About this file
This is a Solicitation Addendum One issued by the Nebraska Game & Parks Commission (NGPC) revising the procurement documentation for cedar tree clearing services at Wapiti Wildlife Management Area (WMA). The solicitation seeks a qualified contractor to remove eastern red cedar trees across 44.8 acres to create firebreaks in the Loess Canyons terrain. Contractors must cut trees at or below ground level within 150-300 feet of designated firelines, relocate downed trees beyond work zone boundaries, and manage debris to facilitate prescribed burns. A mandatory bidders' conference is scheduled for December 18, 2025, in North Platte, Nebraska, with electronic proposals due January 7, 2026, at 2:00 PM Central Time. Written questions must be submitted by December 24, 2025, with responses posted by December 31, 2025. The contract term runs from execution through June 30, 2026, with work commencing immediately following contract finalization. This addendum, effective December 19, 2025, replaces Map F in Attachment A with a detailed version providing enhanced information about the cedar tree clearing service area.
Pricing will be determined through the competitive bidding process with cost serving as the primary evaluation factor, though the State reserves the right to consider previous contract performance and resident disabled veteran preferences. Contractors must demonstrate adequate manpower and equipment capable of handling large trees in steep terrain and maintain comprehensive insurance coverage including $2,000,000 in general aggregate liability and $1,000,000 in commercial automobile liability. Bidders are responsible for monitoring the State Purchasing Bureau website for all addenda and amendments. The solicitation may include set-aside considerations for Nebraska-based businesses, specifically mentioning preferences for resident disabled veterans and businesses located in designated enterprise zones under Nebraska Revised Statutes 73-107. Contractors will be responsible for repairing any fence damage incurred during tree removal operations, with all work required to meet specifications at no additional cost to the State.
