About this file
This document is Exhibit B - Scored Non-Cost Factors for a Washington State Enterprise Services competitive solicitation for Fuel Station Inspection and Repair Services (Solicitation #12825). The statewide contract seeks providers for comprehensive fuel station maintenance services, including inspections and repairs for underground storage tanks (USTs), aboveground storage tanks (ASTs), fuel pumps, and related equipment involving sensors and alarms. The solicitation requires bidders to demonstrate their capabilities across two primary performance categories: customer service/availability and technical expertise, with specific response time commitments including telephone/email support from 8 AM to 5 PM Pacific Time, emergency and non-emergency response protocols, scheduling timelines, service performance standards, and reporting requirements.
Bidders must meet minimum certification standards, including specific ICC (International Code Council) certifications such as U1 Installation and Retrofitting, U3 UST Tank Tightness Testing, U4 UST Cathodic Protection, U7 Washington State Site Assessment, and vapor recovery testing/installation certifications. The evaluation methodology uses a scored rating system ranging from 0% (does not meet minimum standards) to 100% (excellent added value), with points awarded for Customer Service and Availability (120 points) and Expertise (80 points). Bidders are required to provide detailed documentation of their capabilities, employee certifications, and potential value-added services, with the potential for disqualification if minimum standards are not met or requested clarifications are not provided within specified timeframes.
