Question 1: Are you requiring hard copies of Past Performance, Technical Description or Clauses/Provisions to accompany the Pricing sheet? Is there anything else I should know about how you would like to see the quote submitted? Please refer to solicitation Section L.3, “Offerors shall submit both a Volume I- Technical Proposal and Volume II- Price Proposal in PDF format. Proposals must be sent electronically to osvaldo.rodriguez@usda.gov. No hard copy proposals are required and will not be accepted. for instructions on preparation of technical and price proposals.”
Question 2: If a solicitation is for 8a contractors and a 8a certified contractor is interested in the project, is the contractor require to submit a proposal response to the solicitation? Yes, the solicitation is 100% set-aside for 8(a) Small Business. Please refer to the solicitation for additional competition limitations to eligible 8(a) participants and joint ventures.
Question 3: What is the total value of the current contract? Who is the current incumbent? As requested, public information that would be provided on an award notification on SAM.gov.

Question 4: PWS 3.2.5. We have the following questions regarding the fire alarm system:
a. Please provide a device count for all fire detection and alarm components.

b. Historically, is fire alarm testing conducted during normal working hours? Smoke devices are completed during normal working hours, audible and strobes off hours.
c. Are there both wet and dry fire suppression systems in the buildings?

Question 5: PWS 3.3.2.1. We have the following questions regarding grounds maintenance:
a. Please provide the square footage of the grassed areas outlined in Attachments 7 and 7A.

b. The language of 3.3.2.1.1 describes Area 1 through 4, but Attachment 7 shows only Areas 1 and 2. Please clarify the location of Areas 3 and 4. There are no area 4 areas currently. Area 3 will be areas where pine straw or mulch is placed. There are numerous places around Bldg 1 where there are beds and no mowing required.

c. Are there any flower beds to be maintained? Yes, numerous flower beds and natural areas.
d. Are there any trees and shrubs to be maintained? If so, please indicate the quantity of both. Refer to Section
3.3 of the PWS. Numerous trees and shrubs.
Question 6: PWS 3.4.2.3. Regarding the boilers, we have the following questions:
a. Please provide the manufacturer and model number of the boilers. Refer to Attachment 3
b. Attachment 3 indicates Boiler # 1 gets a quarterly and a monthly PM service while Boiler #2 only receives a monthly service. Why the difference? Both boilers require monthly PM service.
c. Other than these steam boilers, are there any hot water boilers at either of the facilities? Refer to Attachment

Question 7: PWS 3.4.2.4. The Russell Research Center BSL3 Sewage Decontamination system is a unique system.
Please describe the system and provide the current PM operations and schedule. If this system is being maintained by a 3rd party, please identify the maintainer. See manufacturer recommendations for PM schedule. 3rd party not used. Alarms monitored and operated by contract.
Question 8: PWS 3.4.2.6. Please provide the quantity, manufacturer, model number, capacity, and location of the cooling towers. Refer to Attachment 3
Question 9: PWS 3.4.2.7. Regarding the systems indicated in this paragraph, we have the following questions:
a. Automated Logic Building Automation System
i. What is the currently installed software version and update? Version 8
ii. How many field controllers are installed? unknown
iii. Is the contractor responsible for software/firmware upgrades? No
iv. Is the contractor responsible for software updates and security patches? No
b. Circon Monitors
i. Please identify the Circon systems installed. No longer in contract

