1. Who’s providing the network switches?
2. Who’s providing the telco (PBX/phones) equipment (this is normally done by the owner/government)?
3. Are there going to be any access points for WIFI?
4. Concerning the free standing data/server racks, how many are needed?
5. Is the fire engine Garage the only facility requiring communication installation.
ANSWER:
1. Government is providing network switches.
2. Government is providing telco/phone equipment
3. No wifi planned for office
4. one rack assumed for data/server rack.
5. The fire engine garage is the only facility requiring telecom installation.
61. The geotechnical report, page 6, paragraph 1 states that "Native soils encountered beneath the gravely sand fill materials are not considered suitable for directly supporting the proposed warehouse slab, concrete apron and AC pavements. We recommend placement of at least twelve inches (12”) of base course material underneath these improvements." Accordingly, the concrete and asphalt on the Civil drawings (C3.4) call for 12" of crushed aggregate base. However, the Structural drawings (7/S2.2; cf.
"Slab Requirements" on S2.0) call for only 4" of gravel base under the Main Slab and Garage Slab. What is the requirement for aggregate base thickness for the building slab? Please advise.
ANSWER:
As stated in the contract documents, comply with the Geotechnical Memorandum provided by Bengal Engineering for engineered fill used to support foundations, slabs-on-grade and driveway and parking areas. See RFP attachment #
62. Scheduled Reznor heating units are not made in the US. Will a Buy American Act exemption be allowed for these units?
ANSWER:

63. Specification 08 71 00, 3.07 lists nine detailed hardware groups with specific manufacturers and model numbers. The immediately preceding paragraph, 3.06B, explains that "the Door Schedule on the Drawings indicates which hardware set is used with each door." However, the actual door schedule on A5 lacks a column for "hardware group." Please indicate, at least preliminarily for bid purposes, which hardware group is to be associated with which doors. Please note: The "submittals and substitutions" section of 08 71 00 nowhere provides this standard project design information.
ANSWER:
Door hardware groups listed in the specifications are keyed to the corresponding doors in the attached schedule. Provided as Attachment 10.
64. What is the structural thickness of the existing parking lot? What is known of possible existing foundations for the warehouse that was demolished two years ago (Geotechnical Design Memorandum,
p. 3, par. 1)?
ANSWER:
Existing asphalt parking lot thickness ranges from 1”- 3” (HMAC/chip seal layers). Depth of the concrete for the previously demolished building is estimated at 12” thick for the slab, and approximately 36” deep continuous footings (based on observations during the previous demolition).
Observations by Forest Service staff (during the prior building demo), indicated that the slab and continuous footings were demolished and removed, during previous project.

RFP 1291S819R4003
(c) In the performance of this contract, the Contractor shall—
(1) Report to http://www.sam.gov , with a copy to the Contracting Officer, on the product types and dollar value of any USDA-designated biobased products purchased by the Contractor during the previous Government fiscal year, between October 1 and September 30; and
(2) Submit this report not later than—
(i) October 31 of each year during contract performance; and
(ii) At the end of contract performance.
I.4 FAR 52.225-9 BUY AMERICAN ACT—CONSTRUCTION MATERIALS (MAY 2014)
(a) Definitions. As used in this clause-- “Commercially available off-the-shelf (COTS) item”—
(1) Means any item of supply (including construction material) that is—
(i) A commercial item (as defined in paragraph (1) of the definition at FAR 2.101);
(ii) Sold in substantial quantities in the commercial marketplace; and
(iii) Offered to the Government, under a contract or subcontract at any tier, without modification, in the same form in which it is sold in the commercial marketplace; and
(2) Does not include bulk cargo, as defined in 46 U.S.C. 40102(4), such as agricultural products and petroleum products.
“Component” means an article, material, or supply incorporated directly into a construction material.
“Construction material” means an article, material, or supply brought to the construction site by the Contractor or a subcontractor for incorporation into the building or work. The term also includes an item brought to the site preassembled from articles, materials, or supplies.
However, emergency life safety systems, such as emergency lighting, fire alarm, and audio evacuation systems, that are discrete systems incorporated into a public building or work and that are produced as complete systems, are evaluated as a single and distinct construction material regardless of when or how the individual parts or components of those systems are delivered to the construction site. Materials purchased directly by the Government are supplies, not construction material.
“Cost of components” means--
(1) For components purchased by the Contractor, the acquisition cost, including transportation costs to the place of incorporation into the construction material (whether or not such costs are paid to a domestic firm), and any applicable duty (whether or not a duty-free entry certificate is issued); or
(2) For components manufactured by the Contractor, all costs associated with the manufacture of the component, including transportation costs as described in paragraph (1) of this definition, plus allocable overhead costs, but excluding profit. Cost of components does not include any costs associated with the manufacture of the construction material.
“Domestic construction material” means—
(1) An unmanufactured construction material mined or produced in the United States;
(2) A construction material manufactured in the United States, if—
(i) The cost of its components mined, produced, or manufactured in the United States exceeds 50 percent of the cost of all its components. Components of foreign origin of the same class or kind for which nonavailability determinations have been http://www.sam.gov/
Replacement Page 24 of 56

