About this file
This is a Questions and Answers document for Solicitation 1240LU26Q000013 dated January 30, 2026. The document addresses 11 inquiries from potential bidders regarding measurement, payment, and technical specifications for a dam construction project.
Key clarifications include: Compaction Grouting on the dam foundation will be measured in units per drawings sheets C15, C16, and detail D3; 2,000 linear feet of silt fencing per detail 2 of sheet 4 is required as a standalone line item; the campground may be closed to the public and used by employee campers during construction. Regarding instrumentation, Amendment 0004 (to be posted February 2, 2026) will provide specifications for replacing the Early Warning System and will clarify an increase in piezometer quantities from 12 to 15 units, with locations approved by the Contracting Officer's Representative (COR). Measurement and payment classifications are defined as: all line items measured in cubic yards are Contract Quantity (CQ); all other units are Actual Quantity (AQ) except Lump Sum items, which use Lump Sum Quantities (LSQ). The 15% adjustment threshold for Contract Quantities applies bidirectionally and reflects expected calculation variances. Tree disposal during clearing must follow section 210.06 specifications with no burning allowed. Bid Item 20403 (3,750 CY borrow for grout mix) is CQ, with specifications in section 262-Compaction Grouting; Bid Item 26203 (400 feet performance testing) is AQ and includes all SPT drilling for pre- and post-grouting; and Bid Items 26204-26207 (Hydraulic Seepage Control Barrier quantities of 179, 62, 33, and 15 units respectively) are AQ. Design changes to compaction grouting require approval from the Engineer of Record (Allied Engineering) or a licensed Geotechnical Professional Engineer.

Solicitation 1240LU26Q000013 Questions 1 thru 11 & Answers dated 01/30/2026
1. If dental concrete is required on the dam foundation, how will that work be measured and paid for?
a. “Compaction Grouting” is required on the Dam Foundation. It will be measured in
“units” which represent each boring and compaction grouting location as shown in the drawings on sheets C15 & C16 with a detail on sheet D3.
2. Can the campground be closed to the public during the course of construction?
a. Yes. There is a gate ¾ mile before the site that can be used to assist in the closure.
3. Can the campground be used by employees to set up campers for living during construction?
a. Yes.
4. The Schedule of Items includes 2,000 LF of fencing, however, no fencing is indicated on the drawings. If it is required, please clarify both the location and type of fence needed.
a. Fencing is for Silt Fencing per detail 2 of sheet 4 of the drawings.
b. Silt fencing is not included as an incidental control measure per section 157 of the specifications, “Soil Erosion and Sediment Control” so it was added as a stand-alone line item.
5. Regarding Drawing C8 Step 16
a. A staff gauge is referenced. Are there any details for what is required for this staff gauge?
i. The previous Early Warning System has been removed with the intent to
“replace-in-kind”.
ii. Please find attachment 10 “Instrumentation_EarlyWarningSystem” in
Amendment 0004 posting next Monday 2/2/26 with and itemized minimum specifications requirements like the previous system had. Install new system based on minimum specifications or an approved equal.
b. The saddle dike is included under instrumentation installation; however, the drawings do not appear to show any piezometers in the Saddle Dike. Please clarify.
i. Good catch. No piezometers currently accounted for in Saddle Dike.
ii. Please see Amendment 0004 posting on 2/2/26 which clarifies the 3 piezometers to pay item “64003 Instrumentation (Piezometers)” for an increased quantity from 12 to 15.
iii. Locations to be approved on the ground by the COR.
6. The Schedule of Items does not indicate which items are to be measured by Contract
Quantity (CQ) or Actual Quantity (AQ), which are defined in the Measurement and Payment Specification Section 109. Please clarify which bid items are classified as CQ and AQ.
a. All line items with a unit measure of Cubic Yards (CY) will be measured by Contract Quantity (CQ).
b. All other line items units will be measured by Actual Quantity (AQ) except for Lump Sum (LS) items that will be paid using Lump Sum Quantities (LSQ).
7. Measurement and Payment Section 109 specifies Contract Quantities will only be adjusted when there are errors in the original design of 15% or more. Depending on the response to the previous question, this could put the contractor at significant risk if the unit price items are classified as Contract Quantity items. 15% is a substantial amount of risk for Contractors to assume if the actual quantities exceed the bid quantities. If the unit price items are classified as Contract Quantity items, can the 15% requirement be reduced or removed entirely?
a. This is a +/- 15%, so the contractor may benefit. These are calculated quantities, so some error is expected.
b. No action in response to this question.
8. Can trees removed during clear and grub work be piled up and burned?
a. No burning is allowed by contractor.
b. Please follow disposal guidelines per section 210.06 of the specifications.
9. Bid Item 20403 Borrow for Grout Mix 3750 CY
a. Is the quantity of 3750 cy a CQ, AQ, or LSQ per specification definitions given in
Section 109.01 Measurement Terms and Definitions?
i. Contract Quantity (CQ).
b. Please provided specifications, at a minimum the required grain size, for this borrow material. The GC needs to understand the processing required to provide a sand capable of being pumped.
i. Grout material specifications can be found in section “262-Gompaction Grouting” of the specifications.
10. Bid Item 26203 Performance Testing 400 FEET.
a. Is the quantity of 400 FEET a CQ, AQ, or LSQ per specification definitions given in
Section 109.01 Measurement Terms and Definitions?
i. Actual Quantity (AQ)
b. Does this bid item include all the SPT drilling footage for both the pre-grouting Spec Sec 262.02 l) and the post-grouting Spec Sec 262.02 m)?
i. Yes
11. Bid Items 26204 179 Units, 26205 62 Units, 26206 33 Units, and 26207 15 Units. Hydraulic
Seepage Control Barrier.
c. Are the quantities for the Hydraulic Seepage Control Barrier CQ, AQ, or LSQ per specification definitions given in Section 109.01 Measurement Terms and Definitions?
i. Actual Quantities (AQ)
d. Spec Sec 262.03. These specifications are for a low mobility compaction grout
(slump < 1.5 inches) which is not compatible with creating a hydraulic barrier in sands. Compaction grout holes do not overlap as described in 262.03 l? on Page 32.
There appears to be two sets of specifications label a) to e) and Page 31 and a) to l) on Page 32 which may be contributing to the confusion.
i. Compaction grout holes are staggered and not overlapped. The overlapping holes per 262.03(l) are for correcting failed test locations.
e. One possible solution would be to move from a procedural based compaction grouting specification to a performance based cutoff specification which stipulates the minimum dimensions of the required cutoff along with the maximum permeability of 1x10-6 cm/sec.
i. Changes to the Compaction Grouting design will only be considered when approved by the Engineer of Record (Allied Engineering) or stamped by a Geotechnical Professional Engineer.
