Attachment D.14 – Annual Subcontracting Plan Form
SUBCONTRACTING PLAN
FOR LARGE BUSINESSES

Period Covered by This Plan: October 1, 2017 to September 30, 2018 (FY 2018) The period covered will always be based on the government fiscal year, which will begin October 1st and ends September 30th the following year.
Describe the services and products your company will be offering to all small business subcontractors: List ALL products and services you subcontract such as office supplies, janitorial supplies, laundry services, office equipment, maintenance, raw food products, food packaging, etc.
The following, together with any attachments, is hereby submitted as the “Annual Commercial Subcontracting Plan for Commercial Products” to satisfy the applicable requirements of Public Law 95-507, as implemented by OFPP Policy Letter 80-2, and the Federal Acquisition Regulation (FAR) Subpart 19.7.
Goals: The following goals are expressed in dollars and percentages of the total planned subcontracting dollars to Small Businesses (SB), Small Disadvantaged Businesses (SDB), Women-owned Small Businesses (WOSB), Service-disabled Veteran-owned Small Businesses (SDVOSB), Hubzone Small Businesses (HZ), and Veteran-owned Small Businesses (VOSB). These goals are applicable to all Federal contracts made with the Agricultural Marketing Service (AMS), which are awarded during the term of this plan.
The Small Business goals for each socio-economic program are established by the Small Business Administration (SBA), which all prime contractors should make a “good faith effort” to meet. The minimum goal requirements are in red below:

NOTE: According to Federal Acquisition Regulation 19.705-4 (d) (6) Reviewing the subcontracting plan. Goals can be negotiated, but must be discussed prior to submission of the company’s Subcontracting Plan. If this is something the prime contractor is interested in doing, please contact Ms. Andrea Lang at your earliest convenience.
Method: Describe the method used to develop the goals for small business (SB), small disadvantaged business (SDB), women-owned small business (WOSB), HUBZone small business (HZ), service disabled veterans (SDVOSB), and veteran owned small business (VOSB) concerns.
A description of the method used to develop the subcontracting goals and/or the method used to identify potential sources.
If indirect and/or overhead costs are used as an element in establishing goals, describe the method used to determine the proportionate share to SB, SDB, WOSB, HZ, SDVOSB, and VOSB. (Indirect________ Overhead Cost_________).
This is a statement as to whether or not the prime contractor included indirect or overhead cost in establishing subcontracting goals, and a description of the method used to determine the proportionate share of indirect or overhead cost for each small business type (including veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned small business concerns.
Name of individual administering the plan will administer the company's Subcontracting Plan.
The administrator of the plan will be responsible for the coordination of the company's plan with corporate and local managers responsible for contracting with vendors and suppliers. Such coordination shall include, but not be limited to:
A. The quarterly monitoring of the company's purchasing activities.
B. Maintain contacts with representatives of the Small Business Administration's Procurement Center.
C. Develop source lists for SB, SDB, WOSB, HZ, SDVOSB, and VOSB.
D. Submit records and reports as may be required to the appropriate Government agency and/or officials.
In an effort to maximize the usage of small businesses, small disadvantaged businesses, women-owned businesses, HUBZone small businesses, service disabled veteran small businesses, and veteran owned small businesses, the company will include:
A. Contacts with minority and small business trade associations.
B. Attendance at small and minority business procurement conferences and trade affairs.
C. Survey of current and prospective suppliers.
D. The purchase of directories of minority-owned or female owned businesses.
E. Contacts with business development organizations.
Name of individual administering the plan will include the clause entitled "Utilization of Small, Small Disadvantaged, Women-Owned, Hubzone, Service Disabled Veteran, and Veteran Owned Small Business Concerns" (FAR 52.219-8) will be included in all subcontracts that offer further subcontracting opportunities, and all subcontractors (except small business concerns) who receive subcontracts in excess of $700,000 will adopt a plan similar to the plan required by FAR 52.219-9. Periodic reports will be submitted and cooperation will be given in any studies surveys as may be required to determine the extent of compliance with this subcontracting plan. "Summary Subcontract Report" will be submitted into eSRS – Electronic Subcontracting Reporting System (www.esrs.gov) on subcontracts awarded to all small businesses.
Name of individual administering the plan will submit such periodic reports and will cooperate in any studies or surveys that may be required by the Federal agency or the Small Business Administration to determine the extent of our compliance with the Subcontracting Plan.
Name of individual administering the plan will maintain records demonstrating procedures which have been adapted to comply with the requirements and goals set forth in this plan including the establishing of source lists of small business, small disadvantaged business, women-owned business, Hubzone small business, service disabled small business, and veteran owned small business concerns.
