About this file
This document is Amendment 0005 to Request for Proposals (RFP) 1240LT24R0072 for the replacement of the Teton Canyon Bridge at the Caribou-Targhee National Forest in Idaho. The amendment addresses questions from prospective offerors and provides clarification on the acceptable access route and staging area for the project. Specifically, the Forest Service will establish a 10-15 foot wide access route using native soil, which the contractor may improve but must reclaim after project completion. The proposed staging area downstream of the bridge is acceptable, with the contractor responsible for reclaiming the disturbed area. The amendment also confirms the requirement for a 20% bid bond and extends the proposal due date to 18 October 2024. No special environmental or wildlife training is required for this project.

Amendment 0005
a. The following are prospec ve offeror ques ons and the Government’s response to each of those ques ons:
Q13 – To gain access for the bridge, materials, and equipment, is it acceptable to establish a temporary path (12-15' wide) through a clearing in the tree line boarding the trail? A visit to the site revealed an approximate 366' path from the Teton Canyon Rd through a 15' sec on of the tree line to the bridge. This path will allow a limited amount of disrup on to the foliage. It appears that 2-3 small shrubs will need to be removed, which can be replanted upon demobiliza on. Addi onally, a 5' wide x 3' deep runoff will need to be filled temporarily with gravel or weed free soil to allow for equipment travel. This infill will also be reestablished to its original condi onal. Any other disturbances along the path of travel will be restored to the original condi on. A ached is a map showing the loca on of travel along with photos along the path. Please advise if this path of travel is acceptable.
A13 – The Forest Service will establish access to the Sheep Bridge site by reopening a currently reclaimed route. This is the only acceptable access route to the bridge site. The route will vary in wide from 10 to 15 feet and be constructed of na ve soil. The Forest will reclaim the access route a er the contractor completes the project. The contractor may make addi onal improvements to the access route as approved by the COR. Any improvements made by the contractor shall be reclaimed by the contractor. The proposed staging area immediately downstream of the bridge is acceptable. The contractor will be responsible for reclama on of the disturbed area. Map depic ng the access route the Forest Service will construct, is shown below.
