About this file

This document is a pre-bid conference presentation for the Washington State Department of Enterprise Services (DES) solicitation #12825 for Fuel Station Inspection and Repair Services. The procurement seeks contractors to perform inspections and repairs of fuel stations throughout Washington state, covering underground and aboveground storage tanks, fuel pumps, sensors, and related equipment. The contract will run for 48 months with an option to extend an additional 12 months, for a maximum term of 60 months. The bid deadline is November 25, 2025, with contract awards anticipated on January 7, 2026. The solicitation allows bidders to bid on one or both categories (inspections and repairs) across eight different regions of Washington state, with two main awards and potentially one to two reserved awards per category for Washington small businesses and/or certified veteran-owned businesses.

The procurement will use a comprehensive evaluation process scoring bids on non-cost factors (200 points), cost factors (800 points), and additional state procurement priorities. Bidders must provide pricing for the entire contract term, with no economic price adjustments allowed. The contract requires a 1.5% vendor management fee on all contract sales, paid quarterly. Insurance requirements are extensive, including commercial general liability (minimum $2M per occurrence), workers' compensation, employers' liability, commercial automobile liability, professional liability, and pollution liability. Bidders must submit detailed exhibits including a bidder certification, non-cost factor responses, bid pricing, references, and a diverse business inclusion plan if using subcontractors. The solicitation emphasizes compliance with state procurement priorities and inclusion of small, minority, and veteran-owned businesses.
