About this file

This is a pre-bid meeting presentation for the Grindstone WWTP Replacement Project, a federal construction solicitation (Solicitation #12445126B0007) issued by the US Forest Service for a wastewater treatment facility replacement at Grindstone Campground in Troutdale, Virginia (coordinates N 36.688363, W 81.539310).

The project involves three primary scopes of work: decommissioning the existing lagoon-based sewage treatment system (two open-air lagoons totaling 3 acres, approximately 3,600 linear feet of 6-inch cast iron sewer line, and 2,050 linear feet of 4-inch cast iron pipe); replacing sanitary sewer components with approximately 4,300 linear feet of new 8-inch SDR 35 PVC pipe, 6-inch lateral connections, and 25+ precast concrete manholes; and installing a new wastewater treatment plant disposal system on approximately 1.4 acres. The new system includes multiple treatment tanks: one 16,000-gallon septic tank, one 8,000-gallon septic tank, one 5,000-gallon flow equalization tank, one 5,000-gallon recirculation tank, one 5,000-gallon anoxic tank, one 3,000-gallon recirculation tank, one 7,500-gallon dose tank, three AX20 treatment tanks, and four AX100 treatment units. The project period is 12 months from Notice to Proceed, with the campground remaining closed during construction.

Key requirements include obtaining multiple permits (VPDES, VSMP, Responsible Land Disturber certification, On-Site Sewage System Installer license at Master Alternative rank, Virginia Department of Health permits, and VDOT Land Use Permit), coordinating lagoon decommissioning with Blue Ridge Analytical (operator contact: Mychel Johnson, 276-228-6464), and complying with environmental constraints including endangered and threatened bat protections. Limited temporary facilities are available: non-potable water at restricted hydrants (no flushing through existing sewer system due to DEQ restrictions), 30-amp electrical service at select campsites, and no sanitary services or Forest Service telephone communications. The Contracting Officer is Charlie Cotton (859-745-3106, Charles.Cotton@usda.gov), with Project Manager Angela Parrish and COR Rich Childs listed as primary government contacts.

Project Background

• Existing sewage treatment system utilizes two open-air lagoons located on the other side of Laurel Valley Road from the campground.

• The current system began to fail effluent testing levels for several reasons, ultimately unable to stay in compliance with operating permit. I&I issues were also part of the challenges.

• Virginia Department of Environmental Quality (VADEQ) & Environmental Protection Agency (EPA) issued a consent order to require correction of the issues.

• The US Forest Service worked with the VDEQ and EPA to develop a plan to come back into compliance, which included decommissioning the lagoon system and replacing with a different system.

Project Description

• Decommissioning of Existing Sanitary Sewer Components and Discharge Lagoons

• Replace Sanitary Sewer Components

• Install New Wastewater Treatment Plant Disposal System

Decommissioning Existing System (Lagoons)

• Lagoon area consists of two lagoons surrounded by a grassy area totaling 3 acres.

• Lagoons must be discharged in accordance with VA Dept. of Environmental Quality regulations and in conjunction with Blue Ridge Analytical, who currently operates the existing system:

Blue Ridge Analytical POC:

Mychel Johnson 2280 West Ridge Road Wytheville, VA 24382 276-228-6464

• Lagoon residual matter left after decanting should be disposed of according to project plans and specifications.

• Existing lagoon liners to be completely removed.

• Site shall be restored to a gently sloping lawn.

(Sewer Line)

• Approximately 3600 ft of 6” cast iron sewer line to be removed.

• Approximately 2050 ft 4” cast-iron sewer pipe to be removed.

• Most of the main line sewer line will be installed in existing pipe location except for an approximate 425’ section of sewer line #1.

Grindstone Recreation Area Wastewater Treatment Plant Replacement Project

Replace Sanitary Sewer Line and Components

• Approximately 4,300 LF of new 8” SDR 35 PVC sewer pipe will be installed.

• Most of this pipe will be in the same location as existing pipe except for approximately 425’ on sewer line #1

• Lateral connections to cleanouts will consist of 6” SDR 35 PVC pipe.

• Manholes: 25+ pre-cast concrete manholes, including frame and cover to replace existing manholes.

Wastewater Treatment Plant Area

• Area is approximately 1.4 acres

• USFS anticipates felling trees in this area before construction begins.

• Contractor will still be responsible for processing of some of the felled trees and associated debris, including mulching brushy tops, limbing, decking, etc (no removal).

• In the new drip field area, need to grind tree stumps in place to a depth of 18 inches below finished grade.

• Minimize compaction of existing soils where drip field located

Wastewater Treatment Plant Area

New Wastewater Treatment Plant Disposal System(Tanks)

Tanks (con’t)

• 1 each 16,000 gallon septic tank.

• 1 each 8,000 gallon septic tank.

• 1 each 5,000 gallon flow EQ tank.

• 1 each 5,000 gallon recirculation tank.

• 1 each 5,000 gallon anoxic tank.

• 1 each 3,000 gallon recirculation tank.

• 1 each 7,500 gallon dose tank.

• 3 each AX20 treatment tanks.

• 4 each AX100 treatment units.

Scope of Work Parameters

• Project period of performance is 12 months from the date of issuance of the Notice to Proceed by the CO.

• The campground will remain closed to the public during construction operations. The contractor is responsible for maintaining closure of the project site throughout construction.

• Due to potential impacts to T&E bats nesting in trees on site, notify Forest Service personnel and receive approval before cutting any trees.

Temporary Facilities

• Sanitary services will not be available.

• Water: Non-potable water may be made available at certain hydrants with restrictions.

• Due to a known leak in the system, only certain hydrants may be used and will be identified by the Forest Service.

• Water cannot be flushed through the existing sanitary sewer conveyance system due to permit restrictions from the DEQ (no water can be sent to the existing lagoon system).

• Electricity: 30 amp service available at some campsites.

• Telephone: recent changes to the FS system is removing access to the copper phone line coming to the gate house. There will be no communications available via FS.
