About this file

This is Solicitation Addendum Two containing questions and answers for a cedar tree clearing service contract issued by the Nebraska Game & Parks Commission (NGPC). The solicitation seeks a qualified contractor to remove eastern red cedar trees across 44.8 acres at Wapiti Wildlife Management Area to create firebreaks. The project requires cutting trees at or below ground level within 150-300 feet of firelines, relocating downed trees beyond designated boundaries, and managing debris to facilitate prescribed burns in steep terrain. A mandatory bidders' conference was held on December 18, 2025, in North Platte, Nebraska, with written questions due by December 24, 2025. Electronic proposals are due January 7, 2026, at 2:00 p.m. Central Time. The contract term runs from execution through June 30, 2026, with work commencing immediately after contract finalization.

The addendum addresses three critical questions regarding site operations and equipment access. Contractors are permitted to cut barbed wire fences on the property to improve equipment access, provided fences are repaired immediately to prevent cattle from entering restricted paddocks during the growing season. Dirt work to improve equipment access is generally discouraged as the State aims to minimize property disturbance and maintain natural conditions, though exceptions may be considered if unexpected situations arise during tree removal. The property will remain open to the public throughout the project duration; while NGPC may issue a press release notifying the public of tree removal activities, no site closure or formal public safety measures will be implemented. Contractors must maintain comprehensive insurance coverage and will be responsible for any fence repairs and ensuring all work meets specifications, with corrections required at no additional cost if standards are not met.

Are we allowed to intentionally cut barbed wire fences inside of the Wapiti property to allow for greater equipment access on the property so long as we repair the fences after the fact? Specifically, the fence to the south of G and the east of F.
Yes, it would be allowed to cut the fence as long as it is repaired. There will be cattle on the property during much of the growing season so the fence would have to be repaired immediately so that the cattle don’t get into paddocks where they are not supposed to be.
2.
E
21
Are we able to move dirt in order to create better equipment access?
We normally do not allow dirt work on such projects. Sometimes exceptions are made when unexpected situations are encountered as trees are removed and new terrain is exposed. Our goal is to disturb the property as little as possible in an effort to maintain a natural state.
3.
E
21
Will the property be closed to the public during the duration of the project or will we have to consider public safety on the jobsite?
The property will not be closed to the public at all during the project. We (Nebraska Game and Parks Commission) can send out a press release to inform the public that tree removal will be occurring on Wapiti WMA, but that is about as far as we would go.

This addendum will be incorporated into the solicitation.
