiable during the site visit, please confirm that the contractor should obtain written authorization from the Contracting Officer before performing such additional work.
A49. The inventory provided with the solicitation is near-complete, but it is not possible to capture absolutely every single item present in the office spaces. Some components may have been unintentionally overlooked by the personnel who prepared the inventory;
however, these items are generally minor and do not represent significant cost impacts to the overall relocation estimate.
For this reason, any additional items found onsite that are not listed in the inventory must still be moved by the Contractor, without requiring prior written authorization from the Contracting Officer. These items are considered part of the normal relocation scope and fall under the Contractor’s responsibility to ensure that all property is relocated to the 21st floor, whether or not it appears in the inventory list.
This approach is consistent with the first task in the SOW, which states:
This requirement acknowledges that the inventory is not absolute and that the Contractor must reconcile any discrepancies during performance. The site visit was strongly recommended precisely to allow offerors to identify any additional items and incorporate them into their firm-fixed-price quotation.
Only if the Contractor encounters work outside the scope of relocation, such as tasks unrelated to packing, moving, storage, disassembly, or assembly, would written authorization from the Contracting Officer be required.
Please refer to the responses to Question 37 and Question 41 for additional information.
Q50. Return Move Following Renovation
Please confirm that the current requirement covers only the relocation of property to the designated temporary office and storage areas and that a subsequent move from the temporary areas back into the permanent renovated NRCS office space is not included in the current firm-fixed-price requirement unless subsequently authorized through a contract modification.
A50. Correct. The current requirement covers only the relocation of Government property to the designated temporary office and storage areas. The return move back into the renovated permanent NRCS office space is not included in the present firm-fixed-price scope.
The relocation back to the renovated space will not be added through a modification to this contract. Instead, NRCS will issue a new, separate contract for that future activity once the renovation phase is completed and the permanent office is ready for occupancy.
Q51. Will the company be required to comply with FAR 52.204-9, or will we be escorted by
USDA personnel?
A51. No. The contractor and the crew will not be required to comply with FAR 52.204-9. All contractor crew members will be fully escorted by USDA personnel at all times while accessing Government spaces or systems, which means they will not be granted independent access to any federal information system. Because FAR 52.204-9 applies only when contractor employees use or access Government IT systems, it does not apply in this scenario.
Q52. If compliance with FAR 52.204-9 is necessary, what is the estimated duration of this process?
A52. Refer to previous question.
Q53. Will we be responsible for packaging personal items and personal wall paintings?
A53. No. Personal items will be packed by each employee. However, wall paintings and posters should be packed by the Contractor, as most framed artwork and mounted posters are considered office property and fall within the Contractor’s packing and relocation responsibilities.
Q54. What is the approximate square footage of the areas designated for the move?
A54. 4,324.95 sq ft. Please refer to the response to Question 8 for additional information.
Q55. Regarding Attachment 6, item 4: it states, “Advance notice may be useful for the use of the freight elevator, as it operates on an open, first-come, first-served basis during normal business hours. With prior coordination, the contractor may arrange freight elevator availability to support scheduled relocation activities.” Does this imply that it is possible to arrange dedicated elevator access?
A55. No. Coordinating freight-elevator use with building administration is possible and highly recommended, but it does not allow for dedicated or exclusive access.
The freight elevator serves multiple offices and companies within the building, and its operation remains strictly open, first-come, first-served during normal business hours.
Prior coordination with administration can help minimize wait times and support the Contractor’s relocation schedule, but the elevator cannot be reserved exclusively for the Contractor’s use on any given day.
Q56. Who is responsible for disconnecting IT equipment in Room 605?
A56. USDA IT personnel are responsible for disconnecting all IT equipment in Room 605.
Only the Agency’s IT staff may disconnect the server and any other sensitive IT components located in the server room. After IT personnel complete the disconnection, the Contractor may handle the physical relocation of the equipment under IT supervision.
Q57. Will we be responsible for the disposal of IT equipment, and if so, what USDA-approved facilities are available in Puerto Rico for this purpose?
A57. No. The Contractor will not be responsible for disposing of IT equipment.
The only items that may fall loosely under “IT equipment” for disposal purposes are small GPS units used by field staff that are currently stored in the Suite 604 storage room. These are minor devices and can be disposed of as part of the general office-equipment disposal process.
However, the Contractor will not be responsible for disposing of laptops, desktops, iPads, cell phones, servers, or any other IT equipment located in Suite 605 or elsewhere. Those items fall under USDA IT custody and must be handled exclusively by USDA personnel following federal property and data-security requirements.
Q58. Are items in storage to be unpacked on Floor 21?
A58. No. Items placed in storage are not required to be unpacked on Floor 21. Only the items located in the cubicle areas and offices, those intended for immediate use within the temporary workspace, should be unpacked on Floor 21.
Items already boxed and stored in the storage room may remain packed once moved to Floor 21, as long as they are placed in an organized and accessible manner within the designated storage area. Additionally, the shelving units currently installed in the storage rooms must be disassembled and reassembled in the Floor 21 storage area to support organized storage and accessibility.
The only exception to this requirement applies to the office supplies and educational materials stored in rooms A1.06 and A1.25, as shown in the document titled “For question 3 Floor Plan Piso 6 BOMA Record Drawings 654 Plaza Building 5.4 4.” The items located in these small storage rooms must remain accessible (not packed inside boxes) for routine use at the temporary location.
Q59. Will the high-density mobile shelving system be assembled on Floor 21?
A59. No. Please refer to the responses to Questions 5 and 40.
Q60. Are the cubicles on Floor 12 to be assembled, and is the hardware properly identified?
A60. Yes. Please refer to the responses to Questions 7, 19 and 20.
Q61. Will the furniture and materials currently on Floor 21 be removed prior to the commencement of the contract?
A61. Yes. All equipment and materials currently on Floor 21 will be removed prior to the start of the contract. The floor will be completely cleared and ready for the relocation, and the area designated for NRCS will not contain any items or materials that could obstruct or interfere with the placement and organization of the items being moved.
Q62. Will the server racks and trays also be relocated?
A62. Yes. Please refer to the responses to Questions 30, 43, 56 and 57 for more information.
Q63. Once the cubicles are relocated to the 21st floor and assembled, will we need to arrange them in a specific layout or in a…
