The following are responses to Request for Information [RFIs] 21-50 received for this solicitation:
21. The plans and specs do not mention a fire alarm system. Will a fire alarm system need to be included in this project?
ANSWER:
Fire Alarm System not included in this project.
22. Spec section 22 15 14 goes into detail about installation of compressed air lines, but the plans do not show locations or sizes of the air lines. Pg. Compressor and pipping system is not included in this project.
23. The specs for concrete testing seams excessive. Typically (3) cylinders or flexural beams are taken every 50 yrds or fraction thereof. Will you consider decreasing the frequency of testing? The requirements are currently 3 cylinders per 10 yards.
ANSWER:
Three concrete test cylinders will be taken for every truckload of concrete placed. One cylinder will be tested at 7 (seven) days and two will be tested at 28 days, cured and tested per ASTM standards.
24. Please provide additional information on the compressed air system. The specifications say that the plans show the locations and size of the airlines, but I could not find this on the plans.
Compressor and pipiping system is not included in this project.
25. Will it be acceptable to pulverize the existing asphalt and re-use it as part of the base course?
It is acceptable to use as base, but not to be incorporated into the Asphalt Mix.
26. We have noticed that only the civil drawings are stamped and the architectural, electrical, structural and mechanical are not. Will this project require additional design and stamp by an engineer?
ANSWER:
Contract drawings provided are complete. Any additional design as required for project submittals, as delineated in the contractor, will be the responsibility of the contractor.
27. Can the asphalt be placed in (2) lifts of 3 inches instead of (3) lifts of 2 inches?
Yes; this is acceptable
28. The plans show new site gas main running to an existing LPG tank. The specifications call for a new tank and concrete pad. Please provide clarification.
The existing tank will remain.
29. Site plan C4.1 shows site water running out the east side of the building to an existing water vault and the plumbing plans show the water main going out the south side of the building. Please provide clarification
Plan Sheet C4.1 shows the correct alignment.
30. Sheet 1A shows a hose bib on the west side of the building but it is not shown on the plumbing plans. Will this hose bib need to be included?

39. ANSWER:
Water is considered GFP. Yes, provided. Contractor utilize on-site hydrant. Contractor does not need to provide meter.
48. Administrative question. Regarding access to your facility for hand in offers, prompted more questions again regarding the postmark.
The amendment states that the package must be postmarked prior to “date/time” of bid, however postmarks do not show time so it is unclear how prospective bidders can comply, or how the government could even verify, this requirement. Can you please acknowledge that as long as the package is postmarked no later than the date the proposal is due that this will be sufficient?
Yes, postmarked by date of proposal due date is acknowledged and sufficient to meet the requirement. That was the intent of the modified language in the amendment. Replacement page 50 of 56 attached.
49. It was stated as a response to a question in the site visit that RFQ's completed for previous Solicitations would satisfy the requirements for this Proposal. Please confirm.
ANSWER:
Clarification. Only past performance information from prior awarded CONTRACTS shall be considered.
Quotes/offers submitted in response to Request for Quote/Proposals from prior solicitations – without successful contract award and project performance as a result – shall not be considered.
50. Administrative question. We are seeking approval of our products for use for this project bidding on 4/5 and would like to go through the process of becoming an approved manufacturer. Please see the attached substitution request form and panel data sheets for consideration
ANSWER:
