Did this change the solicitation?

1. KTS has identified discrepancies between the Work Log Attachment 5 and the B.1 Bid Schedule

a. Work Log calls out installation of three 16’ culverts (locations 63+79, 64+12, and 64+65) however there is no 16’ culvert on the bid schedule, items 92103 and 92105 are 12’ culverts. The SOW 4.5.4 also says 12’ culverts. Please confirm the length of the culverts for bid items 92103 and 92105.

b. Work Log 54+53 has a note for side ditch maintenance “Both sides (total 64 feet). The LF for side ditch maintenance on the bid schedule is missing 37ft. Please confirm if an additional 37ft needs to be added to the bid schedule item 92504

c. Work Log 123+26 has units of “EA” and we assume that it is supposed to be “LF” to match bid item 91303. Please confirm this assumption is correct.

A. The correct length should be 12’, if additional lengths are needed during construction. A modification will be issued.

B. Yes, this appears to be a mistake and the additional 37’ should be added to the schedule of items.

2. Based on the proposed staging area it is likely that helicopter operations to move gravel to the trail for aggregate surfacing will occur when the campground is in use and the helicopter will fly over the campground. Is this the FS intent to approve this type of helicopter operation?

The intention was to use the parking lot to fly material into the site. The flight path assumed would guy up the drainage to the north and be able to not fly over the campground of residential domicile located on the left of the trail ~1 mile in. If requested by the contractor, the USFS would be able to close the campground and trail for short durations.

3. Are spike camps allowed? The sanitation requirements (pg 15 of solicitation) says “no habituation or overnight dwellings of employees of Contractor will be permitted” but spike camps are not specifically discussed in the solicitation/SOW.

Yes these will be allowed, proper care will need to be taken for bear mitigation and cleanliness.

4. Will contractor be allowed to suggest re-routes on adjacent hillsides to reduce the total amount of imported gravel needed and increase trail sustainability?

Yes this will be considered, if the finished product will be a usable path and stay within the corridor that was cleared under NEPA.

5. Request clarification on “reasonable close conformity” section G.9: Can specified D1 be substituted with materials from the trail or is D1 required as shown on the drawings?

D1 or a similar gradation mix is required. The intention of the D1 is to provide a smooth compacted uniform surface. If onsite material can be generated that provides a similar gradation to D1 then that would be allowed.

6. 91260 Solid Rock Removal CQ LF 25. Is this considered bedrock and if so can a go around trail be built around this?

Partly this is risk mitigation to forest fires associated with blasting operations among many other safety concerns coupled with cost. Since this is part of the trail re-routing more information is needed.

A go around trail will be allowed as longs grades are maintained and trail re-route will not be in a wetland. Solid rock removal includes removal of bedrock as well as sound rock that may require blasting with explosive or other means.

7. Peeled Spruce as referenced in the Turnpikes. Are these peeled spruce to be acquired on site or purchased off site/imported?

Standard Puncheon's call for Larch wood. Is a substitute wood authorized and if so what types?

Yes, the peeled spruce is to be acquired on site, if contractors would like to import this material they are free to do.

Other species that would be allowed would be Douglas fir and cedar species, neither one of these species grow in the area and would require importing.
