14. Description of Amendment/Modification (Organized by UCF section headings, including solicitation/contract subject matter where feasible.)
The purpose of this amendment is to answer late questions received in response to the solicitation identified in Block 9A and issue an updated Attachment D.1 - Schedule of Items:

A. Questions and Answers
1. Question: Is it permissible for a contractor to utilize small business subcontractors to perform more than 50% of the required services in accordance with the revised limitations on subcontracting as prescribed in 13 CFR 125.6?
Answer: 13 CFR 125.6 only applies to full or partial small business set-asides. This solicitation is being competed on an unrestricted basis. FAR 52.219-14 Limitations on Subcontracting does not apply.
2. Question: I’ve been in contact with the Association of Procurement Technical Assistance Centers (APTACs) and they’re going to apply for HUBZone Certification for my firm. The HUBZone certification process for my company will take 30 to 90 days – can I take advantage of my HUBZone status?
Answer: Your firm must be HUBZone certified by the solicitation offer/due date for the HUBZone price preference to be effective. This certification must be indicated in the SBA List of Qualified HUBZone Small Business Concerns as well as in the System for Award Management (SAM) (see FAR 52.212-3(10) Offerors Representations and Certifications – Commercial Items, HUBZone small business concern). Note: At least 50% of the cost of personnel for contract performance must be spent for employees of HUBzone business concerns.
3. Question: When task orders are issued, are they sent to the prime contractor or will they go to all the interested vendors on the list, so they can bid on them?
Answer: Task orders will be issued only to prime contractors that have been awarded a contract.
4. Question: I tried to discuss WBSCM EDI requirements for our WMS with WBSCM and they couldn’t help me with that. Do you know who I can talk with?
Answer: AMS does not currently use EDI with WBSCM. However, AMS would like to assess each offeror’s EDI capabilities for potential future implementation. Offerors should provide examples of their EDI capabilities through their Warehouse Management System (WMS) with other commercial client customers, such as a typical group of data fields that would be automatically captured and populated.
5. Question: The WBSCM team indicated that I need to be approved by WBSCM before placing any proposal, but I think it is just if the bid is going through them, correct?
Answer: Offerors do not need to submit their proposals in WBSCM. Refer to Section E.2.22 of the solicitation.
6. Question: On the report samples (Attachments 3.7), it lists CSFP and FDPIR on the same reports with a column designation. Currently we invoice these programs separately. Can you confirm the new requirement is to invoice both programs on the same invoice? Would it be OK to invoice them separately?
Answer: Yes, the new requirement is to invoice both programs on the same invoice. No, it would not be OK to invoice them with separate reports. See the answer to Question 48 in Amendment A01.

7. Question: On page 3 of the Solicitation (Section A.1 Proposal Submission Checklist), the second bullet says:
“Provide acknowledgement of any/all amendments (SF-30).” Where is Form SF-30 located?
Answer: Whenever the Contracting Officer amends a solicitation to change the terms and conditions listed in the solicitation, an SF-30 “Amendment of Solicitation /Modification of Contract” form is completed. As the title suggests, this form may be used to amend a solicitation or modifiy a contract. The Contracting Officer will issue the amendment to the solicitation in the same manner as the solicitation was issued – in the case of this solicitation, amendments will be issued on FBO.gov. Information specific to the amendment is contained in blocks 1 -12 and 14. Instructions for acknowledging the amendment are contained in block 11 of the SF-30.
All amendment must be acknowleged in the offeror’s proposal submitted by the offer due date.
B. Changes to the Solicitation and Attachments (changes indicated in bold font on updated documents)
1. Attachment D.1 – Schedule of Items is updated to include the State of Arizona on the Contractor LTL
Transport Prices worksheet. A copy of the updated spreadsheet is attached to this amendment.
2. Attachment D.1 – Schedule of Items is updated to delete the incorrect entry for Livingston, OK and correct the following zip codes on the Contractor TL Transport Prices worksheet. A copy of the updated spreadsheet is attached to this amendment.