i. Please list the components and quantities of the Lenel systems. Card readers, Control boards, power supplies, reader boards, input/output boards. Refer to Attachment 19
ii. Who is the current 3rd party maintainer? Current contractor maintains system.
iii. Please identify the “remaining” Honeywell control systems and the 3rd party maintainer. NA
Question 10: PWS 3.4.2.8. Regarding the refrigeration equipment, we have the following questions:
a. Is any refrigeration equipment associated with the SEPRL? Please identify by description, manufacturer, and capacity. No
b. Please identify the quantity, manufacturer, type, tonnage, and means of cooling for all chillers. Refer to Attachment 3
c. Please identify the chillers for which eddy current testing is required. All chillers will require testing
d. For these chillers, is eddy current of both evaporator and condenser tubes required at the same time or on an alternating schedule? Based on manufacturer recommendation
e. What is the cyclical schedule for eddy current testing? Based on manufacturer recommendation
f. When was the last eddy current test of these chillers? Based on manufacturer recommendation
Question 11: PWS 3.5.1.2 Regarding the elevator systems, we have the following questions:
a. Is the Contractor responsible for Full Maintenance Service for the elevator equipment, i.e., all tests, maintenance, and repairs under the FFP portion of the contract without limitation? Yes
b. Who is responsible for independent, 3rd party elevator inspections? Contractor
c. What is the current schedule for elevator maintenance, e.g., 1 day per week, 3 days per month, etc.?

d. What is the current elevator testing schedule? Weekly, including emergency call out.
e. Are these elevators all hydraulic? If not, please describe the categories. One hydraulic in SRB building and

Question 12: PWS 3.5.2.1. Regarding electrical maintenance, we have the following questions?
a. Please describe the components and quantities of the electrical distribution system. Refer to Attachment 3
c. Is annual IR required? If so, please list the electrical distribution system component subject to IR scanning.
Recommended for all panels and switchgear to prevent equipment damage and hazards to personnel.
d. Is 3-year electrical testing required? If so, when was the last 3-year test conducted? Yes, per manufacturer recommendations and codes. Last completed in 2019.
e. Does any test and maintenance standard, e.g., NETA Maintenance and Test Specification, apply or should maintenance and test be performed only as recommended by the manufacturer? NFPA70E expectation
f. How many ATSs are there and what areas or functions do they support? Refer to Attachment 3
g. Are there any Uninterruptable Power Supply systems in the buildings? Yes
Question 13: PWS 3.5.2.2 Is the Contractor responsible for fume hood testing? No
Question 14: PWS 3.5.2.3. Regarding the generators, we have the following questions:
a. Who is responsible for the cost of generator diesel fuel? Government
b. Are these generators to be tested in accordance with NFPA 110? If so, is a load bank installed or will a portable load bank be required if annual load testing is required? Yes, building load tested monthly. 5-year load bank test.
c. Who is responsible for the cost of a portable load bank if required? Government
d. Regarding the fuel tank(s) associated with the generators, and all gasoline and boiler oil fuel tanks, we have the following questions:
i. How many fuel storage tanks are there and what fuel do they hold.
a. 15000-gallon diesel (underground)
b. 2000 unleaded gasoline (underground)
c. 4 generators diesel (above ground)
ii. Please indicate whether they are above ground or underground.

iii. What material is each fuel storage tank composed of? Refer to Attachment 20
iv. For each tank, how are the tank walls constructed, e.g., single wall, double wall dry, double wall wet?

Question 15: PWS 3.6.2.3 Regarding the cleaning requirement, we have the following questions:
a. Please provide the approximate square footage for corridor, office, and common area cleaning for both facilities.
RRC: Main tower building 1 - 19652 sq ft each floor. (10 floors)
Pilot plant building 1 – 28000 sq. ft. each floor. (5 floors) SEP: Refer to Attachments 11 and 18
b. Please provide the number of restrooms and quantity if fixtures in each for both facilities.
SEP: Refer to Attachments 11 and 18 RRC: See FP as-builds for location of bathrooms.
c. Please describe the square footage of carpeted areas and hard flooring areas in both facilities.
Floors 1 and 2 in Main tower and Pilot Plant are half carpeted. The rest of B1 and service bldg. are tiled.
See: Attachment 18 for SEP. all office are carpeted, everything else is tiled.
Question 16: PWS 3.6.2.3.2. Please describe the di-ionized water systems: manufacturer, type, number, and type of cannisters, etc. No facility DI system. There is a RO system with 2 500+ gallon tanks on separate floors with pumps.
Question 17: PWS 3.6.2.4 Window Cleaning. Does the first-year window washing include all widows at the RRC and the SEPRL? Yes, see PWS.
Question 18: PWS 3.6.2.7.4 Who is responsible for removal of waste and recyclables from the RRC premises?

