RFP 1240LT24R0072
Amendment 0004
a. The following are prospective offeror questions and the Government’s response to each of those questions:
Q5 – Who is responsible for falling and removing trees?
A5 – The Forest Service will fell and remove trees that must be removed to complete the project. The number for trees fell and removed will be minimized. The COR will work with the contractor to determine which trees to remove. COR will make the final decision.
Q6 – Who is constructing the access route to the bridge sites?
A6 – The Forest Service will rough in access routes to each bridge site. These routes will be approximately 10 feet wide, constructed of native soil and be generally suitable for the project. Further improvements are the responsibility of the contractor and must be approved by the COR.
Q7 – Who is responsible for constructing the “crane pad”?
A7 – The contractor is responsible for constructing the crane pad.
Q8 – Who is responsible for rehabilitating the crane pad and access route?
A8 – The Forest Service will rehabilitate the access route they constructed. Any improvements to the access route the contractor made, will be the responsibility of the contractor to rehabilitate. It is the responsibility of the contractor to rehabilitate the crane pad.
Q9 – The area surrounding the Treasure Bridge site has dense trees. Where will the crane pad be located?
A9 – The Forest Service would prefer to not locate a crane pad immediately next to the bridge site due to the area of dense trees that would have to be cleared. However, a crane pad may be approved in that area if no other alternative is reasonably feasible. Two alternative crane pad locations have been considered. One on the south side of the stream on a bench and would require approximately a 100-foot reach. The other is on the north side of the stream on a bench and would require an approximate 125-foot reach.
Q10 – Can a large crane cross the road bridge used to access the south side of the stream?
A10 – That is currently unknown. The Forest Service is currently working to load rate the road bridge to determine its load capacity.
Q11 – When is the in-stream work window and what is considered in-stream work?
A11 – In-stream work is any work that occurs below the ordinary high-water mark. This includes crossing the stream channel with equipment. In-stream work must occur between August 1 and March 15.
Q12 – What level of bonding will be required? 100%, 120%?
A12 – The performance and payment bonds must be 100% of the original contract price, plus 100% of any price increases thereafter.
