Telephone requests for information will not be accepted or returned.
RFI #1 – Under section B, pay item 41802, potholes are paid for by the SY. Please provide a list of potholes to be repaired. Provide an identifiable list of potholes and a schedule of potholes.
USFS Response – Within the project there is 650 SY of pothole patching and repairing to be accomplished. The locations are along the road as they appear, and the USFS highly suggests doing a site visit. Pay items 40304, 40701, 30403, and 41802 all require repair of surface before paving or are extending the repair work to the desired depth needed for repair. When looking at the SOI ensure to read and SOW and the Plans all together. Also, understanding the required specification in the FP-14 with FSSS.
RFI #2 – Under section B, pay item 30315, roadway reconditioning are paid for by the mile.
Please provide a schedule of individual ditches, shoulders, turnouts, entry aprons, drainage features as well as, native and aggregate roadbeds. Locations of each feature. Left and/or right of centerline
USFS Response – It is the contractor's responsibility to ensure that all items in the specification are met for all 10.23 miles of the road within the project. The USFS strongly recommends a site visit for better understanding. The project locations are open to the public and can be viewed by each prospective offeror. In no event shall failure to inspect the site constitute grounds for a claim after contract award.
RFI #3 – How many trees are marked to be cut and decked?
USFS Response – None. In the event a tree or merchantable timber arises COR and or CO will advise how to procced. See sheet C-16 in Plans and Section 201 in FP-14 detail brushing and clearing limits.
RFI #4 – How many cubic yards of base is needed for item 30403, to bring roadway up to grade?
USFS Response – Please read Section 304 – 304.03-04 in the FP-14 to better understand. The project locations are open to the public and can be viewed by each prospective offeror. In no event shall failure to inspect the site constitute grounds for a claim after contract award.
RFI #5 – Does HMA have to be Caltrans Spec, will non lime treated mix work?
USFS Response – The standards are to use state HMA mixes. For this project the Caltrans Spec applies.
RFI #6 – Does the REMOVE chip seal and fog seal item have existing asphalt underneath?
USFS Response – The optional pay item is to remove the base pay item of chip seal and use asphalt. If the option item is exercised all 10.23 miles will get a 2” (compacted) overlay. The surface of the 10.23 miles is bituminous surface treatment and chip seal.
RFI #7 – Relevant Past Performance, the fourth bullet point instructs offerors to “Provide
CPARS evaluation report or past performance questionnaires for applicable projects.” There is no PPQ sheet included in the solicitation documents. Is this referring to submitting previously completed PPQ’s? Would previously completed PPQ’s be sufficient to satisfy the requires for this section if not?
USFS Response – Please submit your CPARS overview showing past ratings.
RFI #8 – Are we to follow FP-14 or FP-24 in addition to the specs provided?
USFS Response – FP-14. Disregard the reference for FP-24 in Plans and replace with FP-14.
SOW references FP-14.
RFI #9 – Do the Superintendent, SSHO and QC Manager need to be 3 separate individuals?
USFS Response – No, they can be combined.
RFI #10 – Is there a bulk water fill i.e. a hydrant or water source we can pump from for grading operations in close proximity?
USFS Response – Yes, there are a couple locations along the road within the project and a backup site off HWY 299 and Correl Bottom. Some of the locations are dependent on flows and other factors such as time of year along with other requirment. It is the contractor’s responsibility to find sources if USFS sources are not usable. See attached “Water Drafting
Specifications” for further details.
RFI #11 – Does this project require phasing?
USFS Response – Required, No. Fully explain any phasing you wish to do in technical approach.
RFI #12 – Can we shut down roadway access or do we need to maintain one lane for travel?
USFS Response – Access must be provided for this project and limit construction-caused delays to public traffic to a maximum of 30 minutes per passage through the project. Provide any deviations of this requirement in your traffic control plan and explain why and for how long.
Note Plans state residents live on roadway. See sheet C-06.
RFI #13 – What are the limitations for construction intervals (for proposed road work)?
USFS Response – All limitations are outline in the FP-14 and include weather conditions and temperature to name a few. FP-14 Sec – 401.07 and Table 401-2. If you have other concerns, please identify them with CO and COR.
RFI #14 – Is there an anticipated start date?
USFS Response – Spring/Summer 2026, once temperatures meet FP-14 Sec – 401.07 and Table
401-2.
RFI #15 – Is surveying required?
USFS Response – Surveying is not in the SOI. Review all pay items and read SOW and FP-14 to understand all requirements.
RFI #16 – Note 5 on C05 states vegetation will need to be disposed of on Forestry Property
OR disposal site. How far from this project is the designated Forestry Property?
USFS Response – Review Plans Sheets C-04-06 for map of project area. Map outlines Private land as white and USFS land as shaded gray.

USFS Response – This item is optional and USFS reserves the right to exercise/award or not award.
RFI #18 – Is an SWPPP required?
USFS Response – A Stormwater Pollution Prevention Plan is not required; it will be the contractor's responsibility to report and remedy any pollutions that may happen during operations.
RFI #19 – Can the period of performance be extended after award once the material/equipment lead times are confirmed due to current market conditions for the equipment for this project?
USFS Response – Notice to proceed will not be issued until awardee is ready to mobilize thereby keeping to period of performance for “on site” performance.
RFI #20 – As per B.1 schedule of items; bid item 40304 is Cal Trans 1/2 PG 64-16 w/ Coat.
Depth 2.0''. The pay quantity is 5.15 and the unit is miles. Under B.2 bid item 40304OP1, Cal
Trans 1/2 PG 64-16 Depth 2.0'' Overlay w/Tack Coat. The pay quantity is 5.12 and the unit is miles.
Can we assume that under the base bid we will place 5.15 miles of Cal Trans 1/2 PG 64-16 w/
Coat. Depth 2.0'' then; if awarded we will place 5.12 miles of Cal Trans 1/2 PG 64-16 Depth
2.0'' Overlay w/Tack Coat.
In conclusion, we will place a base course of hot mix asphalt ( HMA ) and if awarded we will overlay the new HMA to a depth of 2” for 5.12 miles?
USFS Response – 5.12 Mile (edit to 40304 BASE on SOI). The base bid is for half of the road to be paved at 5.12 miles (MP0.0-5.12) and if the optional item is exercised the remaining road of
5.12 miles (MP5.12-10.23) will be paved with PG64-16 also. Please do not assume and review the
SOI, SOW, Plans, FP-14 and FSSS. USFS encourages all to do a site visit. Submit RFIs when needed.
