REQUEST FOR INFORMATION (RFI) OFFICIAL RESPONSES
127EAW23R0013 - GAOA Lytle Creek Improvements
RFI responses will be responded to as necessary in amendment format which will be posted to the solicitation via beta.SAM.gov
Telephone requests for information will not be accepted or returned.
RFI #1 – Section M.5 of the solicitation states, “The contract resulting from this solicitation will be awarded to that responsible offeror whose offer conforming to the solicitation is determined to be the lowest price technically acceptable proposal. The offers proposal shall be in the format described and shall contain a response to each of these areas identified which affects the evaluation factors for award.”
a. Will the basis of determining the lowest price be by evaluating the “Base Construction” total, or will the lowest price be determined by the “Total Proposed Amount (Base, Option
A,B,C, D Combined)”?
USFS Response – Lowest price will be determined by base and options chosen to be exercised.
RFI #2 – Section H.1 (a) of the Solicitation requires the contractor to assign key personnel including a project manager, project superintendent, quality control manager and a project safety manager. Are each of these positions required to only be filled by one (1) individual or, can a single person be assigned to more than one position? Also, are these personnel required to be onsite full-time?
USFS Response – Yes, that is acceptable so long as the awardee adheres to FAR clause 52.236-6
- Superintendence by the Contractor
RFI #3 – The description for Bid Item 22060-1 states, “Heavy Loose Rock Riprap (Class 4 Riprap) for Riprap Revetment, however, the specification, 22060.2.1.A only includes gradations for Class 0 and Class 3. Please clarify.
USFS Response – Schedule of Items should say “Heavy Loose Rock Riprap (Class 3 Riprap) for riprap revetment”. The only gradations for this project are Class 0 and Class 3 riprap.
RFI #4 – Sheets S2 and S3 include a legend in the top middle of the page which indicates that there is a requirement for Class 3 Riprap. Using the symbol in the legend for Class 3 Riprap, there appears to be a substantial amount of Class 3 Riprap required to be furnished and placed. Sheet D1 also identifies Class 3 Riprap. Is the bid item 22060-1 mis-labeled or are there both Class 3 and
Class 4 Riprap gradations required?
USFS Response – The riprap revetment is to be built using Class 3 Riprap; no Class 4 riprap is required for this project.
RFI #5 – The only pricing that we currently have for the Precast Concrete Toilet Double Vault cannot be delivered until Fall 2024, after the contract completion date. We respectfully request an extension to the contract completion date.
USFS Response – Specification Section 133402, Part 2.1.C states which precast concrete vault toilet manufacturers are acceptable and can provide the product to the characteristics required in the specifications. These specifications also allow for any PCI-certified precast concrete fabricator to be utilized in the production of these toilets, granted they absolutely must have the technical capabilities to meet the requirements (including the colors, wall textures, and amenities) outlined in the specifications. With the multitude of options available to procure these toilets, there is no need to extend the contract completion date at this moment.
RFI #6 – S3 shows some signs with verbiage on the callout that states, “Installed by Others”. Will they also be supplied by others or will the contractor for this project be required to purchase those signs.
USFS Response – The signs called out as “Installed by others” are to be installed by the San
Bernardino County Roads Department. These signs were called out for informational purposes.
RFI #7 – The detail titled, “Typical Concrete Path Section on Riprap Revetment” on Sheet D3 has a callout which states, “Construct Subgrade Using Select Borrow”, but there is no dimension shown for the thickness of the Select Borrow section. Please clarify.
USFS Response – Since there is an imbalance between the excavation and backfill (to the point where select borrow is required to make up for the imbalance), it is not important to show the dimension of the borrow, but it is more important to construct to the lines and grades shown on the drawings. The area where the pathways are to be installed needs to be built-up in its entirety.
RFI #8 – The section detail on Sheet R6 titled, “Concrete Section Detail” does not show that the subgrade shall be prepared using, “Select Borrow”. The callout on Sheet D3 states, “Construct
Subgrade Using Select Borrow”. Please clarify.
USFS Response – The subgrade for the “Concrete Section Detail” shall be constructed to the lines, grades and elevations shown on the drawings, using “select borrow” or excavated to subgrade.
RFI #9 – Specification section 036115. 1.3.A states, “Grout for Riprap: The quantity to be measured shall be the number of cubic yards (CY), measured in-place, completed and accepted.”
However, the Bid Schedule shows that Bid Item 033615-1 will be paid as a Design Quantity (DQ), final pay item. Please clarify.
1. If quantity will be paid as an Actual Quantity, please provide the void factor that will be used for calculating the number of cubic yards installed.
USFS Response – We will keep the “DQ” designation for the grout. We used a void factor of
40% of the riprap designated to be grouted.
RFI #10 – Currently bid items 033615-1 and 033615-2 are specified as being measured by DQ
(Design Quantity). There are several variables that could cause the quantities for these items to vary. Additionally, all that has been provided in the Solicitation for bidders to calculate grout quantities are typical cross sections. No detailed cross sections have been provided which would help bidders determine whether the Final Pay Quantities, which essentially make these Lump Sum items, are appropriate for bidding the grout bid items. We respectfully request that the government consider changing the measurement for these items to AQ (Actual Quantities).
USFS Response – Pay Items 033615-1 and 033615-2 are now 036115-1 and 036115-2 respectively.
Pay Item 036115-1 is based on a void factor of 40% for all riprap placed and designated to be grouted.
Pay Item 036115-2 is an estimated amount of grout needed to fill in edges of concrete and asphalt were shown on drawings, where the asphalt or concrete are up against the grouted riprap. This can remain “DQ”.
RFI #11 – If the government chooses to exercise the option items, will they be exercised with the initial award, or does the government have the option of awarding the options at a later date? If the government has the government has the option of awarding the options at a later date, how long will the government have to award all options?
USFS Response – Options will be exercised at time of award only.
RFI #12 – Specification Section 312225, 1.4, A. states, “There will be no separate measurement or payment for work in this section. Payment will be included at the contract unit price for other items shown on the schedule of items see “Project Site Preparation and Grading”. Measurement and payment under those separate items shall include:
1. Roadway excavation.
2. Rock and suitable material below required grade and unsuitable material beneath embankment areas.
3. Outlet (Furrow) ditches outside the roadway.
4. Topsoil and other material removed and stockpiled as directed.”
This language states that there are separate pay items as listed in bullet points 1 – 4 above.
Please clarify.
USFS Response – There is no separate payment for Excavation and Embankment construction, as specified in Section 312225. Items 1-4 shall be included in Pay Item 312100 – Site Preparation and Grading.
RFI #13 – Currently bid items 033615-1 and 033615-2 are specified as being measured by DQ
USFS Response – <<duplicate to RFI #10. See response above>>
RFI #14 – Bid Item 322640 currently states the measurement as EA and the quantity as 770?
Should the measurement for this item be LF?
USFS Response – Schedule of Items for pay item 322640-1 should be measured in linear feet, LF. Quantity is 770 Linear Feet and shall be corrected accordingly.
