REQUEST FOR INFORMATION (RFI) OFFICIAL RESPONSES

127EAW23R0013 - GAOA Lytle Creek Improvements

RFI responses will be responded to as necessary in amendment format which will be posted to the solicitation via beta.SAM.gov

Telephone requests for information will not be accepted or returned.

RFI #1 – Section 323253, Rockery (Stacked Rock) Retaining Walls”, Subsection 3.2, B states, “…..Refer to the drawing for rock sizes and provide for trailway surface drainage as shown on the drawings…..”, however, the rock sizes are not shown on the drawings. Please provide the required rock sizes (and/or gradation).

USFS Response – See revised specification section 323253 for details. In general terms, the rock sizes shall be in accordance with Part 3.3 C, and the overall strength of the wall is developed by placing the rock to the required width shown on the drawings, with all the voids filled with small rock fragments or fine aggregates (Part 3.3 F).

RFI #2 – Section 321441: Can the contractor assume that the rock required to build the

Overlapping Rock Stairways can be found (salvaged) on site or will the contractor be required to find this material from a commercial source?

USFS Response – The rock may be salvaged from existing rock onsite if it meets the requirements outlined in section 321441, part 2.1. Otherwise, the rock will need to be obtained from a commercial source capable of supplying rock that meets the requirements outlined in section 321441.

RFI #3 – Form 1442, Box 11 states that the contract must be completed in 300 days. However, Section L.3, C. Key Personnel of the Solicitation states, “The offeror shall provide a detailed summary of experience with work similar to the type of work required under this project as well as a letter of intent for assignment to this project. Provide a list of personnel with job titles and years of experience, number of crews, number of personnel in each crew (experience, and background), to be assigned to meet the 80 day period of performance.” The 80 days mentioned in this section is in conflict with the 300 days listed in the SF 1442. Please clarify

USFS Response –The 80 days statement in section L is a clerical error. The below statement will supersede any “80 day” referenced and be used in lieu of:

300 calendar days and an additional 75 days if ALL option items are exercised. Additional calendar days will be added dependent on what options are exercised.

RFI #4 – Is there a source of water for use during construction activities?

USFS Response – The contractor is responsible for obtaining water from a commercial source and at their own cost. The nearest commercial source is Mountain Lakes Resort in Lytle Creek and has provided construction water to contractors on past projects.

FOR OFFICIAL USE ONLY

RFI #5 – We respectfully request a two-week postponement in the bid date.

USFS Response – Proposal due dates have been extended from 25 May 2023 to 8 June 2023 at

1:00 PM PST

RFI #6 – What are the liquidated damages?

USFS Response – This project does not include liquidated damages.

RFI #7 – In Specification Section #133402 – Precast Concrete Vault Restroom Building, Part 2.5

Roof mentions that a “Minimum 6:12 pitch” is “desired.” However, in Part 2.1 Precast Vault

Restroom under A. Design Criteria, it is mentioned that the restroom should be “Styled in accordance with a CXT Double vault restroom ‘Tioga with Chase’ style with exterior shake texture roof and exterior board and batt texture walls or approved equal.” In a response from the supplier

CXT, they noted that the Tioga (pictured below) does not come with board and batt texture walls, nor does it have a 6:12 pitch, it has a 3:12 pitch. Please clarify.

USFS Response – Restrooms shall be CXT Tioga with chase with standard barnwood texture walls and cedar shake texture 3:12 pitched roof or equivalent.
