About this file

This document is a Request for Information (RFI) for the Monument Road Repair 4N47 project by the Shasta-Trinity National Forest, solicitation number 127EAW25R0042. The RFI contains four specific questions and responses related to project details, including seeding requirements, road surface coatings, aggregate base specifications, and asphalt dike treatment. Key project characteristics include a total small business set-aside with a project magnitude between $1,000,000 and $5,000,000. The Forest Service clarified various technical specifications, such as confirming no seeding is required, specifying coating requirements for different road surfaces, and explaining aggregate base placement expectations. RFI responses will be posted as amendments on beta.SAM.gov, with telephone information requests not being accepted.

REQUEST FOR INFORMATION (RFI) OFFICIAL RESPONSES

127EAW25R0042 - Monument Road Repair 4N47

RFI responses will be responded to as necessary in amendment format which will be posted to the solicitation via beta.SAM.gov

Telephone requests for information will not be accepted or returned.

RFI #1 – DWG Sheet C-14 shows details which indicate that seeding may be required after

(re)construction of ditches/slopes. Please confirm if seeding is required on this project. If so, this is not listed as a pay item under General Information Section 1.0 in the SOW; under which bid item would this be included?

USFS Response – C-14 - Typical Section Detail: Seeding 10’ min or as noted. We did not note this and it is not required and was not included in the SOW. No, seeding is not required.

RFI #2 – On the SOI, Pay Item 40304 calls for CalTrans ½ PG 64-16 w/ Coat. Plan Sheet G-02 calls for CalTrans ½ PG 64-16 w/ Tack Coat. Plan Sheet C-10 calls for Prime Coat on

Compacted AB. Does the Forest Service want a Prime Coat on the pulverized AC/AB, if so, is the pay mechanism included in 40304 or should there be another pay item for the Prime

Coat?

USFS Response – All coats are required under the FP-14 and within this project where they apply. Prime coat on AB, Tack coat on paved surfaces and so on.

RFI #3 – Pay Item 30103 is intended for shoulder backing. On Sheet C-10, the note indicates that we are adding 3” of aggregate base. Are we integrating 3” of virgin aggregate base on the full 22,000 SY of the pulverized surface. Does the 3,700 Cubic yards include the 3” of added aggregate base?

USFS Response – Contractor is responsible for a 3” compacted aggregate base under section

304.04 – Add crushed aggerate to bring the finished surface to the established line, grade and cross section. That means if there is 6” of existing aggregate base where pay item is preformed, and the line, grade and cross section can be established, then you will not need to add an additional 3” because you will have 6” of compacted aggregate base. Conversely, if you have 0” of aggregate base in pay item sections then minimum 3” compacted AB will need to be established as well as line, grade and cross section. 30103 Pay items is for Shoulder Backing and

Entry Aprons as stated on the sheet G-02 in remarks.

RFI #4 – The existing 6” of AC Dike (Remove & Replace or Recondition) on Sheet C-10, is this incidental to 40304?

USFS Response – Yes.
