About this file

This is a Questions and Answers document for solicitation 1282B125R0003 for Region 2 Road Maintenance and Forest Maintenance/Support Services issued by the USDA Forest Service. The document clarifies that contractors can choose which administrative units they want to work on, and addresses questions about proposal requirements, including Past Performance Questionnaires (PPQs) and pricing attachments.

Key clarifications include: contractors do not need to submit PPQs/CPARS for contracts used to establish Factor 1 experience; companies lacking relevant past performance history will be evaluated based on predecessor companies, key personnel, or subcontractors; there are no bonding requirements as this is a services contract; and contractors should provide narratives for 3-5 similar scope projects. The document also confirms that contractors who decline to submit on Task Orders need only provide a basic reason without disclosing personal business information. An informational session was scheduled for December 19, 2024, from 1300-1500 Mountain time.

1. Can we choose the forests/ grasslands we are able to work in or is it for all the forest/grasslands listed in the solicitation?

a. LPD Proposed Response:

i. Contractors will be able to choose the administrative units they are willing to work on.

ii. Please see Solicitation Section B, 1.3 Task Order Contracting, and Section C, Task Order – Request for Quote (RFQ) Procedures, i, j, k.

2. “The successful offeror shall be responsible for the accomplishment of maintenance, repair, alteration, rehabilitation of roads and related infrastructure, and other work as stated in the Task Order. In addition, the Contractor may be required to obtain all necessary permits, develop fire/erosion control/safety plan(s), coordinate with private utilities providers, coordinate, as necessary, with State & local officials, and participate in special consideration planning for development of the Task Order.” Please clarify what is meant by “participate in special consideration planning for development of the task order.” PWS, 1.3 Task Order Contracting

a. LPD Proposed Response: We will revise the paragraph to delete that segment “and participate in special consideration planning for development of the Task Order” in a forthcoming amendment

3. “If offerors are submitting as a Joint Venture (JV) or recognized teaming arrangement, PPQ information must be provided for each team member for one (1) or more of the projects submitted (performed by the team member individually or as a member of the same team).” Please confirm that the only PPQ/CPARS that need to be included in Factor 3 are those from projects proposed in Factor 1. Evaluation Factors, 1.3 A: For the purposes of this solicitation, contractors do not have to submit a past performance questionnaire (PPQ) or cpars, as required for Factor 3, for contracts utilized for the purposes of establishing experience as required in Factor 1, Subfactor 1-Experience. The verbiage in the solicitation for thee evaluation factor at 1.3 Factor 3: Past Performance has been updated to reflect this.

4. Please confirm which attachments contractors must return with their proposals to present our pricing – just Attachment 2 or Attachments 2, 4, 5, and 6? Section B, c

5. “For the purposes of orders under $100,000.00, this value is determined by the Independent Government estimate (IGE). This does not preclude contractors from pricing higher than this amount.” What is the Independent Government Estimate? Task Order – Request for Quote (RFQ) Procedures, k
