About this file
This is an addendum to a service contract solicitation issued by the Nebraska Game & Parks Commission (NGPC) for cedar tree clearing at Wapiti Wildlife Management Area (WMA). The addendum provides detailed specifications for tree removal across multiple work zones within the 44.8-acre project area, with requirements varying by location. Cedar trees must be cut at or below ground level within designated distances (ranging from 50 to 300 feet) from firelines, depending on the specific work zone. Removed trees shall be stuffed under live green cedars or piled where stuffing is not feasible, with all piling and stuffing prohibited within 300 feet of firelines or 150 feet of powerlines. Existing downed trees and old piles must be relocated beyond the 300-foot boundary. The contractor is responsible for repairing any fence damage incurred during tree removal operations. One work zone specifies that trees and branches within 150 feet of the interior burn unit boundary must be mulched. The contract term runs through June 30, 2026, with work commencing immediately upon contract execution.
The addendum designates specific geographic areas with color-coded maps (red, green, and pink zones) to clarify work boundaries and debris management locations. Additional specifications include a 2,995-foot fence line clearing requirement where all trees within 50 feet of the fence must be removed and relocated at least 50 feet away, with one zone noting that fence replacement will occur so repairs are not necessary. The contractor must possess adequate manpower and equipment capable of moving large trees in steep Loess Canyons terrain. Insurance requirements include $2,000,000 in general aggregate liability and $1,000,000 in commercial automobile liability coverage. A mandatory bidders conference was scheduled for December 18, 2025, in North Platte, Nebraska, with written questions due by December 24, 2025, and responses posted by December 31, 2025. Electronic proposals were due January 7, 2026, at 2:00 PM Central Time. The evaluation is primarily cost-based, with consideration for previous contract performance and potential set-asides for Nebraska-based businesses, resident disabled veterans, and businesses in designated enterprise zones.

All cedar trees within 150’ are to be cut at or below ground level. Trees shall preferably be stuffed under live, green cedars, but making piles where stuffing is not possible is also acceptable. Piling and stuffing shall not occur within 300’ of the fireline or within 150’ of any powerline! There are many existing downed trees and old piles that shall be moved past the 300’ line as well.
If fence is damaged as part of the tree removal work, the contractor is responsible for fixing the damage.

All trees, cedars and deciduous, within 50’ of the fence must be cut. Trees may not be piled within 300’ of the fireline. Felled trees must be moved at least 50’ away from the fence. This applies to trees growing on NGPC’s side of the fence only. Any trees that are currently growing in the fence line may be left. This fence will be replaced so repairs will not be necessary. The size of piles does not matter. Stuffing felled trees under live, standing trees is encouraged. Total length of fenceline to be cleared is 2,995’.
