About this file

This file is a Question and Answers document dated May 13, 2026, for Solicitation 1240LU26Q0030 regarding the Fort Missoula Bakery Building Renovation project. The document addresses 24 clarifications on technical specifications, material requirements, and project administration.

Technical specifications clarified include: building slab thickness of approximately 5 inches; ¼-inch thick HSS posts for structural elements; fir wood acceptable as a substitute for maple on interior doors that will be painted; MC cable acceptable in attic and furred walls; and approximately 200 linear feet of slab crack repair. Existing interior doors at the bathroom and laundry room should be reused with removal and replacement of trim; damaged roof tiles should be replaced per Amendment 0001, item 5; and no existing attic insulation removal is required. For electrical work, exterior and interior panel feeds are assumed at 5 feet apart, average feed lengths are 50 feet, and three drop cords with strain relief must be included. Firestopping requirements in Specification Section 07 8400 are not applicable. Project administration clarifications include: the Forest Service Contracting Officer's Representative will conduct inspections of existing exterior doors and windows; third-party inspections are not required but A/E consultants may be hired at government discretion; no phasing is required; site work is anticipated to start in July 2026; and extensions are possible for equipment lead times. Staffing and past performance clarifications indicate that one person may serve as Superintendent, QC Manager, and Safety Manager if competent and not a subcontractor; ongoing projects at least 50 percent complete may be included in experience and past performance submissions if relevant; customer contact information is acceptable when CPARS or PPQs are unavailable; and the 5-page technical proposal limit excludes CPARS and PPQs. Bonding requirements include a 20 percent bid guarantee of the total price submitted and Payment and Performance bonds of 100 percent of contract price due within 10 days of award. The project is exempt from federal taxes, though local state taxes may apply, and no specific HVAC controls company is preferred.
