7 If it affects the construction timeline, will a time allowance be given for delays of material purchase due to market availability?

The contractor would be expected to manage the procurement of long lead time items and factor that into their schedule. Any delays as a result of unforeseen market conditions or a failure for a supplier to meet their obligations would need to be looked at on a case by case basis by the EPM and CO.

116 There may be unknowns identified by the Engineer, that will impact the design and subsequent installation of the electrical system. We cannot hire them to start until after the bid is awarded, so this creates the possibility of an extra unknown expense, that could be significant.

So, I guess I need to RFI on this, and ask if USDA will pay for additional expense should that happen; do you agree?

We carry a contingency to cover change orders from unforeseen conditions and scenarios like the one you are describing. Our AE did their best to get the design right the first time and we should be able to get the RFIs answered with enough time for accurate bidding. Change orders happen on every project like this so it would be relatively routine to make some adjustments as it progresses. We are just using this one solicitation for the whole project, we aren’t separating into electrical or civil or anything like that.
