About this file
This document is a Questions & Answers (Q&A) addendum for Solicitation 1240LU26Q000013 dated February 6, 2026. The Q&A addresses 15 contractor inquiries regarding technical specifications, scope clarifications, and administrative requirements. The last day for submitting questions is February 11, 2026. Key technical clarifications include: alternative approaches to compaction grouting (Section 262) require approval from the Engineer of Record (Allied Engineering) or a stamped alternative by a licensed Geotechnical Professional Engineer; secondary and tertiary grouting work will be compensated as additional work; riprap material requires approval by the Contracting Officer's Representative but not SHPO compliance review; and the Early Warning System (line item 64004) must include installation, calibration, and all necessary parts for full operational capability, with the Forest Service responsible only for securing the data collection license/membership. Piezometer work involves in-kind replacement of existing units per borehole logs with new 6" steel surface casing, 2" PVC core with perforated ends, and sealed configuration. Seismic mitigation grouting acceptance criteria are assessed on a pass/fail basis per individual test location rather than averaged results. Amendment 0004 specifies road reconditioning for 5.6 miles of Forest Service Road 4009, including cleaning of 2 double-wide cattle guard crossings; the Forest Service declined requests to change bid structure to a fixed allowance and encourages site visits prior to bidding.
Additional administrative clarifications confirm that relevant experience and past performance projects will be evaluated based on a 5-year recency window (per Amendment 0005); the Government will evaluate only the prime contractor's experience and past performance, including work performed as a subcontractor, but will not evaluate proposed subcontractors; the contractor is responsible for project schedule and completion by the contract end date; de-watering of the reservoir begins July 15, 2026, with re-watering commencing at project completion and no winter shutdown restrictions imposed; and Amendment 0005 will extend the quote due date to two weeks after final question responses are issued. No list of interested contractors is available, and Specification Section 155 regarding project schedules has been deleted with no replacement parameters specified.

Solicitation 1240LU26Q000013 Questions & Answers dated 02/06/2026
1. Is a list of interested contractors available?
a. No.
2. What is the last day that questions can be asked?
a. February 11, 2026.
3. Specification section 262 - Compaction Grouting specifies the use of compaction grouting to create a hydraulic barrier. This is not a common application. Section 262.03/c and 'k' are likely not achievable using the approach specified.
a. Can alternative approaches be utilized?
i. Alternatives approved by the Engineer or Record (Allied Engineering) or stamped alternative by a Geotechnical Professional Engineer will be considered.
ii. See previous questions (Dated 1/29/26 question 11.e)
b. Please confirm that any required secondary, tertiary and beyond grouting will be paid to the contractor for additional work performed under the "secondary borings and compaction grouting".
i. Correct.
4. Bid item 26203 is per linear foot and bid item 26208 is lump sum. Can bid item 26208 be changed to "each" or "per linear foot" in match bid item 26203. Additional testing may be required at no fault of the Contractor.
a. No Change.
5. Could you please confirm whether the riprap material source(s) proposed by the Contractor require any specific review or approval related to SHPO compliance.
a. No SHPO approval required for riprap material.
b. Riprap approval required by Cont. Officers Representative (COR) per the submittal log and section 251 of the specifications.
6. Does line item 64004 (Early Warning System) include installation, calibration, and ongoing service/support in the scope of work? Regardless of the system selected, professional installation and calibration will be required for the equipment to function as intended.
a. Per Amendment 0004 regarding Line item 64004, "Contractor is responsible for supplying all parts necessary for a complete and operational Early Warning System."
This includes installation, calibration, or any other work required for equipment to operate as intended. As noted in the amendment, "The Forest Service will be responsible for securing the license/membership for data collection." Ongoing service/support will be established outside of this contract.
7. Plan Sheets #13 & #14 is the only information we were given about the new/salvage piezometer work, which is insufficient for pricing purposes. Will there be Spec and/or Plan language added to give details needed for this work?
a. Intent is to replace piezometers in-kind, to reflect the ones currently in place. Details for existing piezometers configurations can be found in “Appendix A: Geotechnical Data” in the borehole logs.
b. Per the borehole logs, general piezometer configuration consists of 6” steel surface casing with a locking cover, 2” PVC core with perforated ends, and sealed.
c. All piezometers to be installed shall be new (see bullet 14 on sheet 8 of the FSSS Section 103-Scope of Work).
8. Spec Section 155 (P. #20 of #44) was deleted in its entirety. Is the USFS going to outline any parameters or specs as far as the Project Schedules are concerned?
a. No. Contractor responsible for schedule, coordinate and complete work by contract completion date.
9. There is a restriction set for 7-15-26 for De-Watering of the Reservoir to begin but is there any restrictions on when we have to re-water the reservoir or for winter shutdown if needed?
a. Rewatering will begin at the completion of the project.
b. No winter shutdown restrictions.
10. For the acceptance criteria for the Seismic Mitigation Compaction Grouting (262.02 K, I, M, & N), will the blow count results and acceptance be based on an average of the 8 SPT bore holes or is it a pass fail per single test location?
a. Pass/fail per single test location.
11. In amendment 004 Road Reconditioning, how many cattleguards are to be cleaned and where are the locations?
a. 2 cattle guard crossings, both double wide.
12. Amendment 004 added the bid item for Road Reconditioning to a 5.6 Mile stretch of Forest Service Road 4009, however, without plans and profiles of the current road condition, understanding the depth and types of aggregate courses currently in place, etc… it will be virtually impossible for bidders to price this line item in an “apples to apples” manner against one another. To promote fair and competitive bidding, we respectfully request that the Forest Service consider revising the bid schedule to set this item as a fixed allowance amount, from which the road reconditioning work would be paid.
a. Road Reconditioning of Forest Service Roads are typically bid by mile and do not include plans and profiles.
b. The road to Park Lake is still accessible. Contractors are strongly encouraged to visit the site prior to bidding.
c. NOTE: Road reconditioning was added due to aggressive wash boards in the existing surface. Reconditioning will aid in project mobilizations.
13. Relevant Experience on page 11 of Attachment 1 (Solicitation Terms and Conditions) states that Offerors shall provide Performance Questionnaire Sheets (see Attachment 7) for up to five (5) relevant contracts completed within the preceding three (3) years. However, the Past Performance factor states that Offerors shall provide completed Past Performance Questionnaires (see Attachment 7) for five (5) relevant contracts completed within the past five
(5) years. Please confirm that relevant projects completed within the previous five (5) years will be considered acceptable for both Relevant Experience and Past Performance.
a. Recency will be based on 5 years (Amendment 0005 will correct this #)
14. It is understood that key specialty subcontractors may be required to perform specific scope elements of this project (e.g., grouting). To ensure the Offeror can demonstrate experience executing the full scope of work, will the Government consider allowing the Offeror to submit Relevant Experience and Past Performance projects performed by key subcontractors proposed for this effort.
a. The Government will be evaluating the Experience & Past performance of the Prime.
The prime may be evaluated for projects they performed in the role as a prime or subcontractor and should note that role but will not be evaluating proposed sub-contractors.
15. Amendment 0004 extended the deadline for submission of questions. Because responses to these questions are critical to developing a responsible and competitive proposal, please consider extending the proposal due date to two (2) weeks after the Government issues final responses to all submitted questions.
a. With Amendment 0005 there will be an extension of the quote due date. I will make it 2 weeks after all final questions are received.
