About this file
This document is a Solicitation Addendum (Number 121165 O3) issued by the Nebraska Department of Correctional Services (NDCS) on March 7, 2025, addressing questions and answers for a Non-Custody and Behavioral Health Staffing Analysis procurement. The addendum clarifies key aspects of the solicitation, including the scope of the study, which encompasses positions at all nine correctional facilities and the Central Office. The addendum confirms that the staffing analysis will include both non-custody and behavioral health positions, as well as custody supervisory positions such as Corrections Captains, Lieutenants, and Majors. Additionally, the document provides guidance for bidders regarding the technical response requirements, specifically addressing how bidders should proceed if they do not have previous staffing analysis reports to submit.
The document addresses three specific questions from potential bidders, providing detailed clarifications that will help vendors prepare their proposals. The first question confirms that the study's scope includes positions at all nine institutions and the Central Office. The second question clarifies that identified custody titles (Corrections Captains, Lieutenants, and Majors) are to be included in the staffing analysis as custody supervisory positions. The third question addresses the technical response requirement for previous staffing analysis reports, with NDCS indicating that if no previous report is available, bidders may describe their approach in detail or provide a template example demonstrating how their report will meet NDCS needs. The solicitation is set to be opened on March 18, 2025, at 2:00 p.m. Central Time, and bidders are reminded to check the State Purchasing Bureau website for any additional addenda or amendments.
