About this file
This is an addendum document from the Nebraska Game & Parks Commission (NGPC) providing detailed specifications for cedar tree clearing and firebreak preparation work at Wapiti Wildlife Management Area (WMA). The addendum outlines multiple work zones with specific requirements for cedar tree removal across approximately 44.8 acres of terrain. Work specifications vary by zone and include cutting all cedar trees at or below ground level within designated distances from firelines (ranging from 150 to 300 feet), with debris management requirements that prohibit piling within 300 feet of firelines or within 150 feet of powerlines. Trees must be stuffed under live, green cedars where possible or piled in designated areas, and existing downed trees and old piles must be relocated beyond the 300-foot line. Additionally, the contractor is responsible for repairing any fence damage incurred during tree removal operations. One zone specifies that all trees and branches within 150 feet of the interior burn unit boundary must be mulched. The contract term runs from execution through June 30, 2026, with work commencing immediately following contract finalization.
The addendum includes detailed zone-specific maps and instructions, with contact information provided for the project biologist, Scott Aden (308-535-8025; scott.aden@nebraska.gov). Pricing is to be determined through the competitive bidding process, with electronic proposals due January 7, 2026, at 2:00 PM Central Time. A mandatory solicitation conference was scheduled for December 18, 2025, in North Platte, Nebraska. The evaluation will be primarily cost-based, though the State reserves consideration of factors including previous contract performance and resident disabled veteran preferences. Contractors must demonstrate adequate manpower and equipment capable of handling large trees in steep terrain and maintain comprehensive insurance coverage, including $2,000,000 in general aggregate liability and $1,000,000 in commercial automobile liability. All work must be completed to specification, with any deficiencies requiring correction at no additional cost to the State.

All cedar trees within 150’ are to be cut at or below ground level. Trees shall preferably be stuffed under live, green cedars, but making piles where stuffing is not possible is also acceptable. Piling and stuffing shall not occur within 300’ of the fireline or within 150’ of any powerline! There are many existing downed trees and old piles that shall be moved past the 300’ line as well.
If fence is damaged as part of the tree removal work, the contractor is responsible for fixing the damage.

All trees, cedars and deciduous, within 50’ of the fence must be cut. Trees may not be piled within 300’ of the fireline. Felled trees must be moved at least 50’ away from the fence. This applies to trees growing on NGPC’s side of the fence only. Any trees that are currently growing in the fence line may be left. This fence will be replaced so repairs will not be necessary. The size of piles does not matter. Stuffing felled trees under live, standing trees is encouraged. Total length of fenceline to be cleared is 2,995’.
