About this file
This document outlines a silviculture prescription and related federal contract opportunity for mechanical thinning services. The silviculture prescription details a 19.3 mile mastication thinning project on the Kootenai National Forest to clear underbrush and small trees within specified distances of Forest Service roads 752 and 331. The work will require thinning materials up to 6 inches in diameter from roadsides and through streamside management zones. The related federal contract opportunity is a multiple award indefinite delivery/indefinite quantity contract to be issued by the US Forest Service regions one and four for mechanical thinning, processing, hauling, and other fuels reduction services on National Forest lands. The solicitation is expected to be posted on March 4th, 2022 with a pre-proposal meeting scheduled for March 15th.

The requirements outlined in this Task Order are specific to this Task Order, and supplemental to the requirements of the parent contract. The specifications in this Task Order may supersede or replace contract specifications in the parent contract, when allowed by the parent contract.
Item Specific clearing limits:
Item 1-1: 11.7 miles of thinning 16 feet on both sides of road, from edge of roadbed.
Item 1-2: 3.2 miles of thinning 5 feet below road and 8 feet above road, from edge of roadbed, through Streamside Management Zones (SMZ’s).
Item 1-3: 2.6 miles of thinning 5 feet below road and 16 feet above road, from edge of roadbed, through modified SMZ’s.
Item 1-4: 1.8 miles of thinning 5 feet on both sides of road, from edge of roadbed, through private property.
Each Item boundary is tagged and labeled with yellow signs and pink flagging.
Within all clearing limits (Items 1, 2, 3, and 4) the contractor shall masticate material as follows:
• All brush and shrub greater than 1 foot in height.
• All Trees with a diameter at breast height (DBH) of 6 inches or less and greater than 2 feet in height that can be masticated without damaging leave trees. Not all trees will be accessible due to large leave trees blocking access.
• All limbs that extend over the road prism and are 12 vertical feet or less above the road.
• Maximum stump height of 8 inches as measured on the uphill side of the stump and no lower live limbs left on the stumps.
The following fuels treatments will also be adhered to in all Items:
• The result of the fuels treatment will be small debris (limbs, sticks, needles, “chips”) less than or equal to 3-inch diameter x 1 foot to 4 feet in length.
• Contractor shall remove any debris, slash material or chip residue, that is cast into or falls onto roadways.
• Contractor shall remove any debris concentrations that will interfere with the function of ditches and/or culverts created from masticated material.
• All existing facilities such as signs, cattleguards, and drainage structures damaged by the
Contractor shall be replaced or repaired by the Contractor at no additional cost to the Government.
Barricades, Warning Signs, and other Devices: The Contractor shall provide, erect, and maintain all necessary barricades, suitable and sufficient lights, danger signals, signs, and other traffic control devices, and shall take all necessary precautions for the protection of the work and safety of the public.
Suitable warning signs shall be provided to properly control and direct traffic. Signs shall be mounted on portable stands that will be sturdy and wind resistant so they will not blow over. Signs shall be clean and well kept. No "homemade" signs will be allowed.
The Contractor shall erect warning signs in advance of any place on the project where operations may interfere with the use of the road or trail by traffic and at all intermediate points where the new work crosses or coincides with an existing road or trail.
All Other Considerations
(1) Minimize damage to the leave tree boles.
(2) Any tree designated for retention that poses a safety hazard may be felled by the contractor without prior approval of the Forest Service. All such hazard trees felled to provide for safe work conditions will remain adjacent to the stump.
(3) Leave all snags standing unless they create a hazard.
(4) No timing restrictions except contract deadline:
(5) Prior to project implementation any equipment used shall be weed washed and inspected.
(6) No timber products may be hauled from contract area under this Task Order.
(7) Protect all survey monuments.
(8) Road damage as a result of the Contractors operations shall be repaired by the contractor at no expense to the government.
