RFP Questions and Answers
Date SubmittedSource of Question/Company NameRFP LocationQuestionResponsible Party for Answer (for Government Use)Answer (Government Use)Notes (Government Notes)
Colorado Hazard1. The quantity given for the ceiling tiles in the auditorium is 2,520 SF but we took some

measurements when we walked the site and it was about 5,000 SF, do you want us to use the

quantities that were given to us?Todd MichaelThe difference in area is due to the ceiling construction. Removal of auditorium ceiling tiles will be handled as an optional item based upon the results of contractor testing. The payment will be based upon actual square footage. Utilize the square footage provided in the schedule of items for the proposal. Payment will be made for the actual square footage removed if the optional item is awarded.
Colorado Hazard2. The ceiling tiles in the auditorium are presumed to be asbestos containing, this work can

range from $10.00 to $15.00 a sq ft and would require a full deck scaffolding to be completed.

How do you want us to handle this?Todd MichaelTwo samples (CT07-01 and CT07-02) were taken from the auditorium ceiling. Both samples did not contain asbestos. Under the added base item the auditorium ceiling will be tested to confirm the ceiling tile does not contain asbestos. An optional item has been added for pricing in the event the auditorium ceiling tile testing shows it consists of an ACM.
3. With the wage decision stating “Asbestos Workers/Insulator (Includes application of all

insulating materials, protective coverings, coatings and finishing’s to all types of mechanical systems” it has been decided on other projects that this wage only applies when working on mechanical systems with asbestos, as we don’t have asbestos on mechanical systems on this.

Does this wage apply to this project?Christina SchofieldThe wage rate determination has indicated that his wage rate is only applicable when working on mechanical systems, therefore it will not apply to this project.
4. In regards to asbestos worker wages, I have heard that some projects only apply the

asbestos wage to active abatement (removal only) and not the containment set up, cleaning, or other activities that is part of an abatement project. Can you please confirm which activities

are required to be paid the asbestos wages.Christina SchofieldAsbestos related wages apply when conducting work related to asbestos abatement on this project.
5. The bid form has us breaking out cost for each section of building, are you planning on

awarding only parts of the building? Would you award parts of the building to different

contractors?Todd MichaelAll the base items will be awarded. The entire project will be awarded to one contractor.
6. I would complete this project in about 5 work areas, do I need to change this to 13 separate
work areas per the Haz Mat schedule, this adds a significant cost to the project?Todd MichaelThe 13 base items are provided to facilitate payment. The Contractor can set up work as they determine the most efficient method to complete the project. The listed base items in the Schedule of Items can be combined at the contractor's discretion to create larger work areas to reduce overal cost.
7/23/20Pre-bid7. Due to the size, the project is required to have a third-party manager onsite unless waived by the government (owner). Will the government waive the third-party manager requirement?Todd MichaelThe Colorado Department of Public Health and Environment (CDPHE) Air Pollution Control Division (APCD) requires a Project Manager on abatement projects in which the amount of friable asbestos-containing materials (ACM) exceeds 1,000-linear feet on pipes or 3,000-square feet on other surfaces. The Building Owner will request a waiver of the Project Manager requirement if the general abatement contractor (GAC) qualifies for the waiver as described in the CDPHE Regulation 8, Section III.B.6.a.
7/23/20Pre-bid8. Several presumed ACMs are listed and are presumed to contain asbestos until they are tested at a later date. Who is performing this testing? When will this testing be completed? How should this material be priced?Todd MichaelA base item has been added for testing of these items by a contractor provided independent agent. Optional items have been added to the schedule of items to remove the items if testing determines they are ACMs.
7/23/20Pre-bid9. There will be a large quantity of waste stream material generated that is not ACM. Is disposal of this material to be included in this contract or can it be stockpiled/stored for removal by the Phase 2 construction contract? Some of the material may include ceiling grids, couches, etc.Todd MichaelNon-ACM materials can be stockpiled and left onsite for removal under the Phase 2 construction contract. These materials must be stored inside the building.
7/23/20Pre-bid10. Can the prospective contractors contact Landmark to discuss removal and handling of non-friable ACM or discuss other questions that relate to signing off on the Demolition Permit?Todd MichaelDo not contact Landmark Environmental, Inc. (Landmark) directly. If questions require response to Landmark, the questions shall be submitted to the Contracting Officer. The Contracting Officer will obtain responses and clarifications from Landmark. The responses and clarifications will be provided to all prospective contractors.
7/23/20Pre-bid11. How should the potential for overspray of ceiling texture on batt insulation and joists be addressed?Todd MichaelThe expected construction sequence is that drywall is installed and then the asbestos texture is applied. Penetrations in the drywall are generally left open at the time of texturing. The GAC should assume that materials behind the openings (i.e., batt insulation, joists) contain asbestos overspray and abatement is required.
7/23/20Pre-bid12. During the removal of school property, 9x9 floor tiles have been uncovered. The specifications do not address this material. These tiles occur in areas where dummy walls were built at a later date. Some of the areas include water cooler alcoves, beneath lockers, beneath counters in lab areas, and in pipe chases. How should these areas be addressed and quantified?Todd MichaelA base item has been added for testing of presumed ACMs, including the tile, by a contractor provided independent agent. An optional item has been added to the schedule of items to remove the item if testing determines they are ACMs.
7/23/20Pre-bid13. Clarification that the auditorium ceiling tiles are gypsum board. How should these be addressed?Todd MichaelThe ceilinnt tiles qre 2 x 4 smooth texture drywall ceiling tile with no adhesive suspended by a metal grid. A base item has been added for testing of presumed AC<s, including the ceiling tiles, by a contractor provided independent agent. An optional item has been added to the schedule of items to remove the item if testing determines they are ACMs.
7/23/20Pre-bid14. Were the stage curtains tested? If not, when will the curtains be tested and by whom? How should they be treated if determined to be ACM?Todd MichaelA base item has been added for testing of presumed AC<s, including the curtains, by a contractor provided independent agent.
