About this file
This addendum document provides detailed specifications and amendments for cedar tree clearing work at Wapiti Wildlife Management Area (WMA) under a service contract issued by the Nebraska Game & Parks Commission. The project encompasses multiple work zones across 44.8 acres, with specific requirements varying by location: cedar trees within 150-300 feet of firelines must be cut at or below ground level, with debris either stuffed under live green cedars or piled in designated areas; piling and stuffing are prohibited within 300 feet of firelines or 150 feet of powerlines; and existing downed trees and old piles must be relocated beyond the 300-foot line. Additional requirements include moving already-cut trees at least 300 feet from burn lines, clearing all trees within 50 feet of fencelines (with trees moved at least 50 feet from the fence), and mulching all trees and branches within 150 feet of interior burn unit sides. The contractor is responsible for repairing any fence damage resulting from tree removal operations, and the contract term runs through June 30, 2026, with work commencing immediately upon contract execution. A mandatory solicitation conference was held on December 18, 2025, in North Platte, Nebraska; written questions were due by December 24, 2025; and electronic proposals were due January 7, 2026, at 2:00 PM Central Time.
The evaluation methodology is primarily cost-based, though the State reserves discretion to consider previous contract performance and resident disabled veteran preferences. Contractors must demonstrate adequate manpower and equipment capable of moving large trees in steep Loess Canyons terrain and maintain comprehensive insurance coverage including $2,000,000 in general aggregate liability and $1,000,000 in commercial automobile liability. Potential set-asides exist for Nebraska-based businesses, particularly resident disabled veterans and businesses located in designated enterprise zones under Nebraska Revised Statutes 73-107. Specific pricing information is not provided in this addendum document; cost details are to be determined through the competitive bidding process outlined in the primary solicitation materials.

All cedar trees within 150’ are to be cut at or below ground level. Trees shall preferably be stuffed under live, green cedars, but making piles where stuffing is not possible is also acceptable. Piling and stuffing shall not occur within 300’ of the fireline or within 150’ of any powerline! There are many existing downed trees and old piles that shall be moved past the 300’ line as well.
If fence is damaged as part of the tree removal work, the contractor is responsible for fixing the damage.

All trees, cedars and deciduous, within 50’ of the fence must be cut. Trees may not be piled within 300’ of the fireline. Felled trees must be moved at least 50’ away from the fence. This applies to trees growing on NGPC’s side of the fence only. Any trees that are currently growing in the fence line may be left. This fence will be replaced so repairs will not be necessary. The size of piles does not matter. Stuffing felled trees under live, standing trees is encouraged. Total length of fenceline to be cleared is 2,995’.