made are treated as domestic; or
(ii) The construction material is a COTS item.
“Foreign construction material” means a construction material other than a domestic construction material.
“United States” means the 50 States, the District of Columbia, and outlying areas.
(b) Domestic preference.
(1) This clause implements the 41 U.S.C. chapter 83, Buy American, by providing a preference for domestic construction material. In accordance with 41 U.S.C. 1907, the component test of the Buy American statute is waived for construction material that is a COTS item. (See FAR 12.505(a) (2)). The Contractor shall use only domestic construction material in performing this contract, except as provided in paragraphs (b) (2) and (b) (3) of this clause.
(2) This requirement does not apply to information technology that is a commercial item or to the construction materials or components listed by the Government as follows:
REZNOR Heating Units
(3) The Contracting Officer may add other foreign construction material to the list in paragraph
(b) (2) of this clause if the Government determines that
(i) The cost of domestic construction material would be unreasonable. The cost of a particular domestic construction material subject to the requirements of the Buy American statute is unreasonable when the cost of such material exceeds the cost of foreign material by more than 6 percent;
(ii) The application of the restriction of the Buy American statute to a particular construction material would be impracticable or inconsistent with the public interest; or
(iii) The construction material is not mined, produced, or manufactured in the United States in sufficient and reasonably available commercial quantities of a satisfactory quality.
(c) Request for determination of inapplicability of the Buy American statute.
(1)
(i) Any Contractor request to use foreign construction material in accordance with paragraph (b)(3) of this clause shall include adequate information for Government evaluation of the request, including--
(A) A description of the foreign and domestic construction materials;
(B) Unit of measure;
(C) Quantity;
(D) Price;
(E) Time of delivery or availability;
(F) Location of the construction project;
(G) Name and address of the proposed supplier; and
(H) A detailed justification of the reason for use of foreign construction materials cited in accordance with
Replacement Page 25 of 56
SANTA BARBARA RANGER DISTRICT, LOS PADRES NATIONAL FOREST
paragraph (b) (3) of this clause.
(ii) A request based on unreasonable cost shall include a reasonable survey of the market and a completed price comparison table in the format in paragraph (d) of this clause.
(iii) The price of construction material shall include all delivery costs to the construction site and any applicable duty (whether or not a duty-free certificate may be issued).
(iv) Any Contractor request for a determination submitted after contract award shall explain why the Contractor could not reasonably foresee the need for such determination and could not have requested the determination before contract award.
If the Contractor does not submit a satisfactory explanation, the Contracting Officer need not make a determination.
(2) If the Government determines after contract award that an exception to the Buy American statute applies and the Contracting Officer and the Contractor negotiate adequate consideration, the Contracting Officer will modify the contract to allow use of the foreign construction material. However, when the basis for the exception is the unreasonable price of a domestic construction material, adequate consideration is not less than the differential established in paragraph (b)(3)(i) of this clause.
(3) Unless the Government determines that an exception to the Buy American statute applies, use of foreign construction material is noncompliant with the Buy American statute.
(d) Data. To permit evaluation of requests under paragraph (c) of this clause based on unreasonable cost, the Contractor shall include the following information and any applicable supporting data based on the survey of suppliers:
Foreign and Domestic Construction Materials Price Comparison
Construction material description Unit of measure Quantity Price (dollars) *
Item 1
Foreign construction material
Domestic construction material
Item 2
Foreign construction material
Domestic construction material
[List name, address, telephone number, and contact for suppliers surveyed. Attach copy of response; if oral, attach summary.]
[Include other applicable supporting information.]
[*Include all delivery costs to the construction site and any applicable duty (whether or not a duty-free entry certificate is issued).]
(e) In the event the contract is terminated for default, the bidder is liable for any cost of acquiring the work that exceeds the amount of its bid, and the bid guarantee is available to offset the difference.

FACTOR 2 – Past Performance
For each of the projects/contracts submitted under Factor 1, the offeror should submit copies of Federal Government performance evaluations that are currently in the government’s past performance databases e.g., copies of evaluations in the Past Performance Information Retrieval System (PPIRS). To improve accuracy of database searches, the offeror should also provide the CAGE Codes for the prime contractor.
For each of the project submitted under Factor 1 for which the Government has not already prepared an evaluation in the PPIRS system, the offeror shall provide a Past Performance Questionnaire [PPQ] to a representative that can provide an opinion of the offeror’s past performance for the project.
Attachment 6 Past Performance Questionnaire [PPQ] is included in this solicitation.
Alternate formats/substitutes for the PPQ Attachment 6 may be submitted and shall be considered acceptable provided the format, general contract/project information requested, factors and ratings are similar to the PPQ included in this solicitation.
Completed PPQ forms should be submitted with your proposal. The PPQ does not have to be sent directly from the client. If the offeror is unable to obtain a completed PPQ from a client for a project(s) before proposal closing date, the offeror should complete and submit with the proposal the first page of the PPQ, which will provide contract and client information for the respective project(s). Ensure correct phone numbers and email addresses are provided for the client point of contact. Offerors should follow-up with clients/references to ensure timely submittal of questionnaires. If the client requests, questionnaires may be submitted directly to the Government’ s point of contact – Jeremy Bedner, via email at Jeremy.bedner@usda.gov prior to proposal closing date. The offeror is responsible for ensuring that the completed questionnaires are submitted by the closing date. There is no page limit for this factor.
The Government will evaluate the past performance information provided with the proposal. The Government may contact and interview the project/contract representative on the PPQ and reserves the right to interview evaluating/submitting POCs. While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete past performance information rests with the offeror.
