About this file
The document is a Solicitation Evaluation Criteria for Request for Proposal #120910 O5, issued by the Nebraska Department of Administrative Services State Purchasing Bureau for Racing and Gaming Consultant Services supporting the Nebraska Racing and Gaming Commission (NRGC). The solicitation seeks a consultant to develop comprehensive auditing processes for Authorized Gaming Operator financial records, create policies and procedures, and analyze current workflows. Proposals are due on April 3, 2025, at 2:00 PM Central Time, with an anticipated contract start date of July 1, 2025, and an initial two-year contract term. The evaluation process includes a 100-point scoring system (with potential additional 10 points from oral interviews) comprising 25 points for Corporate Overview, 65 points for Technical Approach, and 10 points for Cost Sheet.
The contract requires an all-inclusive pricing structure that incorporates travel and out-of-pocket expenses, with pricing fixed for the first two years and subsequent price increase requests limited to 10% and submitted at least 120 days before the current contract period ends. Bidders must demonstrate they are not currently providing services to an Authorized Gaming Operator and commit to avoiding such conflicts during the contract period. The solicitation does not outline specific set-aside designations for disadvantaged enterprises. Key deliverables include developing an audit program with associated tools and templates, implementing new audit processes, establishing evaluation mechanisms, and producing regular updates and comprehensive reports. The State reserves the right to extend the contract beyond the initial termination date upon mutual agreement.
