About this file
This is a Questions and Answers document for the Coyote Roof Replacement contract opportunity (127EAVX26Q0080) issued by the USDA. The document addresses clarifications to the solicitation provided in two separate Q&A sessions dated September 22, 2026, and September 28, 2026.
The primary scope involves replacing the roof on the Coyote Ranger District Office building. Key specifications clarified include: standing-seam metal roofing with minimum 26-gauge steel panels (24-gauge single-lock mechanically seamed systems acceptable if meeting other requirements), #30 felt underlayment with 24-inch minimum ice and water shield protection along roof eaves, fascia and soffit requirements added to Section 07610, and lightning protection system coordination per NFPA 780, LPI-175, and UL96A standards. Gutters and skylights were removed from the scope to simplify the contract. The estimated damaged decking repair quantity is 2,400 square feet. A 20-year watertight warranty is required. The contractor must hold either a GS-21 Roofing License or GB-98 General Building License from the New Mexico Construction Industries Division and is responsible for all required permits and post-installation inspections. Bid bond requirement is 20 percent of the quoted amount. The contract specifications were updated from the original document dated September 2026 to address prospective bidders' questions regarding roofing materials, fascia and soffit systems, and the lightning protection system integration.

Coyote Roof Replacement – 127EAVX26Q0080
Questions and Answers – 9/22/2026
1. Roof Specifications
• Please Clarify:
o Required replacement roof type and panel profile o Minimum metal gauge o Galvanized/Galvalume or other required substrate o Required coating/finish, including whether PVDF/Kynar is required o Required color o Seam height and whether the system must be mechanically seamed or snap-lock o Concealed clip/attachment requirements
• Good afternoon, will the USDA accept a pro-panel alternative (exposed fasteners and usually more cost effective)?
• Standing-seam roofing: Section 07610 specifies a minimum 26-gauge steel panel. Please confirm the required seam configuration and attachment method, including whether a 24-gauge, single-lock mechanically seamed system is acceptable if it meets the remaining specifications.
Answer: Roof specifications have been clarified in the updated Coyote Ranger District Office Roof Replacement Specifications dated September 2026.
2. Underlayment and Insulation
• Required underlayment, including whether high-temperature or self-adhered underlayment is required over the full roof deck
• Insulation or R-value requirements, if applicable
• Roofing Underlayment: The specifications call for #30 felt underlayment. Based on the applicable requirements we’re working from, we have concerns about using this product.
We would recommend using a premium self-adhered synthetic roofing underlayment, such as TopShield PS Max HT 2.0, subject to approval. Would this substitution be acceptable?
Answer: Underlayment has been specified as #30 Felt.
3. Flashing / Soffit / Fascia
• Flashing and trim material/gauge requirements
• Fascia and soffit scope: Metal fascia and soffit cover are not identified in the Scope of
Work (01010) or the Schedule of Items — the only fascia reference is the eave/ridge/rake flashing in 07610 §3.1.H. Please confirm whether any fascia or soffit repair, replacement, or metal cover is required or anticipated, or whether new gutters are to be mounted to the existing fascia with no fascia/soffit work in scope.
Answer: Requirements for fascia and soffits have been added to Section 07610 – Sheet Metal Roofing (Interlocking Standing Seam)
4. Snow
• Any snow-retention requirements
• Are snow guards required above entryways?
Answer: There are no snow retention requirements and snow guards are not required or included in the specifications.
5. Gutters
• Gutter Slope: The specifications call for a 1/8-inch slope per foot, which seems excessive for the gutter runs. Can you confirm whether the 1/8-inch-per-foot slope is required, or if a reduced slope would be acceptable?
• Gutter substitution: Specification §07631 §2.1.A specifies 5" K-style aluminum gutters.
Will the Government accept a 6" seamless aluminum gutter as an "equal or better" substitution under §1.6, or is the 5" K-style required?
• 3. Downspout discharge: Specification §07631 addresses downspout attachment but does not specify terminations. Please confirm the required downspout terminations (splash blocks, extensions, or connection to existing site drainage).
• Gutters and downspouts: Section 07631 specifies 5-inch K-style aluminum gutters and 3-by-4-inch aluminum downspouts with 24-gauge minimum material. Our team understands the existing system is shop-fabricated box-style. Please confirm the required material and thickness, preferably in inches, and whether a 24-gauge box-style replacement with appropriate supports would be acceptable given anticipated snow loads.
Answer: Gutters will be removed from the building and will not be replaced. Gutter specifications have been removed from Coyote Ranger District Office Specifications dated September 2026.
6. Skylights
• Skylights: Can you clarify the required skylight glazing/material? Are the skylights intended to be vinyl/acrylic or glass? We would recommend glass if permitted by the specifications.
• Skylights: The existing units reportedly have raised acrylic domes, while Section 08520, “Aluminum Windows,” describes clear insulating glass and performance criteria. Please confirm whether those requirements apply to all eight replacement skylights, including the maximum U-value of 0.30 and SHGC of 0.50. Must replacements use glass, or would acrylic units be acceptable with revised performance criteria?
Answer: Skylights will be removed from the building and will not be re-installed. Skylight openings will be framed and covered with metal roofing. The interior space will be framed and finished to match the surrounding ceiling.
7. Lightning Protection
• Lightning protection: Our team identified approximately ten lightning-protection rods associated with the existing roof. Please clarify whether the roofing contractor must disconnect, temporarily protect, reinstall, test, or recertify this system; whether a qualified lightning-protection subcontractor is required; and whether existing drawings are available.
Answer: Requirements related to the lightning protection system have been added to the Coyote Ranger District Office Roof Replacement Specifications dated September 2026, Section 13100 Lightning Protection. The contractor shall coordinate a qualified installer to remove and re-install the existing lightning protection system in accordance with NFPA 780, LPI-175, and UL96A.
8. Decking quantity and payment: Attachment 2 describes damaged sub-roof repair as “Estimate 20%” but lists 2,400 SF, while the SOW and specifications state 30% of the estimated 8,000-SF roof. Please confirm that offerors should price 2,400 SF and explain how differences between estimated and Government-approved actual quantities will be measured and paid.
Answer: Decking quantity has been revised to state 2400ft2
9. Bid guarantee: SF 1442, Block 13b, indicates that an offer guarantee is required, and
FAR 52.228-1 is included. Please confirm the required amount or percentage and acceptable documentation and format for submitting the guarantee electronically with the quotation.
Answer: Percentage of bid bond is 20% of quoted amount
10. New Mexico licensing: Please clarify the New Mexico contractor-license requirements applicable to this project, whether they apply to the prime contractor, performing roofing subcontractor, or both, and when evidence of licensing must be provided.
Answer: Contractor will be required to hold a GS-21 Roofing License or a GB-98 General Building License issued by the New Mexico Construction Industries Division.
Contractor will be responsible for all permits required to perform roof replacement work.
Contractor will be responsible for scheduling and coordinating any post installation inspections required by the State of New Mexico or other relevant jurisdiction. Non-compliant work will be the responsibility of the contractor to fix and have re-inspected.
Changes to specifications, statement of work and schedule of items:
1. Coyote Ranger District Office Specifications:
a. Removed skylight specification: During the site walk the prospective bidders had many questions about the skylight requirement. This requirement was removed to simplify the contract.
b. Removed the gutter specification: During the site walk the prospective bidders had many questions about the gutter system requirement. This requirement was removed to simplify the contract.
c. Clarified roofing material specifications: Multiple questions were asked to clarify the requirements for the roof material. Updated language answers those questions.