Question 19: PWS 3.8.2.7. Does USPS pick-up at the RRC or does mail need to be delivered to USPS outside the RRC? Delivered to site, contractor to employees.
Question 20: PWS 3.9.2.1. Who is responsible for the cost of vehicle fuel? Contractor for contractor vehicles.

Question 21: PWS 3.9.2.1; 3.9.2.2. Who is responsible for the cost of consumables such as fuel, oil, fluids, etc.?

Question 22: PWS 3.9.2.2. Is the contractor responsible for the cost of repairs below the limits specified? Yes
Question 23: PWS Attachment 1. Who is responsible for replacing equipment when required? Contractor for contractor equipment. Government for Government equipment.
Question 24: PWS Attachment 3. Gensets. There are 2 maintenance operations listed for Gensets 1 and 2 but only 1 for Genset 3. Why? Based on manufacturer recommendations
Question 25: PWS Attachment 3. While useful for labor estimates, Attachment 3 falls far short of the inventory of building equipment supporting development of hours by labor category required for confident pricing. Please provide an inventory of building equipment: description, quantities, manufacturer, and capacities in terms of tonnage, HP, kW, gallons, CFM, etc. Refer to Attachment 3
Question 26: PWS Attachment 5. 7 Extinguishers listed for Watkinsville. What are the contractor’s responsibilities for Watkinsville? There is a satellite facility in Watkinsville that is being managed as additional work only currently.
Question 27: RFP L.4.1.1 Factor 1 – Management Plan, Preventive Maintenance (PM) Plan. “The plan shall include the Offeror’s proposed guides to be used for maintenance”. Do you want a PM guide to be submitted for every item of equipment selected for PM or an example of a guide and a discussion about how we go about developing the guides. The inclusion of guides for all equipment selected for PM would appear to be inconsistent with the 75-page limit of the technical proposal. Example of a guide and the standards and methodologies used to developed, is sufficient.
Question 28: Is there a minimum staffing requirement for the services? If so, please provide. Must be a number capable to completing requirements.
Question 29: Please provide the cleanable square footage by location, frequency, hours of operation and floor type.

Question 30: In the SE research laboratory area, what PPE is required? In general, Lab coat, safety glasses, booties, and gloves. Provided by government.
Question 31: In the SE research laboratory area, what are the specific cleaning processes? See PWS
Question 32: Please provide a CBA. Provided in solicitation, refer to Attachment 14
Question 33: Please provide a seniority list. COR reports to the Facilities Director reports to the Center Director.
Question 34: What equipment is provided by the government? Refer to Attachment 1

Question 38: Are you using the manufacturer’s suggested maintenance and operation schedule or is it unique? If it is unique, please provide. Contractor to provide PM schedule. Manufacturer recommendation must be used to develop.
Question 39: Are we required to provide pest control services? Contractor provided.
Question 40: How often do the carcass cook tanks need to be cleaned? When repairs are needed for tank itself or as necessary.
Question 41: Do you provide a grounds care schedule that limits exposure at key times? No, contractor decision.
Question 42: Please provide a list of the equipment in the HVAC mechanical shop and the electrical shop that does not belong to the government. Only equipment in the provided equipment list is owned by the government.
Question 43: Who owns the skid steers and the zero-turn equipment? Refer to Attachment 1
Question 44: Is destructive and nondestructive testing required? Follow manufacturer recommendation.
Question 45: Are there any restrictions on the types of equipment used? For example: some contracts restrict the use of KiVak. Must follow governmental regulations.
Question 46: Is the scope of the contract inclusive of fire system monitoring and maintenance? Yes
Question 47: Are computers provided for using the CMMS? Yes: access to these systems in accordance with published USDA IT Security guidelines.
Question 48: Does the building have UV Lights and Ionizers in the duct systems? If so, what brand and style is in use? No
Question 49: Are there janitorial closets in each location with access to water? Yes
Question 50: Is internet provided? Government network provided for CMMS: access to these systems in accordance with published USDA IT Security guidelines.

