About this file

This document outlines the requirements for a federal construction contract opportunity for rockery retaining walls at the Bonita Falls Day Use Parking Reconstruction project located on the San Bernardino National Forest. The contract specifies requirements for excavating, placing borrow, backfilling, geosynthetics, trailbed construction and slope finishing to construct stacked rock retaining walls. Offerors must submit all proposals and requests for information to the contracting officer by the specified due dates in May 2023. The construction project value is between $1,000,000 to $5,000,000 and has been set aside exclusively for total small businesses. The soliciting agency is the United States Department of Agriculture Forest Service.

ROCKERY RETAINING WALLS 323253-1

USDA FOREST SERVICE, R5

BONITA FALLS DAY USE PARKING RECONSTRUCTION

SECTION 323253 – ROCKERY (STACKED ROCK) RETAINING WALLS

PART 1 - GENERAL

1.1 SUMMARY

A. This item shall consist of furnishing the necessary labor and materials to construct rockery retaining walls, including excavating, placing borrow, backfilling, geosynthetics, trailbed construction and slope finishing.

1.2 RELATED SECTIONS

A. Section 312000 “Earthwork”

1.3 MEASUREMENT AND PAYMENT

A. The quantity of retaining wall measured shall be the number of Linear Feet (LF) along the base of the wall and to the lines and grades shown on the drawings. Payment shall include backfill using suitable material, geosythetic fabric, excavation, and other work required to furnish and install rockery walls.

PART 2 - PRODUCTS

2.1 ROCK

A. Use sound, durable rock free of rifts, seams, laminations, and minerals that could deteriorate due to weathering. Rock color shall match color of the existing rock onsite.

2.2 GEOSYNTHETIC MATERIALS

A. Shall be non-woven geotextile, Mirafi 140N as manufactured by TenCate Geosythetics, or approved equal.

PART 3 - EXECUTION

3.1 EXAMINATION

A. Examine areas and conditions, with Installer present, for compliance with requirements for excavation tolerances, condition of subgrades, and other conditions affecting performance of segmental retaining walls.

1. Proceed with installation only after unsatisfactory conditions have been corrected.

B. Prior to beginning wall construction –

1. Construction subgrade of fills under and down grade of walls shall be complete.

ROCKERY RETAINING WALLS 323253-2

2. Construction of cut banks above walls shall be complete.

3. Contracting Officer shall approve subgrade prior to initiating construction of walls.

3.2 EXCAVATION

A. The contractor shall excavate to the lines and grades to construct the walls as shown on the drawings. Subgrade (foundation) and trench for leveling base shall be prepared and compacted. Step excavation and leveling course trench as needed to construct stepped wall as required. See specifications section 312000 “Earthwork” for additional requirements.

3.3 CONSTRUCTION

A. Prior to use, dress rock as necessary to remove thin or weak portion before use.

B. Construct retaining walls at locations shown on the drawings. Provide for trailway surface drainage as shown on the drawings. Stagger vertical joints a minimum of 4 inches horizontally from vertical joints in adjoining courses.

C. Use uniformly distributed header rock for at least 25 percent of the rock in the front and rear faces of the wall, each having a length of at least 2.5 times its width. The heaviest rock shall be placed at the base of the wall, with smaller rock sizes being placed above in the proceeding layers (so the wall is not destabilized). Place all header rocks with the greatest dimension extending into the wall (at right angle to the trail centerline), except at corners. At corners, lay alternating courses containing headers with greatest dimension parallel with wall.

D. Place the exposed face of each rock parallel to the face of the wall in which it is set.

E. Stabilize each rock on the course that supports it. Do not break, loosen, or displace rock already set.

F. Use rocks of a general rectangular shape. Fill voids with small rock fragments or fine aggregate.

3.4 BACKFILL

A. Place geosythetic fabric behind the wall as shown on the drawings and prior to backfilling and compacting.

B. Comply with the requirements of Section 312000 “Earthwork”.

C. Place, spread, and compact fill in uniform lifts for full width and length of embankment as wall is laid. Begin at back of wall and place and spread fill toward embankment.

1. Use only hand-operated compaction equipment within 48 inches of wall, or one-half of height above bottom of wall, whichever is greater.

2. Compact drainage fill to not less than 95 percent maximum dry unit weight according to ASTM D 698.

3. Compact reinforced soil fill to not less than 95 percent maximum dry unit weight according to ASTM D 698.

ROCKERY RETAINING WALLS 323253-3

D. In areas where only hand-operated compaction equipment is allowed, compact to not less than 90 percent maximum dry unit weight according to ASTM D 698.

3.5 CONSTRUCTION TOLERANCES

A. Variation From Indicated Batter: For slope of wall face, do not vary from indicated slope by more than 1-1/4 inches per 10 feet.

END OF SECTION 323253

November 2022
