About this file
The document is a Solicitation Evaluation Criteria file issued by the Nebraska Department of Administrative Services State Purchasing Bureau for Request for Proposal #120910 O5, seeking a Racing and Gaming Consultant to support the Nebraska Racing and Gaming Commission (NRGC). The solicitation requires a consultant to develop comprehensive auditing processes for Authorized Gaming Operator financial records, create detailed policies and procedures, and analyze current workflows. Proposals are due on April 3, 2025, at 2:00 PM Central Time, with an anticipated contract start date of July 1, 2025, and an initial two-year contract term. The evaluation process includes a 100-point scoring system with 25 points for Corporate Overview, 65 points for Technical Approach, 10 points for Cost Sheet, and potential additional points from oral interviews.
The contract requires an all-inclusive pricing structure incorporating travel and out-of-pocket expenses, with pricing fixed for the first two years. Any subsequent price increase requests are limited to 10% and must be submitted at least 120 days before the current contract period ends. The solicitation does not outline specific set-aside designations for disadvantaged enterprises. Bidders must demonstrate they are not currently providing services to an Authorized Gaming Operator and commit to avoiding such conflicts during the contract period. The State reserves the right to extend the contract beyond the initial termination date upon mutual agreement, with the cost sheet including provisions for various deliverables and optional supplemental services with hourly rates for positions like Gaming Consultant.
