The scope of this project entails repairing roads damaged by the Monument Fire and suppression activities on 4N47 road. The work involves asphalt road replacement, vegetation removal, base repairs and full depth reclamation, and other related activity due to heat damage, base failure, fire damage, and suppression activities. The project aims to restore the roads and features to a functional state that meets standards for public use, ensuring safety and usability of the roads through necessary repairs and alterations.
Except as otherwise noted, the Contractor shall furnish all labor, materials, equipment, supervision, and transportation necessary for the successful completion of the work described in this contract. The Forest will provide existing undamaged materials salvaged from demolition activities.
1.1 Mobilization

1.2 Reconditioning
Road reconditioning includes clearing and grubbing up to 4 feet from the existing roadway and or from ditch edge, removing of vegetation and debris over 6 inches within the roadbed, shoulders, and compact and shape the roadbed according to the established line, grade, and cross-section needed with proper moisture content prior to an asphalt overlay. This work also includes but not limited to shoulders, turnouts, ditches, culverts, and all drainage features.
Roadbed shall be approved by COR (Contracting Officer Representative) prior to asphalt placement. For paved surfaces, pay item includes cleaning road surface of all debris or organic material.
1.3 Clearing and Grubbing
This work consists of work outlined in Section 20. This item work in conjunction with Reconditioning pay item. It involves the clearing and grubbing within designated limits - 10 feet, encompassing the removal of trees, brush, downed timber, and other vegetation, while ensuring the preservation of any designated vegetation. This process includes cutting trees to specified heights, grubbing to eliminate stumps and roots, and backfilling any resultant holes to match the surrounding ground level. The disposal of merchantable timber and debris will be conducted through scattering, with the stipulation that such scattering shall not occur on private lands. All activities will adhere to pertinent regulations and standards to ensure environmental protection and compliance with the contract specifications. Work will be performed on each side of the roadway where it applies and is intended for sight distance purposes only. A clean and neat final appearance is a requirement and the contractors responsibility.
1.4 Aggregate Base
This work consists of constructing one or more courses of aggregate on a prepared surface for the use of within the contact and project areas. Compaction will be required after placement and all depths are compacted depth in plans.
Rocking the shoulders and turnouts and other roadside features are within the scope and in the plans. Aggregate base will be placed 1-foot width along both shoulders that runs the length of the roadway being paved or otherwise staked by COR. Compaction will be required after placement aggregate base.
1.5 Full Depth Reclamation
This work consists of pulverizing an existing pavement and base in-place, adding crushed aggregate as required, mixing this material with water, and shaping and compacting the mix to produce a base. Establish profile and cross slope control. Maintain the existing cross slope or crown if none is established. Before pulverizing, remove and dispose of unsuitable material as directed by the CO. Replace unsuitable material with crushed aggregate which is incidental to work item. Protect manholes, valve covers, and other buried facilities from damage. Depth is 4-6 inches FDR and is contractors’ responsibility to ensure base is to standards before paving. Base will need COR approval before paving work begins.
1.6 Asphalt Concrete
This work consists of constructing asphalt concrete pavement using a hot or warm mix asphalt (HMA or WMA). Asphalt will be consistent with 2-inch asphalt with a single-lane and or two-lane roadway width of 16 to 24 feet +-. Compaction testing and finishing will be required and enforced for each segment prior to beginning the mixing operations on the next segment. Uniformly mix of asphalt from one source will be used and enforced. Asphalt will only be land when surface is prepared. See plans for technical requirements but all repairs/defects in pavement must be repaired before asphalt paving begins. This is the same for overlay operations
Contractor Testing (Asphalt Compaction)
Testing performed by the contractor to ensure that the Hot Mix Asphalt-HMA being produced or placed meets the requirements of the specifications in the FP-14 and FSSS. Control testing of aggregates and HMA quality characteristics must be performed at a specified minimum frequency. Sampling should be performed at locations such as plant, windrow, or mat to assure that quality control test results are not influenced by sampling location. Sampling must be random. The contractor performs quality control testing for asphalt rubber binder, gradation, and fabric content of crumb rubber modifier, aggregate and recycled asphalt pavement moisture, and recycled asphalt pavement gradation and binder contents. See table 403-2 FP-14: Testing done 3 per 700 tons in place after compacting.
1.7 Double Chip Seal
This work consists of constructing a double layer of chip seal with fog coat. Work will conform to the specification in section 407 of the FP-14. Test strips will be conducted with COR present. All flow rates will conform to standards and will be required to document and record during project. Conduct work on a prepared surface or a repaired surface only. Pay item includes all incidental to include but not limited to compaction testing, all coats or sealers, and water.