Question 51: Please provide the square footage/amount of acreage of grounds to maintain. See above.
Question 52: Section M, Page 41 references Best Value as well as a Trade-Off process for proposal evaluation.
Please clarify: is this a Best Value or Price/Performance Trade-off evaluation? The source selection evaluation will consist of the tradeoff process. Please refer to solicitation Section M.3.1 for the Relative Importance of Evaluation Factors.
Question 53: Section L.4.1.4 states: "The end-user/client is to provide completed PPQs directly to USDA ARS via email to osvaldo.rodriguez@usda.gov." However, Section L also states: "...the Offeror shall submit a separate and fully completed Past Performance Questionnaire (PPQ)." Should Contractors submit copies of the PPQs in the proposal? Please clairfy. No, PPQs will not be required to be submitted with the technical proposal. All PPQs must be submitted directly to USDA ARS via email to osvaldo.rodriguez@usda.gov. The offeror must ensure the end-user/client submits the PPQs before the proposal due date.
Question 54: If PPQs are required to be included with Contractors' submittal, please remove PPQs from the page count. PPQs will not be required to be submitted with the technical proposal and are not part of the page count. All PPQs must be submitted directly to USDA ARS via email to osvaldo.rodriguez@usda.gov. The offeror must ensure the end-user/client submits the PPQs before the proposal due date.
Question 55: Solicitation, Page 34 states: "Offerors shall submit both a Volume I- Technical Proposal and Volume II- Price Proposal in PDF format." However, Page 35 states: "…a complete proposal package that consists of the following: Standard Form (SF-33)" Is the SF33 to be a separate pdf file? Or should the SF33 be included with one of the two volumes? Please clarify. Yes, a completed and signed SF33, any fill-in provisions within Sections A through K of the solicitation, and a copy of a fully executed Joint Venture Agreement (if applicable) will all be separate pdf files. These pdf files are not part of either volume therefore not part of the page count.
Question 56: Solicitation, Page 34 states: "Offerors shall submit both a Volume I- Technical Proposal and Volume II- Price Proposal in PDF format." However, Page 35 states: "…a complete proposal package that consists of the following: Joint Venture Agreement (if applicable)" Is the Joint Venture Agreement to be a separate pdf file? Or should the Joint Venture Agreement be included with one of the two volumes? Please clarify. Yes, a copy of a fully executed Joint Venture Agreement (if applicable) will be a separate pdf file. The pdf file is not part of either volume therefore not part of the page count.
Question 57: With the amount of questions submitted, and assuming additional questions will be submitted by other contractors, we respectfully request a one week extension to Monday, August 14th in order to ensure all answers are incorporated into our bid accordingly. To ensure timely contract award, no extension may be provided.
Question 58: There is no generator maintenance in the PWS for the Southeast Poultry site, but generator #852 Generator standby Athens-SEP:39 is listed in attachment 3. Has this generator been removed with the new construction? If not is the size, make and model number available. Included in equipment list and maintenance required.
Question 59: Of the 100 or so eyewashes listed in Attachment 3, is the contractor responsible for weekly inspection on all showers/eyewashes in laboratory’s or just the ones located in the common areas? All
Question 60: Is the contractor responsible for any eyewash inspections at the Southeast Poultry site? In common area
Question 61: 3.6.2.31 states, the contractor shall move discarded meat samples from holding area to the dumpster as necessary once or twice a week. Trash shall be ready for pickup by 9:00 am on Monday and Wednesday. Does this mean the compactor dumpster will need to be picked up twice a week? Depends on load.
Question 62: Is the contractor responsible for disposal of all the wooden skids? Yes
Question 63: We do not see the golf carts that were in the grounds shop/area in attachment 1 or 4. Are these provided by the government or the contractor? Contractor furnished

