About this file
The document is a Request for Proposal (RFP) from the Nebraska Department of Correctional Services (NDCS) seeking a comprehensive staffing analysis for non-custody and behavioral health positions across its statewide correctional system. The solicitation, RFP 121165 O3, requires a detailed analysis of approximately 1,250 non-custody and 138 behavioral health positions across nine prisons, central office, training academy, and community supervision offices. The contractor will produce separate staffing analysis reports benchmarked against comparable state correctional agencies and industry standards, focusing on current staffing levels, workload distribution, and role-specific responsibilities. The project timeline requires completion of final draft reports and presentations within 20 weeks of the contract start date, with regular 30-day status updates and a formal presentation to NDCS executive team. The RFP was released on February 24, 2025, with proposals due on March 18, 2025, at 2:00 PM Central Time, and the initial contract term running from execution until December 31, 2026, with an option for one additional 12-month renewal period.
The total proposed budget for the project is $242,886.00, with payment scheduled across nine milestones including kick-off meetings, interviews, surveys, gap analysis, status updates, and final acceptance. The evaluation will be scored across three primary categories: Corporate Overview (25 points), Technical Approach (55 points), and Cost Sheet Points (20 points), with a potential additional 20 points available through oral interviews. The solicitation covers Nebraska's second-largest state agency, which has approximately 2,735 employees and an average daily incarcerated population of 5,880 in fiscal year 2024. The RFP includes provisions for optional services that may be awarded at contract initiation or later, such as additional staffing analysis work and consulting services. All costs are required to be all-inclusive, with no additional billable expenses permitted, and the contractor must be prepared to work within NDCS security requirements when on-site and complete any remediation requests within 10 business days of notification.

Description:
In response to the White House call for action, CMS contracted with Abt to conduct a mixed-methods Nursing
Home Staffing Study as part of CMS’s multi-faceted approach to identify a minimum staffing requirement. The study’s focus was on the level and type of staffing needed to promote acceptable quality and safety for nursing home residents. The study also explored potential implications for the feasibility of increased staffing costs to nursing homes. Abt provided CMS with four recommended staffing requirements varying in feasibility, cost, and potential improvements in quality and safety. Additionally, Abt applied the recommendations to varying staffing levels (from two levels of staffing to four levels of staffing) to examine the predicted impacts on quality and safety.

• Literature Review
• Expert Advisory Panel
• Survey Instrument Development
• Semi-Structured Interviews

Description:
Correctional officers (COs) are at an increased risk for death by suicide, which may, in part, be related to the unique stressors they face at work. There is a need to better understand the challenges and stressors COs face on the job as well as what supports and prevention efforts can decrease deaths by suicide among this group. In recognition of this need, Congress directed the Bureau of Justice Statistics (BJS) to investigate law enforcement suicide in the Joint Explanatory Statement accompanying the Consolidated Appropriations Act of 2021 (Public
Law 116-260). In response to this request, BJS contracted with Abt Global to conduct a Feasibility Study and determine the availability and quality of data, the respondent burden, and the feasibility of conducting a national establishment survey on CO stressors and suicide in federal, state, local, and private facilities. After conducting a literature review and engaging experts, Abt developed survey questions covering six topic areas: (1) Staffing
Levels and Work Schedule for Correctional Officers, (2) Salary and Time Off for Correctional Officers,
(3) Education and Training for Correctional Officers, (4) Correctional Officer Stressors and Indicators of Stress,
(5) Services and Programs Available to Correctional Officers, and (6) Characteristics of Correctional Officers and
Facilities. The feasibility of the survey was tested via semi-structured interview with personnel at state and local correctional agencies. Abt evaluated the feasibility of this data collection made recommendations to BJS regarding future improvements and considerations for a national collection.

Description:
HRSA’s Maternal and Child Health Bureau (MCHB) is in a critical moment of growth, opportunity, and change.
Over the last several years, the Bureau received numerous new Congressional appropriations, mandates for new programs, and, as a result, rapid increase in staff to manage the new work. Because of this rapid growth and emergence of new priorities, MCHB engaged Abt in an initial contract in 2020 to develop and launch a new
Strategic Plan, create a new graphic identity, and embark on the self-reflective process of an organizational assessment in preparation for organizational transformation.
In this contract, Abt supports transformative improvements at MCHB so that it can advance on its strategic plan goals. This includes organizational restructuring; leadership development; improvements in operations, programs, and data management; and workforce development. Across these activities we use a coordinated and consistent approach to change that includes a deliberate structure and process to assure that challenges that come with organizational change are named and understood by those experiencing them, and that resulting changes are productive, rewarding, and staff-supported.
