PERFORMANCE WORK STATEMENT
1.0 BACKGROUND
The Forest Service is a multi-faceted agency that is part of the US Department of Agriculture (USDA).
The Forest Service manages and protects 154 national forests and 20 grasslands in 43 states and Puerto Rico. The agency’s mission is to sustain the health, diversity, and productivity of the nation’s forests and grasslands to meet the needs of present and future generations.
The Rocky Mountain Region (Region 2) of the U.S. Forest Service includes 17 national forests and 7 national grasslands in Colorado, Wyoming, South Dakota, Nebraska, and Kansas. The ecological and biological diversity on these lands is amazing: ranging from the many peaks above 14,000 feet in elevation down from alpine tundra, through coniferous and aspen forests, to pinyon-juniper and sagebrush, or expansive grasslands as low as 2,500 feet.
FAC 2024-05 May 22, 2024
1.1 PURPOSE
The Rocky Mountain Region has identified the need for contractual assistance with performing maintenance and repair work on National Forest roads and related improvements throughout the 17 National Forests and 7 National Grasslands. Region 2 Forests include: Arapaho, Roosevelt, Grand Mesa, Uncompahgre, Gunnison, Pike, San Isabel, Rio Grande, San Juan, White River, Nebraska, Samuel R.
Mckelvie, Black Hills, Bighorn, Medicine Bow, Routt, and Shoshone. Region 2 National Grasslands include: Pawnee, Cimarron, Comanche, Buffalo Gap, Fort Pierre, Oglala, and Thunder Basin, The Region is looking to award an Indefinite Delivery/Indefinite Quantity (IDIQ) type contract to multiple contractors who offer the best value to the Government. An IDIQ contract allows the Government to respond to various maintenance and maintenance needs rapidly.
Due to the nature of the required road maintenance projects and services described herein, the Government has determined that multiple IDIQ contracts will be awarded as a result of this Request for Proposal (RFP). The IDIQ contract is designed to provide the Government with a contract vehicle that will allow for additional services to be ordered by the Government as needed and required but cannot be reasonably determined in advance. When a project is initiated, a Task Order Project will be developed to outline the project needs, equipment needs, dates, specific project location, and description of work.
Section 1.14 LIST OF POTENTIAL AND TYPICAL TYPES OF WORK TASKS, below, outlines, in a general sense, the various types of work that may be offered as a Task Order under this IDIQ.
1.2 SCOPE OF WORK
The Contractor shall provide for all labor, materials, supplies, equipment, transportation, supervision, ancillary services, and all other necessary items for complete and usable projects, performing all work in complete compliance with all Scope of Work statements, negotiated descriptions, plans, drawings, and specifications issued or directed through individual Task Order (TO) and the parent contract. This is a non-personal services contract. The Government shall not exercise any supervision or control over the Contractor’s employees.
Common equipment which may be needed include, but is not limited to: motor grader, dozer, backhoe/loader, excavator, front-end loader, compaction equipment, and haulage/transport vehicles with appropriate trailers.
The Contractor shall be responsible and required to perform road maintenance, repair, rehabilitation, closure and decommissioning and/or demolition work using these trade workers and equipment. The work may include but is not limited to roads, drainage structures, gates and fences, cattleguards, parking areas, and sign installations.
The work conducted under this contract is subject to the Service Contract Labor Standards Act (formerly known as the Service Contract Act of 1965). Any work requiring prevailing wages under Davis Bacon and/or the Standard Specifications for the Construction of Roads and Bridges on Federal Highway Projects (FP) are not covered by this contract.
1.3 TASK ORDER CONTRACTING
Projects will be issued through separate Task Orders for each unit and will be competed between the IDIQ contract holders awarded during RFP process and who selected that unit as outlined by the task order procedures section. Contractors are not required to submit a response for each task order. The
FAC 2024-05 May 22, 2024 government reserves the right to submit a solicitation to all approved contractors across the Region if a no quote task order occurs. For any project with an independent government estimate over $100,000 the government reserves the right to advertise the solicitation to all awarded contractors. The successful offeror shall be responsible for the accomplishment of maintenance, repair, alteration, rehabilitation of roads and related infrastructure, and other work as stated in the Task Order. In addition, the Contractor may be required to obtain all necessary permits, develop fire/erosion control/safety plan(s), coordinate with private utilities providers, coordinate, as necessary, with State & local officials, and participate in special consideration planning for development of the Task Order.
1.4 GENERAL PLACE OF PERFORMANCE AND HOURS OF OPERATION
Specific work locations will be identified on each individual task order and will be performed in various locations across Region 2.
The Rocky Mountain Region has been divided into 11 Administrative Units which are the following:

McKelvie National Forests and Buffalo Gap, Fort Pierre, and Oglala National Grasslands (NSBFO) Black Hills National Forest (BH) Bighorn National Forest (BG) Medicine Bow-Routt National Forests and Thunder Basin National Grassland (MBRTB) Shoshone National Forest (SH)
When submitting the initial RFP each contractor shall select each Administrative Unit they are willing to work in. Then on the Administrative Unit specific tab within the Schedule of Items (SOI) they must provide a price for each service. Any service that states “Per Task Order” in the SOI will be quoted at the time of the task order.
The project area of each Task Order project shall be described on the Task Order and shown on maps attached to the Task Order.
Normal operational hours for these office locations are approximately from 07:30 am to 4:30 PM Mountain Time, Monday through Friday. Contractor’s work hours for individual Task Orders may extend beyond the normal operational hours with prior approval by COR.