Question 75: Does the government provide fit testing and pulmonary function exams for the contractor maintenance personnel working in the BSL3 labs. Contractor should have medical surveillance program, including fit testing.
Question 76: Is there a contractor requirement for infrared thermographic analysis, AKA electrical scans annually per the NFPA 70 Please present PM program based on manufacturer recommendations.
Question 77: Is the 30-day Phase In period to be the first month of the Base year or is it separate and should be priced as such? The phase-in period shall consist of up to 30 days prior to the commencement of the performance period. The phase-in period shall not be separately priced.
Question 78: Based on the current workload for the lawn maintenance crew, how many full time staff employees are needed to maintain contract obligations? To be determined by contractor.
Question 79: Is all of the current chiller maintenance preformed in house, if so is the equipment needed to perform tasks also provided (eddy current test, oil analysis)? 3rd party annuals, all other pm in house.
Question 80: RFP, Page 15, Is (d) Aircraft Public and passenger liability insurance needed for this contract or is that an oversight that needs to be removed from the solicitation package. Aircraft Public and passenger liability insurance is not required and have been removed.
Question 81: PWS, Page 21, 3.2.5, Fire Alarm, Can you provide current fire alarm system inventory to include make/model/and serial number of fire alarm panels and total quantity of devises with description (i.e. 5-pull stations, 1 booster pump, 5 strobes…) See FP As Builds

Question 102: PWS Section 1.3, Is the government stock/materials stored and tracked within Maximo? Are reorder points, min levels, etc. tracked within the system? We have not started using inventory.

Question 104: PWS Section 2.1, Who will train the contractor on the specifics of the Maximo system if it is government-owned? The Government shall provide the licenses, the contractor shall provide the knowledgeable personnel.
Question 105: Are data load sheets required to make updates or changes within the system or will there be administrative rights granted? Templates sheets will be required.
Question 106: Is the current system up to date with inventory/assets/locations, etc? 99%
Does it house the existing work being performed and how far back does the data run? Yes, 2016
What % is the system being utilized and what applications are currently being used? Maintenance Track. Maximo will be the system utilized for the upcoming contract.
Question 107: PWS Section 2.2.2./2.3.1, Are PM repairs, found while performing the PM tasks that fall within 40-man hours and less than $2,500 in materials to repair, the responsibility of the contractor? Yes
Question 108: PWS Section 3.3, Does grounds maintenance have to be performed in-house? No, but requires daily maintenance.
Question 109: PWS Section 3.6.2.3, Is Janitorial covered by a union or currently subcontracted? Union
Question 110: PWS Section 3.3, If government-furnished equipment needs repair does that fall 100% on the contractor? Example, if the mowers break is it the responsibility of the contractor to make all repairs? Government furnished IT Equipment will be supported by local government IT staff. Contractor responsible for repairs on other equipment.
Question 111: Is the current inventory of belts, filters, etc. owned by the government or does it need to be negotiated between incumbent and awardee? Inventory is not owned by the Government
Question 112: PWS Section 1.2, If a PM Guide is required for approval upon award, who will be responsible for updating the CMMS? Will a load sheet need to be provided or does this fall on the contractor to update and rebuild?
Government will provide template for contractor to fill out. Government will update and build based on the templates.
Question 113: What key personnel are required onsite? All personnel that will be maintaining equipment will need to be onsite as there are daily inspections. All personnel responding to alarms or on security team needs to be onsite.
All custodians need to be onsite daily. Supervision.
Question 114: Do we need to include key personnel resumes in our proposal? If so, does that county against the page limit? Project manager and supervisors
Question 115: PWS Section 2.1, How many computers are provided by the government if Maximo users are required to access based off a CAC reader? All CMMS computers and tablets are provided. Quantity of computers is based on mission and personnel needs. Access to these systems in accordance with published USDA IT Security guidelines.
Question 116: Is there a current list of equipment that is being removed/updated? During the site walk there was mention of a new chiller. For large repairs, is that overseen by and through the contractor? There is a new chiller, new cooling tower being installed in B1 in the next year. Coordination will be required.
Question 117: PWS, Page 14, 2.1.2 Work Orders, Can you provide historical data on types of work performed and quantities of all three categories of work orders to include trades. Refer to Section B.10 of the solicitation for estimated hours for additional work per labor category.
